City of Granite City City Council met Sept. 15.

Here is the minutes provided by the council:

Mayor Ed Hagnauer called the City Council Meeting to order at 7:03p.m.

ATTENDANCE ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Deputy Clerk Gracey, and Mayor Hagnauer were Present. Clerk Whitaker was Absent.

MOTION By Eavenson, second by Koberna to place on file the City Council Minutes from September 1, 2020, ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to allow Peggy Dresden to Address the Council for Three Minutes. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Koberna to allow Stephanie Sheley to Address the Council for Three Minutes. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Jackstadt to allow Alison Drieth to Address the Council for Three Minutes. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Jackstadt to Place on File the Board of Appeal Minutes from September 3, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell, second by Elliott to not concur with the Board of Appeals and allow a variance for a 4-foot wrought iron fence along the property line at 1602 21st Street, Hope Clinic for Woman.

ROLL CALL: McDowell, Jackstadt, Williams, Mathes, and Davis VOTED YES. Schmidtke, Pickerell, Elliott, Eavenson, Koberna VOTED NO. Mayor Hagnauer VOTED NO. Motion Failed.

MOTION By McDowell, second by Elliott to Place on File the Plan Commission Minutes from September 3, 2020. ALL VOTED YES. Motion Carried.

MOTION By McDowell second by Elliott to refer back to Committee (the Petition #1-old KMart and Petition #2-Park Town West Mobil Home Park). ALL VOTED YES. Motion Carried.

MOTION By Koberna, second by Eavenson to place on file the September Legal & Legislative Committee Meeting Minutes. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to place on file the 2019 MFT Maintenance Expenditure Statement section 19-00000-00-GM in the amount of $624,405.026.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Pickerell, second by Koberna to place on file the Cloverview Storm Drainage Improvements Bid Opening (Boyle Avenue and Spalding Avenue).

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Elliott to place on file the ORI Report. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Pickerell to place on file the Fire Department and Ems Report for August 2020. ALL VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Eavenson to place on file the Letter from John Miller requesting the hiring of the next Candidate from the eligibility list.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Eavenson, second by Pickerell to place on file the Risk Management Committee Meeting Minutes from September 1, 2020 and the Closed Session Risk Management Committee Meeting Minutes stay Closed for Six Months. ALL VOTED YES. Motion Carried.

MOTION By Elliott, second by McDowell to Suspend the Rule and Place on Final Passage an Ordinance to authorize a request for proposals from Environmental Consultants regarding the Route 3 Corridor Industrial Park TIF District.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Elliott to Suspend the Rule and Place on Final Passage an Ordinance to Amend Chapter 13.16 of the Granite City Municipal Code, concerning Wastewater Treatment Rates.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

FINAL PASSAGE: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Mathes to Suspend the Rule and Place on Final Passage an Ordinance to authorize negotiation of an agreement with the Illinois Environmental Protection Agency Concerning Wastewater loans.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. All VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Eavenson to approve on file the Memorandum of understanding Wastewater Collection System.

MOTION By Jackstadt, second by Mathes to place on file the Treasures Report for August 2020.

ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, and Koberna. All VOTED YES. Motion Carried.

MOTION By Jackstadt, second by Elliott to approve the Payroll from 9/1/2020-9/15/2020 in the amount of $763,738.73

MOTION By Jackstadt, second by Davis to place on file the Finance Committee Meeting Minutes from September 1, 2020. All VOTED YES. Motion Carried.

MOTION By Schmidtke, second by Pickerell to adjourn the City Council Meeting at 7:30 p.m. ALL VOTED YES. Motion Carried.
