City of Troy City Council met Nov. 2.

Here is the minutes provided by the council:

A. Call to Order and Pledge of Allegiance

The meeting was held in the Council Chambers of the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m. All present were led in the Pledge of Allegiance by Alderman Nathan Henderson.

B. Roll Call in Alphabetical Order

Present: Alderman Dan Dawson, Elizabeth Hellrung, Nathan Henderson, Debbie Knoll, Bonnie Levo, Tony Manley, and Troy Turner. Absent: Sam Italiano. Other Officials Present: Mayor Allen Adomite, City Administrator Doug Partney, City Treasurer David Roady, Building & Zoning Admin. Coordinator Linda Taake, City Attorney Fred Keck (entered at 7:31 pm), City Engineer Tom Cissell, Chief of Police Brad Parsons, Public Works Director Rob Hancock, Planning Commissioner Vice Chair Chuck Lawrenz, and City Clerk Andrea Lambert.

C. Reading and Approval of Minutes

1. October 19, 2020 City Council Meeting Minutes

Motion: To Approve October 19, 2020 City Council Meeting Minutes as Presented.

Moved by Levo; Seconded by Henderson. Vote: Motion passed (summary: Aye = 7, Nay = 0). 

Aye: Dawson, Hellrung, Henderson, Knoll, Levo, Manley, and Turner. Absent: Italiano.

D. Communications, to be provided by the City Clerk

1. 2020 Census Collection Period Complete

Clerk Lambert reported that citizens can no longer respond to the 2020 Census. Troy finished with a 83.3% response rate. We expect to have our official population number by the end of the year.

E. Citizen Participation - Limited to three (3) minutes per person. - none

F. Mayor's Comments

The Mayor announced several mentions of Troy’s EV charging stations in October’s issue of Southwestern magazine. One advertisement invites Southwestern Electric members to charge their vehicle for free until June 30, 2021 at the Holiday Inn (after calling for a code). The offer is extended to those lodging in Troy for a limited time. The magazine told of 10 members that received Level 2 home charging stations in exchange for sharing their electric usage information with Southwest. He also mentioned the Troy Bob Turley mural in the ‘Where are We’ portion of the publication. Chief Parsons reported a safe Halloween with no issues other than a DUI around 6:00 pm in one neighborhood. The Police Department handed out 750 light sticks to children that evening.

CA Partney announced reimbursement of the majority of our allotment through the Local CURE Program.

I. Administrative and Community Services Committee Report

1. Planning Commission Meeting – Thursday, November 12, 2020

The Commission will continue discussions of parking and lot lighting.

3. Building and Zoning Administrative Coordinator's Report

Building and Zoning’s Linda Taake said that 23 liquor licenses have been renewed. Two are pending and cannot currently sell liquor. A potential reworking of the liquor license code for the future was discussed.

K. Law Enforcement and Emergency Services Committee Report

1. Chief of Police's Report

Chief Parsons reported on a recent vehicular hijacking. Following a burglary pursuit out of Edwardsville, a suspect crashed his car between Maryville and Troy. He hid in a duplex under construction overnight until he entered a van of a yard employee the next morning. The 22 yr. old employee jumped out of the moving van and got seriously injured. Ultimately, the 45-minute pursuit ended in St. Louis with the suspect’s arrest and charges of felony kidnapping and felony vehicular hijacking.

Another high profile case of a missing juvenile was reported. She was located in Texas with help from the FBI and Texas Police Departments. She is being brought back today after being tracked through Xbox. He will be charged by Texas as well as Illinois, following interviews with the State’s Attorney.

While restrictions are being enforced, he reported four positive COVID cases in the Department. He added that both of the new officers have started field training.

L. Public Works Committee Report

1. Authorization for the City Administrator to Execute an Engineering Agreement for Clearwell Spray Aeration System with Gonzalez Companies, LLC

This engineering agreement was reviewed by the Public Works Committee. Troy Turner stated for the record that he and PW Director Hancock were told multiple times no aeration was needed.

Motion: To Authorize the City Administrator to Execute an Engineering Agreement for Clearwell Spray Aeration System with Gonzalez Companies, LLC.

Moved by Dawson; Seconded by Henderson. Vote: Motion passed (summary: Aye = 7, Nay = 0).

2. Approval of Lowest Bid for Purchase of 6.4 Cubic Yard Hydraulic SS Spreader with Kranz Body LLC for $15,219.00 

Public Works Director Hancock addressed that this purchase is $219 over budget, but pointed out that we were $25,000 under budget on the previous truck. It is expected to be available March 2021.

Motion: To Approve the Lowest Bid for Purchase of a 6.4 Cubic Yard Hydraulic SS Spreader with Kranz Body LLC for $15,219.00.

Moved by Dawson; Seconded by Turner. Vote: Motion passed (summary: Aye = 7, Nay = 0).

3. Results of Troy O'Fallon Rd & Country Lane Turn Lane QBS Recommendation

PW Director Hancock said that Qualification Based Selection is required for federally funded projects. The Committee comprised of Mayor Adomite, CA Partney, PW Director Hancock, and Alderman Henderson individually evaluated the engineering consulting firms to arrive at a short list ranked highest to lowest. The Committee recommends to begin contract negotiation for phase 1 & 2 with Oates and Associates.

4. City Engineer Report

City Engineer Tom Cissell referred to his report attached to board docs. The ITEP application for the path extension along US 40 (S. Main St – CA Henning) was submitted Friday. He pointed out an upcoming roadway grants stating that the City will soon decide what project to submit to the STP grant. He expects to have more information the third week in November. Attention was called to an Ameren invoice of $100,000, now reduced to $58,142.78 and further review is being conducted regarding actual vs. estimated costs.

N. Ordinances and Resolutions called by the City Clerk, with Citizen Participation

1. Ordinance 2020-25 – An Ordinance of the City of Troy, Illinois Declaring Certain Vehicles and/or Equipment to be Surplus Property and Authorizing Bid of the Same

This ordinance allows Troy to declare the city-owned 2007 Chevrolet 1500 Cargo Van, 2007 Ford Ranger, and 2004 Flink Spreader LMC5H10 as surplus allowing them to go to auction.

Motion: To Adopt Ordinance 2020-25 as Presented.

Motion: Moved by Turner; Seconded by Dawson. Vote: Motion passed (summary: Aye = 7, Nay = 0). 

Aye: Dawson, Hellrung, Henderson, Knoll, Levo, Manley, and Turner. Absent: Italiano.

O. Closed Session (as needed)
