City of Troy City Council met Oct. 19.

Here is the minutes provided by the council:

A. Call to Order and Pledge of Allegiance

The meeting was held in the Community Room of the Tri-Township Library, 209 South Main Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m. All present were lead in the pledge of allegiance by Kim Evans.

B. Roll Call in Alphabetical Order

Present: Dan Dawson, Elizabeth Hellrung, Sam Italiano, Nathan Henderson, Debbie Knoll, Bonnie Levo, Tony Manley, and Troy Turner. Other Officials Present: Mayor Allen Adomite, City Administrator Doug Partney, City Treasurer David Roady, Building & Zoning Admin. Coordinator Linda Taake, City Attorney Fred Keck, City Engineer Tom Cissell, Chief of Police Brad Parsons, Lt. Wasser, Public Works Director Rob Hancock, Asst. to City Admin. Michele Colligan, Admin. Asst./Deputy Clerk Heather Klueter, and City Clerk Andrea Lambert.

C. Reading and Approval of Minutes

1. October 05, 2020 City Council Meeting Minutes

Motion: To Approve October 05, 2020 City Council Meeting Minutes as Presented.

Moved by Turner; Seconded by Italiano. Vote: Motion passed (summary: Aye = 8, Nay = 0). 

Aye: Dawson, Hellrung, Henderson, Italiano, Knoll, Levo, Manley, and Turner.

D. Communications, to be provided by the City Clerk –None

Motion: To take the agenda out of order and address Ordinance 2020-24.

Moved by Henderson; Seconded by Knoll. Vote: 

Motion passed (summary: Aye = 8, Nay = 0). 

Aye: Dawson, Hellrung, Henderson, Italiano, Knoll, Levo, Manley, and Turner.

After a show of hands of those present mainly to participate in a discussion of the waste contract with Republic Services, the motion was made directly with regard to citizen health and the COVID-19 situation. Mayor Adomite explained that those wishing to leave after the discussion will have the option to do so.

N. Ordinances and Resolutions called by the City Clerk, with Citizen Participation [taken out of order] 

1. Ordinance 2020-24 – An Ordinance of the City of Troy, Illinois Superseding Ordinance 2020-23 and Authorizing the City to Enter into a Refuse and Recyclable Material Collection Contract with Republic Services (2/3 Majority Required)

The Mayor explained that that last meeting’s ordinance with Republic Services passed, but after receiving much citizen feedback he did not sign the contract. The Council is revisiting the issue with intentions of taking action on a new subscription based agreement. The proposed subscription rate for yard waste collection will be decreased from $13.49 to $10.49 per month. Subscribers may request up to two 95 gallon carts for yard waste. A minimum three month commitment will still apply. Starting May 1, 2021, the agreement shifts administration/billing to the City of Troy on a monthly basis. (It will be billed along with water.) It will then further decrease the monthly subscription rate to $8.49/mo. Terms regarding Trash and Recycle prices will not change for the duration of the contract other than the usual 3% cost of living yearly increase. Seniors over age 62 may contact Republic Services for a senior rate. Gary Byrne - spoke in favor of the ban on burning leaves. He asked about the cost which will be the same moving forward other than the annual cost of living increase. He asked if fire pits can be used. The Mayor answered yes. Maxwell Tracy - spoke of concern for those with physical problems that may impede their ability to get leaves into the yard waste bins. He is concerned that the minority is outweighing the majority concerning the burn ban on leaves. The Mayor explained that the current method of yard waste bags pose issues when weighed down with rain. Alternatives such as a community compost pile was suggested. Additional man power would be needed in that case. Vali Jo Hansen - brought technical concerns included in the verbiage of the burn ban/supporting documentation.

Mayor Adomite is open to hearing suggested language changes. She disagrees with the installation of fines. Chief Parsons explained that all ordinances have ramifications, but Troy Police do not intend to use them. Mitch Berkemeier - inquired about alternatives for yard waste beyond the capacity (2 containers + 3 bags weekly) included when subscribed.

Marvin McLemore - of Mascoutah spoke of the issues of yard waste disposal, even if there was a City dumping site. That site would require a person to oversee that only proper material was dumped, and that only residents used it. Dennis Barnett - reported rats and raccoons inhabiting a property on Staunton Rd. The City will look further into this. Motion: To Adopt Ordinance 2020-24 as Presented.

Moved by: Henderson; Seconded by: Turner. Vote: 

Motion passed (summary: Aye = 6, Nay = 2). 

Aye: Dawson, Hellrung, Henderson, Italiano, Knoll, and Manley. 

Nay: Levo and Turner.

The meeting reconvened at 8:43 pm with Mayor Adomite’s Call to Order.

E. Citizen Participation - Limited to three (3) minutes per person.

F. Mayor's Comments

1. Metro-East Region Returns to Restore Illinois: Phase 4

The Mayor noted that both Northern and Southern Illinois entered more stringent mitigation, but that we are currently in phase 4, (lighter mitigation) for the time being.

2. Troy Citywide Garage Sale & E-cycling/Shredding/Prescription Dropoff Event - October 16-17, 2020

The Mayor reported on the success of the events coordinated by the Chamber of Commerce.

G. City Administrator and City Attorney Comments

1. City Administrator's Comments

City Administrator Partney reported that the City of Troy will be working on November 3rd, Election Day.

2. City Attorney's Comments

Attorney Fred Keck added that Illinois left the decision of an election day holiday to municipalities.

I. Administrative and Community Services Committee Report

1. Results of Planning Commission Meeting – October 08, 2020

The Commission continued discussions of parking and parking lot lighting for the Zoning Ordinance. 

2. Building and Zoning Administrative Coordinator's Report

Building & Zoning’s Linda Taake said that the deadline for liquor license renewal is Friday, October 23. She reported half being returned to date. A new application is being sought by Top Pay #2 Gaming.

J. Finance and Economic Development Committee Report

1. Bills to be Approved and Paid for the Month September/October 2020

Alderman Henderson referred to the Aged Obligation report with expenses totaling: $628,440.12. (Computer-run checks: $255,087.91; Manual Checks: $75,378.67; Payroll $297,973.54.)

Motion:To Approve the Aged Obligation Report and Pay the Bills for the Months of September/October 2020 as Presented.

2. City Treasurer Report

Treasurer David Roady reminded everyone that the October Aged Obligation report will include 3 payrolls. Sales tax is higher than expected regarding COVID, and gaming was high when compared to last year at this time. The Mayor added that the Council can expect to see an Economic Incentive Agreement for the grocery store soon. 

K. Law Enforcement and Emergency Services Committee Report

1. Chief of Police's Report

Police Chief Parsons reported on recent burglaries from cars in residential driveways. He reported 2 stolen cars. He reminded everyone to lock their cars and not to leave their keys in the car. He added that the Troy PD did felony stop on Hwy 162 of a suspect on parole and deemed dangerous. They recovered over 1.5 oz of crystal meth. He added that No Shave November will soon be taking place even with COVID masks. He also said 2 Troy PD officers volunteered to participate in Shop with a Cop during October and November.

L. Public Works Committee Report

1. City Engineer's Report

City Engineer Cissell reported that the flashing beacon sign for the crosswalk on 162 (West Clay Street project) is still not installed because of issues with concrete foundation strength. He referred to a Resolution supporting the ITEP grant application later this meeting. That application is due Nov 2nd. It would cover 80% of bike trail (S. Main to CA Henning School) expenses. He explained that Troy applied for a TAP grant for the same project. He updated the Council on the TIF Trail/Pedestrian Path Design expected by the end of the month.

2. Public Works Schedule and Report - no comment about the weekly reports posted to Board Docs. 

3. Public Works Director's Report

Public Works Director Rob Hancock reported on the attached Bid Tab Sheet depicting Broadway Ford as the lowest bidder. With approval of Attorney Keck, the Council moved to approve the purchase which met all bid specifications. 

Motion: To Approve the purchase of One Class 5 Chassis Cab with Dump Bed from Broadway Ford for $63,900.00.

Public Works Director commented on the Request for Qualifications for the O’Fallon Rd turn lane. He explained that a committee composed of himself, Mayor Adomite, CA Partney, and Alderman Henderson will review and return results by Oct 27th. He also reported on a future savings of around $500/month on power bills due to the Ameren Energy Assessment Program which assessed the wastewater plant and recommended all lighting be changed to LED. The estimated cost of $24,000 will be funded by an incentive of $18,000 plus a $6,000 grant from Ameren.

N. Ordinances and Resolutions called by the City Clerk, with Citizen Participation

2. Resolution 2020-19 – Resolution of the City of Troy, Illinois, Supporting the Application to the Illinois Transportation Enhancement Program (ITEP) Grant Program and for the Use of Matching Funds for the Trail Extension of the Madison County Transit (MCT) District Trail Along Route 40 from South Main Street Through its Intersection with Creekside Drive and CA Henning School

This resolution is in support of the ITEP grant application due November 2nd. The grant would pay 80% of expenses for the portion of the bike trail from S. Main to CA Henning School.
