City of Belleville Historic Preservation Commission met July 21.

Here is the minutes provided by the commission:

Meeting held by teleconference due to social distancing and Covid-19 pandemic. Mr. Keith Owens taking minutes

Attendance: 

Molly Mckenzie, Chairperson 

Ashley Pollock, Vice Chairperson 

Linda Weisenstein, Member 

Nichole Hettenhausen, Member 

Jack LeChien, Member

Guests: 

Josh Grazel, Contractor for 24 North Pennsylvania DRR request; 

Ben and Susan McDonald, 17 North Pennsylvania

Call to order: 7:00pm

Joel Glasscock presented emergency procedures

Public Participation: A call for public participation was given, but no one responded.

Design Review Request 

24 North Pennsylvania: Josh Grazel, Contractor 

Detached garage needs new roof. Repair roof if needed and asphalt shingles

Mr. LeChien - Motion made: “That the repairs and replacement of the garage roof at 24 North Pensylvania be completed as presented on the DRR be approved. ; 

Ms. Weisensten - Second 

Motion carries - Unanimously

17 North Pennsylvania: Ben and Susan McDonald - owners 

House and detached garage needs new roof. Repair roof if needed and asphalt shingles. Roof vents (aka “Turtles”) will be placed on the back side of the house so they are not seen from the street. The McGalla's stated that there are turtles already on the roof, and they are on the back side of the house and will be replaced.

Mr. LeChien - Motion made: "That the repairs and replacement of the house and detached garage roof at 17 North Pensylvania be completed as presented on the DRR be approved.; 

Ms. Hettenhausen - Second 

Motion carries - Unanimously

Chairperson Report: Ms. Mckenzie reported that

1. Mr. Tony Toenjes had to resign because it was found that he lived outside of Belleville city limits. 

2. Old Belleville Historic Luminary Walk is not considered a City event specifically, but will look into further if the Belleville Historic Preservation Commission can sponsor the event and showcase the museums and neighbor on the second weekend in December. Mr. Owens will send an email to Mr. Glasscock further details. 

3. Mr. Gaa has agreed to take on the updating of the DRR Manual. Mr. LeChien and Ms. Pollock let Mr. Gaa that they were there if he needed any assistance.

Secretary Report: No minutes to review, June 2020's minutes will be presented at the August 2020 meeting

Treasurer's Report: Mr. Owens presented to the Commission that there is $3,144.22 in the savings account, with an additional $2,000 from the city budget. Ms. Pollock motioned to accept, Mrs. Weisenstein second, motion carried.

New/Old Business

1. Historic Neighborhood Street Banners

a. Mr. Owens presented his idea of banners that are to go on utility poles around historical districts.

1) Same design but different color scheme for all 3 districts 

2) Note indicated on the bottom of the banners states "Historic District protected by the Belleville Historic Preservation Commission. 

3) A map has been created on which utility poles banners will be placed, and direction the banners need to face. 

4) The corbel that was use in the design doesn't work very well. The Belleville Historical Society has photos of the german window and door cravings that are present throughout Belleville. See if we can incorporate them into a banner instead. 

b. Ms. Pollock asked Lennon Miller to come up with some ideas. Mr. Miller has created banners throughout town.

c. Commission is putting this subject on hold so we can see and discuss this issue further when we are in regular meetings. Very hard to discuss over the phone.

Miscellaneous Discussion 

New Secretary? Ms. McKenzie stated that elections for new officers will take place during the August 2020 meeting

Question about East Main house with green roof not completed by DRR standards and part of the new roof is falling off. Owner lives in Connecticut and the property maintenance contractor is local. Mr. Glasscock has been trying to contact owner about this issue, but to no avail.
