Alderman Elmore
He advised he has played in, volunteered and have been on the payroll for the Parks and Recreation Department. It' s where he learned to be a high school baseball umpire.
When COVID hit this was the first department he thought of. Canceling Tour de Belleville was heart wrenching. He did not know how they would maintain their mantra of how they believe we work so you can play. Through well thought out changes they have survived. He hopes they continue to have the best Parks and Recreation in Southern Illinois.
He personally received requests for 2020 Tour de Belleville t- shirts, he brought forth the idea and they sold 229 t- shirts. They did the Boo Buckets program to traditionally trick-or-treat like they have for years. The staff thought they would sell a hand full and they sold 566 Boo Buckets.
Our City' s beloved gingerbread houses will survive COVID- 19. The dog park memberships are continuing to be sold and used promoting social distancing.
His message tonight is to thank the Parks and Recreation Department.

Discussion.
Director of Residential and Commercial Development Services, Annissa McCaskill, advised there has been discussion regarding parking, apartment over a restaurant use. The Radley' s are aware if the apartment is in use it will be subject to crime free housing, meet all building and fire code requirements. There are currently 25 parking spaces on the lot and there will be a maximum of five( 5) employees on the first level. Parking for the apartment is 1. 5 spaces per unit and with two units will result in two ( 2) parking spaces and seventeen ( 17) spaces for the food and carryout. In addition, the Radley' s are not targeting the type of uses that are across the street from them. They are not selling gas, tobacco or liquor. They would like to have a delivery base service that if someone calls in for delivery of food or any additional items.
Director of Residential and Commercial Development Services, Annissa McCaskill, stated regarding the convenience store use Alderman Wigginton had conditions to be added to the ordinance; Alderman Wigginton stated the following conditions should be added in the Ordinance. ( 1) delivery service. not a convenience store.
Director of Residential and Commercial Development Services, Annissa McCaskill, advised Assistant City Attorney Flynn provided the following language: establishment of a convenience store at 9700 West Main with the stipulation that said use be delivery of goods and services and there will be no walk- up store sales.
Alderman Hazel asked if the words " carry out" will be stricken from the Ordinance. Director of Residential and Commercial Development Services, Annissa McCaskill, advised they can have carry out for food since they will have a food business; however, the issue was the convenience store and having walk up service for the convenience store and the Radley' s agreed the majority of their business and what they are focusing on would be delivery of items that people would be typically purchasing from the convenience store.
Alderwoman Duco asked if they are selling liquor; Mayor Eckert advised no liquor will be sold.

Discussion.
Alderman Kinsella
Alderman Kinsella stated the City has a$ 300, 000 grant that is going pay for the majority and the rest will be paid for by Parks and Recreation. Parks and Recreation has been accumulating money for this situation that is not in the general fund that pays salaries. We must take advantage of the $ 300,000; if we do not take advantage of the $300,000 it will go away.
Alderman Elmore
Alderman Elmore with due respect to the Parks and Recreation Board he is not in good conscience ready for us to install a splashpad regardless of partial funding from the State of Illinois. Reasons are as follows:
The Body that states they will refund us up to $ 300, 000, he has seen projects for municipal improvements canceled when it comes time to write the check. The State of Illinois is in such flux any promise from them is concerning. The$ 300,000 does not complete this project.
There will be money coming out of the Parks and Recreation savings that can only be used for Parks and Recreation.
We have outdated playground equipment, we have parks with overgrown vegetation, some lack picnic tables, benches, restrooms. The reason for some of that is years of abuse and lack of monitoring.
How does a splashpad have use control? Free of charge for anyone to come in and use shooting clean chemical water. Our grass cutting expenses are higher because we are understaffed. He is not referencing COVID- 19 furloughs and layoffs he is speaking of the hiring freeze that Council implemented years prior to COVID situation. There will be an additional unfunded expense and those funds do come out of the budget. He worked on the dog park and Tour de Belleville and his personal fust rule of thumb was it would not cost the City any money.
Tonight' s recommendation from our esteemed Parks Board is to seek a bid from a qualified contractor. This recommendation does not cost anything. The Parks Board is doing their job flawlessly. They want to add a feature to one of our parks. a feature he would love. He asks the Board to look at other things i. e. improvements, updating the current parks.
We need to look for features that will protect our City finances. We must not follow up furloughs and layoffs with a splashpad to be used nine ( 9) or ten ( 10) weeks a yew. He is truly sorry to min on anyone' s parade, but this is a mistake.
Alderman Wigginton
Alderman Wigginton stated this will make people happy or mad. He was not opposed when the Belleville swimming pool closed. From a business point of view this is not a good idea, this is a short usage feature, liability for insurance, maintenance. The grant is wonderful; however, he is concerned where this will go down the road.
Alderwoman Stiehl
Alderwoman Stiehl stated she is concerned from an insurance standpoint. This will not be monitored 24/7.
Alderman Randle
Alderman Randle stated his concerns are the ongoing costs of the project itself. What has the City determined for the cost of the project and more importantly where the money comes from.
Do we have any information from Alton, Illinois regarding costs associated with their pad?
Director of Public Works, Jason Poole advised Alton is still under construction. It is hard to come up with costs until the design is completed. What you are voting on tonight is entering into a contract to come up with a design. The grant is for $ 300,000. we can do a $ 300,000 splashpad or add money to it. Mayor Eckert stated there is money in the recreation budget for projects like this. There has been criticism because the City closed the 37-year-old swimming pool. The splashpad will offer a summertime for parents and children.
Alderman Wigginton
If the Council votes no tonight will the motion go dead, and the City loses the grant; Mayor Eckert advised this is correct. If the council votes does the City automatically get the money and what if down the road it' s decided it doesn't work; Mayor Eckert state the City will be responsible for the design build portion and will have to return the money ifit' s not built.
Alderman Kinsella
Alderman Kinsella advised some are concerned about insurance. This is no different than when we had a swimming pool. There will be a fence around it. There will be set hours. He hears no complaints from constituents about tables missing in parks, he does hear a town like Belleville should have a swimming pool or at least a splashpad. This is coming from seniors that would like it for their grandchildren.
Alderman Elmore
Alderman Elmore stated he receives a lot of complaint for a lack of picnic tables; however, he also has received reasons why we don' t have enough picnic tables. A splashpad is a fabulous idea if you have a swimming pool.
Alderman Weygandt
Alderman Weygandt asked the cost of the design; Director of Public Works, Jason Poole, stated it will be incorporated in the bid. Alderman Weygandt asked if this is for residents only;
Director of Public Works, Jason Poole, stated it will be open to the public. Alderman Weygandt requested to get the designed finished first and vote at a later date.
Alderman Ferguson
Alderman Ferguson asked if we know the staffing the splashpad will require; Director of Public Works, Jason Poole, stated a fence will be required, the hours will be 6:00 a. m. — 10: 00 p.m.
Most splashpads are used during daylight hours. Some community splashpads are not staffed, some communities regulate/charge to use the facility.

Alderman Weygandt made a motion seconded by Alderman Rothweiler to table for two weeks the contract with Water Odyssey for design and build services for municipal splashpad at
Bicentennial Park with build contract at later date.

Alderman Wigginton asked if there is a deadline on the grant; Mayor Eckert advised no.
Eric Schauster stated he has been contacted by DCEO for an update. The design is part of the contract. If the City spends to do the design and then tum it down the City would be out of pocket for the design.
Alderman Elmore asked if they come back with x,y,z and the City is not comfortable with does the City have to pay it anyway; Eric Schauster advised this is an all in project i.e. $ 300,000 design/ build; Alderman Elmore asked how much is the design; the design build is one fee.
Director of Public Works, Jason Poole, stated it is approximately 8%.
Alderwoman Schaefer
Alderwoman Schaefer asked if the Parks Board are hearing from constituents that they want the splashpad; Director of Public Works, Jason Poole, advised there are always people inquiring.
Mayor Eckert stated one of the reasons for Bicentennial is there is a second restroom facility, a new parking lot and pavilion. There are ancillary items that would need to be built and they are already in place.
Alderman Dintelman
Alderman Dintelman stated it' s hard for him to believe that the Council does not want to move forward with this. When the pool closed, he was on the Parks Board and the Board heard many complaints and many meetings. This will be great for the City, there is Belleville Crossing for shopping, you can have a hot dog stand. Alderwoman Schaefer, Alderwoman Duco concurred.
Alderman Ferguson
Alderman Ferguson stated he is on staff at a large church with a children' s ministry and this is a wonderful thing for them. They have gone to the splashpad in Swansea and O' Fallon. We need to make ourselves marketable to young families with children.
Alderman Kinsella called for Point of Order. Alderman Elmore has a motion on the floor and Alderman Weygandt made a different motion. Alderman Weygandt must make a motion to amend Alderman Elmore' s motion. City Attorney Hoerner advised under the Rules of Council the second motion takes precedent over the motion being debated.
