Mayor Eckert called this meeting to order.

City Clerk Meyer called roll. PUBLIC PARTICIPATION

Andrew Eichols He read today in the Belleville News-Democrat that Shalondria Simpson from Texas is opening a cultivation facility on Route 15. He was curious on how many questions will be brought forward and if it will be public.

Mayor Eckert advised Council will ask questions/discussion. This has been vetted with the Zoning Board ofAppeals.

Shalondria Simpson She stated she is a pharmacist and has been since 2008. She has a Doctorate Degree in Pharmacy from Texas Southern University. She owns her own business. She is wanting to bring businesses, positiveness with no negativity to the City of Belleville. She understands there are j people against cannabis and medical marijuana; however, they are trying to make it as City friendly as possible.

She owns her own pharmacy with government contracts with the Department of Labor. She does bedside delivery. She also has her own CBD product line. She has experience in medical marijuana industry, and they are trying to partner with the City. She has partnered with cannabis consultants who have years of experience which includes buildouts and design.

The construction has already laid out a plan which will allow to hire local construction workers as well as local people for employment. Her partner Michael Hume grew up in E. St. Louis, he has been in the area for approximately four( 4) years and is familiar with the area and community involvement.

Christine Kibble She is a project manager with Volkert Engineering and is present for Ameren regarding I 1- B( 5).

PRESENTATIONS, RECOGNITIONS& APPOINTMENTS

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve the re- appointment of Ken Keeney of Pyramid Electric to serve a 2-year term on the Building Code Board of Appeals.

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to approve claims and disbursements in the amount of $1,080,064.84 and July 2, 2020 payroll in the amount of 783,922.99 and July 17, 2020 payroll in the amount of 789,312. 17.

ZONING BOARD OF APPEALS

Alderman Wigginton made a motion seconded by Alderman Kinsella to approve 26— JUN20 — Shalondria Simpson: A request for a Special Use Permit to operate an adult-use cannabis craft grower organization at 8955, 8956, 8973, 8974, 8991, and 8992 Bevo Court( parcel numbers 07- 10.0-202-001, 07-10.0-202-002, 07-10.0-202-003, 07-10.0-202-004, 07-10.0-202-005, and 07- 10.0-202-006) located in a " D-1" Light Industry District. (Applicable sections of the Zoning Code: 162.308, 162.515) Ward 8 Zoning Board recommended Approval, in the name of the Applicant only, by a majority vote of 4 - 2.

Discussion.

Alderman Wigginton asked how long is the process to approve the application and if the two co- owners will be moving to the area and be hands on owners?

Alderman Wigginton advised this will be a warehouse that will be hard to see from Route 15, will be well lit, 24-hour security.

Alderman Wigginton requested the only thing on the building is the address, no name.

Alderman Wigginton stated the Ordinance and Legal Committee designated eight ( 8) areas for this type of business. This is one of the areas. The City will receive licensing fees, 3% of the gross.

Shalondria Simpson advised that due to COVID- 19 the application process has been pushed back and she hopes to know ifthey won the application at the end ofAugust. Four owners ofthe team will be located here permanently and will be hands on in the business. i There will not be a neon sign, they will not be selling to the public. She will need to refer to the regulations regarding the signage.

Alderman Wigginton advised the State of Illinois vets this type of business not the City of Belleville or St. Clair County. If the State of Illinois does not approve where does this go; Mayor Eckert asked if the closing on the property is contingent on the approval; Shalondria Simpson stated yes.

Alderman Ovian asked if they are licensed to sell nationwide or just the State of Illinois; Shalondria Simpson advised just within the State of Illinois.

Alderman Ovian asked who this will be sold to; Shalondria Simpson advised there is a shortage ofcannabis in the State so she will be selling to surrounding dispensaries.

Alderman Elmore asked Director of Residential and Commercial Development Services, Annissa McCaskill to explain the questions/votes of the Zoning Board of Appeals; Director of Residential and Commercial Development Services, Annissa McCaskill, advised there was no rationale to the two no votes; there were questions regarding the entrance to the City. Dr. Simpson is going for a warehouse instead of a greenhouse. There was a neighbor that spoke at the July 6, 2020 Council meeting and his attorney was on the phone.

Alderman Randle asked from an economic standpoint what is the economic benefit to the City. Alderman Wigginton stated the City will receive 3% from the gross. What mechanism provides for this; City Attorney Hoerner stated the 3% comes from retail sales at a dispensary, not from wholesale. With wholesale, 8% goes to local government, the City gets a per capita portion of the State Cannabis Cultivation which is 7%. This is dedicated to crime prevention training, etc.

Director of Residential and Commercial Development Services, Annissa McCaskill, advised this requires an annual business license which costs$ 5, 000 annually, for each facility.

Alderman Wigginton made a motion seconded by Alderman Rothweiler to approve the following motions:Motion to approve 17th Street Easement Expansion Request by Ameren Illinois in the amount of$ 2, 075. 00.

Motion to approve option for Piper Hills Easement 1 and option for Easement 2, request by Ameren Illinois in the amount of$ 1, 000.00 per option.

Motion to approve a Streetscape Construction Supplemental Services Agreement with Gonzalez Companies, LLC in the amount of$50,550.00.

Motion to approve a contract with St. Clair County Trustee Payment Account to purchase the property at 604 South 29" Street ( Parcel No. 08-20-0-100-001) in the amount of 795. 00.

Motion to approve eight (8) Downtown Easements ( Parcel No. 08-22.0-333-002, Parcel No. 08-22.0-333- 019, Parcel No. 08-22.0-333-038, Parcel No.08-22.0-338-027, Parcel No. 08-22.0-338-028, Parcel No. 08-22.0-338-030,Parcel No. 08-22.0-338-042, Parcel No. 08-22.0- 338-052), requested by Ameren for improvements to the Southeast Quadrant of the Square.

Motion to approve a Preliminary Engineering Services Agreement with Kaskaskia Engineering Group, LLC for Forest Avenue — Monroe to McKinley in the amount of 56,384. 00.
