City of Alton Appearance Review Commission met Aug. 5.

A meeting of the Appearance Review Commission was held on Wednesday, August 5, 2020. Margaret Hopkins called the meeting to order at 7:58 a.m.
Barb Gearing made a motion to approve the minutes from last meeting. Nick Moehn seconded the motion. The motion passed unanimously.
APPLICATIONS:
John Dunphy presented the sign application for 16 E Broadway (Second Reading Book Shop). He is replacing the rotting and termite damaged wood on the front of his building. The existing wood will be replaced with treated wood. He is also going to change the color of paint on the door but will come before the commission again once the color is decided.
Damien Jones made the motion to approve the application. Barb Gearing seconded the motion. Motion passed unanimously.
Rob Lenhardt presented the application for 315 & 331 Belle St (Mac’s Timeout). They are putting a Biergarten sign on the side of the building. The style will match the sign on the front of the building. The sign will have lights that flash and change colors. There was a short discussion about whether flashing and chasing lights have been approved by Alton City ordinances.
Nick Moehn made the motion to approve the application. Damien seconded the motion. Motion approved unanimously.
The second part of the application is for putting in glass doors on the side of the building for a future convenience store on the corner of Belle and W 4th Street. The doors will go between the existing windows at the end of the Belle Street side of the building.
Barb Gearing made the motion to approve the application. Nick Mohen seconded the motion. Motion passed unanimously.
OTHER BUSINESS:
There was a discussion about Alton’s sign ordinance and about the commission’s opinion on signs with flashing and chasing lights.
There was also a discussion about work going on without approval of the Appearance Review Commission and about having higher standards for the requirements of future applications.
There being no further discussion or comment from the public, the meeting was adjourned at 9:15 a.m.
