Belleville Parks and Recreation Department Board of Trustees met Aug. 12.

The Regular meeting of the Board of Trustees for the Belleville Parks and Recreation Department was called to order at 6:30 p.m. by Ms. Marge Belt.
Roll Call Board Members (Alphabetical Order) Ms. Marge Belt, Mr. Mike Heisler, Mrs. Teresa Hessel, Mr. Scott Lanxon, Mr. Tom Myatt.
Roll Call Staff Members (Alphabetical Order) Mr. Jason Poole, Mr. Craig Maue, Mr. Pat Minogue.
Weather Alert/Disaster Building Instructions
Ms. Belt asked if everyone in attendance was aware of the weather preparedness plan in place. Ms. Belt explained the storm instructions.
Previous Minutes
Ms. Belt asked if there were any additions or corrections to the minutes for the March 11, 2020 (Regular & Executive Session), April 8, 2020, May 13, 2020, June 10, 2020 and July 8, 2020 meetings. Mrs. Hessel made a motion that the minutes for all be placed on file, the motion was seconded by Mr. Myatt. All members voted aye. Motion carried.
Introduction of Guests and Public Participation
None.
Correspondence
Mr. Poole informed the board members he was contacted by Mr. Jake Buettner in regard to an Eagle Scout project. Mr. Poole stated he received a letter from Mr. Buettner thanking the project. Mr. Poole stated the project was a flag collection box installed at Firehouse #4 and it was a great project that received a lot of coverage by news media and he had collected over 150 flags.
Claims
Mrs. Hessel made a motion that the claims for the month of March 2020, April 2020, May 2020, June 2020 and July 2020 be paid, the motion was seconded by Mr. Myatt. A roll call vote was taken with all members voting aye. Motion carried.
Summary of Fund Balances
Mrs. Hessel made a motion to have the finance reports for the month of March 2020, April 2020, May 2020, June 2020 and July 2020 be placed on file, the motion was seconded by Mr. Myatt. All members voted aye. Motion carried.

Recreation Supervisor
None.
Superintendent of Recreation
Mr. Minogue introduced himself to the new board members. Mr. Minogue provided the board members with guidelines provided by IDPH and the Department of Public Health and explained each risk category regarding sports. Mr. Minogue informed the board members that all team sports were cancelled or postponed. Mr. Minogue informed the board members that all programming at the Nichols Center was also cancelled and has been closed. Mr. Minogue informed the board members that Camp Quackers as well as the Tour de Belleville were also cancelled. Mr. Minogue stated there were approximately 125 commemorative shirts sold for the Tour de Belleville. Mr. Minogue stated there were some individual sports that have been able to continue with restriction guidelines such as Zumba, Golf lessons, and Tennis lessons. Mr. Minogue stated we are only renting pavilions in Bicentennial Park and Laderman Park on Saturdays and Sundays only. Mr. Minogue stated the decision was made recently that fall softball will not be offered. Mr. Minogue stated research is going on now to possibly have the Gingerbread Run but virtual. Discussion was held on future programming.
Director of Public Works Report
Mr. Poole provided the board members with spreadsheets showing the amount of refunds that were given for payments that had been made before the COVID-19 shutdown. Mr. Poole stated there were approximately $72,500.00 in refunds provided for cancelled events and programs. Discussion was held on revenues and staff furloughs. Mr. Poole informed the board members that Mrs. Younger is still furloughed and will be reevaluated with the Mayor after Labor Day regarding the Nichols Community Center reopening.
Mr. Poole informed the board members information regarding the application for grant funding for the splash pad has been received from the State of Illinois. Discussion was held on the proposed splash pad.
Mr. Poole provided the board members with brochures for the Tree & Bench Memorial Program. Mr. Poole informed the board members the current cost for the tree memorial is currently $325.00. Mr. Poole stated the cost of the tree and granite plaque has increased and he recommends fees should be adjusted. Discussion was held on the cost of the tree memorial program. Mrs. Hessel made a motion to increase the tree memorial to $500.00, seconded by Mr. Heisler. All members voted aye. Motion carried.
Additional New Business
Mr. Maue informed the board members that on Thursday, August 6, 2020 an individual set fire to the rubber mulch at Southside Park. Mr. Maue stated the fire damaged the west side of the playground including swing set frame, swings and approximately 1000 square foot of mulch and mulch edging. Mr. Maue provided the board members with copies of the quote for playground replacement in the amount of $7,262.70. Discussion was held on the damage at Southside Park and replacement cost as well as other items damaged.
Mrs. Hessel informed the board that the Gingerbread Committee will be holding the Gingerbread Creation Contest this year. Mrs. Hessel stated there will be modifications and sponsorship money will not be solicited this year and the preview party will not be held. Mrs. Hessel requested that the parks
ding letters to the past entrants once they are completed. Mr. Minogue stated the department will assist in any way possible. Discussion was held regarding the gingerbread contest.
