Here is the minutes provided by the council:

Mayor Ed Hagnauer called the City Council Meeting to order at 7:02 p.m.

ATTENDANCE ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Deputy Clerk Gracey, and Mayor Hagnauer were present. Clerk Whitaker was Absent.

MOTION By Eavenson second by Koberna to approve the City Council Minutes from June 16, 2020.ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to approve the request from John Moad Athletic Director for the September 5, 2020 Granite City Cross Country Invitational at 10:00 A.M. under the supervision of the Police and Public Works Department. ALL VOTED YES. Motion Carried.

Lorena Gorp addressed the Council about her concerns about a LED sign at Hope Lutheran Church.

Ron Deedrick Local Government Affairs Director Illinois REALTORS® addressed the Council about concerns being made to the 5.142.050 Municipal Code.

MOTION By McDowell, second by Mathes to place on file the Monthly Report for Building & Zoning for May 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to approve the Plan Commission Minutes from June 25, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Jackstadt approve the Graphic Review Board Minutes from June 25, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Eavenson to concur with the Graphic Review Board and approve the petition for a nonconforming Pole Sign for Popeye's Restaurant at 3304 Nameoki Rd. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Mathes send back to Graphic Review Board for further review the request for the LED Message Board sign at Hope Lutheran Church. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Pickerell to approve a Resolution for the Demo or Repair of a dangerous and unsafe building at 2025 Dewey Ave.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna.

MOTION By McDowell, second by Williams to approve a Resolution for the Demo or Repair of a dangerous and unsafe building at 2315 Illinois Ave.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna.

MOTION BY McDowell, second by Koberna to Suspend the Rule and Place on Final Passage an Ordinance amending Ordinance No. 8211, licensing and regulating the number of Tattoo and Body Piercing establishments in the City of Granite City,

MOTION By Pickerell, second by Koberna to reward the Cargill Road Bin to Stutz Excavating in the amount of $85,685.05

MOTION By Pickerell, second by Williams to approve the Memo/Juneau/Steve Osborn 2019 FEMA Sewer Repairs Sites: 4,14,15,19,32,34,40,41,43,45,49,50,55,56,57,62 and 63. Bids were awarded to:

1. Baxmeyer Construction in the amount of $819,701.57 for numbers 4,14,15,19,32,34,38,40,41,49,55,56,57, and 62 

2. Kamadulski Excavating in the amount of $212,022.00 for numbers 43, 45, 50, and 63.

MOTION By Mathes, second by Jackstadt to approve the hiring of Candidate Darion Pollion at the same time as Candidates Saucier and Zambito.

MOTION By Schmidtke, second By Koberna to place on file the Fire Department Report and the EMS Report for June 2020. ALL VOTED YES. Motion Carried.

MOTION By William, second by Pickerell to approve the Engineering Agreement with Juneau & Associates and the list of Projects for the Wastewater Plant of an estimate of $1,460,000.00

MOTION By Eavenson, second by Mathes to place on file the Risk Management Committee Meeting Minutes for June 16, 2020 and the Closed Risk Management Committee Meeting Minutes stay Closed for Six Months. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Mathes to suspend the Rule and Place on Final Passage an Ordinance to renew Commercial Automobile Physical Damage Insurance Coverage.
