City of Lebanon City Council met Sept. 14.

Here is the minutes provided by the council:

The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:00 p.m. by the City Clerk taking roll call.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – present

The first order of business was to elect a Mayor Pro Tem in the absence of Mayor Rich Wilken.

Aldermen Fero/Witty MOTIONED to approve Alderman Rick Gale to be Mayor Pro Tem.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 Yeas

RECOMMENDATION passed 8-0

No minutes were presented for approval.

COMMITTEE REPORTS:

Streets/Alleys – MEET October 5, 2020 at 7:00 p.m.

Finance – MEET September 21, 2020 at 7:00 p.m.

1. Committee Recommended that the city opt out of the Employee Tax Deferral Program Offered in Executive Notice 2020-65.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 Yeas

RECOMMENDATION passed 8-0

Ordinance – MEET October 5, 2020 at 7:00 p.m.

Water/Sewer – MEET September 21, 2020 at 7:00 p.m.

Cemetery – MEET October 5, 2020 at 7:00 p.m.

1. General statement by alderman Wright that there needs to be work accomplished on tree removal in the cemetery.

Health/Safety – MEET September 21, 2020 at 7:00 p.m.

1. COVID-19 numbers are: 62254: Tested 1866

62254: Cases: 235 Deaths: 0

LCC: Cases: 60 Deaths: 12

Cedar Ridge: Cases: 80 Deaths: 16

Cedars Housing: Cases: 2 Deaths: 0

McKendree: Cases: 82 Deaths: 0

2. McKendree University will have testing on 9/11/2020 from 8:00 a.m. to 4:00 p.m.

Public Property – MEET October 5, 2020 at 7:00 p.m.

Personnel – MEET September 21, 2020 at 7:00 p.m.

1. Committee RECOMMENDED the approval to hire Robert Temple as the custodian for the City Hall and Police Deptafter passing a background check and drug test.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 Yeas

RECOMMENDATION passed 8-0

Clerk –

1. No action was taken on the credit card company selection. This was returned to committee for more discussion. The City Clerk will send the information, resolution and the draft of the Ordinance to the committee.

Treasurer –

1. Treasurer requested that everyone study their line item expenditures and try to kept amounts around the percentage schedule.

Mayor Pro Tem –

1. Aldermen Fero/Jenkins MOTIONED to approve the mayor’s recommendation to reappoint Don Mueller to the Summerfield Lebanon Mascoutah Water Board.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – 8 Yeas

MOTION passed 8-0

Dept. Heads –

Chief –Alderman Wright thanked the chief for being pro-active with the removal of chairs from sidewalks after closing. Everyone said the noise level is way down after hours.

Streets/Alleys – no report

Water/Sewer – no report

Building/Code Enforcement – no report

Accountant – Inquired if our Zoom Host was still on payroll. After a discussion it was decided to carry him a few weeks more.

Audience –

Unfinished Business –

1. No update on the Phase 2 for this year.

New Business –

1. Alderman Wright was approached concerning the safety at Horner Park and if the city police could help. Since the park is not annexing into the city then we can’t use city tax payer’s money to provide services. That ruling would also apply to helping on sidewalk construction unless we had a reciprocating agreement with O’Fallon township.

Adjournment –

With no further business to be conducted, Aldermen Fero/Wright moved to adjourn the meeting at 8:06 p.m. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty, Wright and Zurliene – yeas.
