City of Belleville Finance Committee met Sept. 14.

Chairman Kinsella called the meeting to order at 7:02 pm.

Alderman Pusa was excused.

Chairman Kinsella opened public participation.

Michael Hagberg stated that he wants TIF money to be used for more work to be done on Centreville Avenue rather than given to McCullough’s Flooring. He stated that they already received TIF funding, and he believes the property is not blighted.

There was no other public participation. Public participation was closed.

Alderman Kinsella asked for a motion to approve the minutes from the June 8, 2020 meeting.

Motion

Alderman Ferguson made a motion to approve the minutes from June 8, 2020. Alderman Schaefer seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Weygandt, Barfield and Kinsella all voted yes. Mayor Eckert also voted yes. The motion passed.

Development Agreement with McCullough’s Flooring

Eric Schauster explained that this project is for the remodeling and expansion of their existing facility at 4400 North Belt West. They are agreeing to invest at least $550,000 to complete the project, retain 37 FTE jobs, create 2 additional FTE jobs within first year of operation, and an additional 4 FTE jobs within second year. They are also committing to annual sales subject to sales tax of no less than $3.5 million. The City will reimburse them $90,000 for eligible costs over the next two years from TIF #3. They did have a previous agreement with the City, but the loan involved in that agreement has been paid back in full earlier than scheduled. Discussion followed.

Motion

Alderman Schaefer made a motion to approve a development agreement with McCullough’s Flooring. Alderman Ferguson seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Weygandt, Barfield and Kinsella all voted yes. Mayor Eckert also voted yes. The motion passed.

Alderman Schaefer made a motion to receive and file the revenue sources. Alderman Rothweiler seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Weygandt, Barfield and Kinsella all voted yes. Mayor Eckert also voted yes. The motion passed.

Motion to Adjourn

Alderman Rothweiler made a motion to adjourn at 7:16 pm. Alderman Ferguson seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Weygandt, Barfield and Kinsella all voted yes. Mayor Eckert also voted yes. The motion passed.
