City of Lebanon City Council met July 13.

Here is the minutes provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting Was called to order at 7:00 p.m.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – present.

No minutes were presented for approval as the Clerk did not receive the posting information from those in charge.

Streets/Alleys – MEET August 3, 2020 at 7:00 p.m.

1. Aldermen Fero/Gale MOTIONED to approve the ordinance presented ESTABLISHING THE CURRENT COMPENSATION OF THE CITY COLLECTOR; ESTABLISHING THAT THE PERSON WHO HOLDS THE ELECTIVE OFFICE OF CITY CLERK AND THE APPOINTIVE OFFICE OF CITY COLLECTOR SHALL RECEIVE THE COMPENSATION PROVIDED BY THE CITY OF LEBANON FOR EACH OF THESE OFFICES; AND DEFINING THE RELATIONSHIP BETWEEN THE ELECTIVE OFFICE OF CITY CLERK, THE APPOINTIVE OFFICE OF CITY COLLECTOR, AND THE CITY OF LEBANON PERSONNEL MANUAL. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – Yeas

Dept. Heads –

Chief – Federal Forfiture Monies of $2,386.00 to pay off the camera contract.

New cameras will be purchased from the Special Police Fund at $4,453.00, 1716.00 from the Federal Forfiture Fund and 1716.00 from the Mayor.

Water/Sewer – Discussion on a procedure for the “red tag turn-offs” because of the COVID-19.

It was decided to install the penalties would take place

Mayor – 

1. The mayor presented some ideas of using the monies received for “Rebuild Illinois”. Aldermen Fero/Witty MOTIONED to use the “Rebuild Illinois” monies as the city’s portion of a current obtained CMAQ grant dealing with the south intersection of Hwy 4 and Hwy 50. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – Yeas

Unfinished Business –

1. No update on Phase 

2, still scheduled for 2020. 2. The Census is at 62.2% of citizens reporting. Doesn’t include nursing or group homes. 

3. Presented for approval a resolution APPROVING COMMUNITY FACILITIES GRANT AGREEMENT BETWEEN THE CITY OF LEBANON AND THE RURAL HOUSING SERVICE OF THE UNITED STATES DEPARTMENT OF AGRICULTURE FOR FEDERAL GANT ASSITANCE IN PURCHASNG A 2020 CHEVROLET TAHOE PATROL VEHICLE. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – Yeas

MOTION passed 8-0 4. 

4. The bid for the removal of trees show 5 trees and 6 stumps at a cost of $7,475.00. 

5. Brick street and sidewalk grants are still in a moving forward gathering info and preparing letters but monies aren’t available at this time. 

6. Aldermen Wright asked about an update on the street agreement with the Mexican restaurant owner. There was nothing to report.

New Business –

1. There was a discussion concerning the collection/distribution of items at intersections in our city. It was decided to discontinue any collections taking place at this time.

With no further business to be conducted, Aldermen Wright/Johnson moved to adjourn the meeting at 8:37 p.m. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Witty, Wright and Zurliene – yeas.
