City of Alton Committee of the Whole met Nov. 23.

Here is the agenda provided by the committee:

1. Call to Order.

2. Roll Call.

3. Audit of Accounts.

4. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to LogoIt for $3,749.25, and to the band members for performances in the amount of $825 pursuant to the minutes and invoices.

5. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to the band members for performances in the amount of $2,250.00, Schwartzkofp Printing in the amount of $768.50, Sign Magic in the amount of $100, Dan Leonard in the amount of $1,000, and B&B Custom Tee’s in the amount of $74.98 pursuant to the minutes and invoices.

6. Resolution, re: That the Mayor is hereby authorized and directed to execute the attached redevelopment agreement with Piasa Strategics, LLC, pursuant to the terms of the Alton Tax Increment Finance Grant Program.

7. Resolution, re: That a public hearing be scheduled to allow comments and questions concerning the proposed Transition Plan drafted by the officials of the City of Alton pursuant to Title II of the Americans with Disability Act.

8. Resolution, re: That the attached Ordinance pertaining to establishing a yield sign on Carter Street be considered.

9. Resolution, re: That the Maintenance Engineering Agreement between JMH Consulting Services, LLC and the City of Alton for engineering services pertaining to the City of Alton’s 2021 MFT Maintenance Program.

10. Resolution, re: That the Comptroller’s Office be authorized to advertise for bids pertaining to the City of Alton’s 2021 MFT Maintenance Program.

11. Resolution, re: That there is hereby appropriated the sum of one million two hundred sixty-six thousand three hundred ninety-four and 39/100 Dollars of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 01/01/21 to 12/31/21.

12. Resolution, re: That a tax levy ordinance and any tax levy abatement ordinances that may be appropriate for the fiscal year commencing on the first day of April 2020 and ending on the 31st day of March 2021 be considered in a form as recommended by the City Comptroller.

13. Resolution, re: The Illinois Department of Transportation has increased the spending limit of Motor Fuel Tax funds up to $25,000.00 for municipalities with less than 500,000 population without requiring a public bid opening and formal contract in accordance with Illinois Revised Statute 65 ILCS 5/8-9-1, and that Section 1-13-9-2(C) of the Alton City Code be revised.

14. Resolution, re: That the Mayor is hereby authorized and directed to execute on behalf of the City of Alton the attached letter from Bluff City Minerals dated October 15, 2020 extending the lease Agreement with Bluff City, Minerals LLC through December 31, 2030.

15. Bid Report and Resolution, re: Bid #2020 – 22; Demolition of 1217 Central Avenue for the Building and Zoning Department.

16. Bid Report and Resolution, re: Bid #2020 – 23; Demolition of 1918 Piasa Street, 2175 Halliburton Street, 2209 College Avenue, and 3222 Belle Street, for the Building and Zoning Department.

17. Adjourn.
