The meeting of the Board of Trustees of the Village of Godfrey was called to order by Mayor Michael McCormick at 6:00 p.m. at the Village Hall 6810 Godfrey Rd.

Roll Call:

Present: Mark Stewart, Nathan Schrumpf, Jeff Weber, Virginia Woulfe-Beile, Ben Allen, Karen McAtee and Michael McCormick.

Absent: None

Village Attorney: Tom Long -absent

Building Code and Zoning Administrator: Laura Dixon

Director of Parks and Recreation: Todd Strubhart

Director of Maintenance: Jim Lewis

Village Engineer: Richard Beran

Economic Development: Jim Mager

Mayor McCormick asked for the approval of the minutes for the October 20, 2020 meeting. Minutes were approved with no objections from the Board of Trustees.

Ben Allen reported that the next meeting of Public Safety Committee will be November 30, 2020 at 6:00 p.m. at the Village Hall

FINANCE COMMITTEE REPORT

Trustee Stewart reported that the next meeting of the Finance Committee will be November 30, 2020, after the close of the Public Safety Committee.

Trustee Stewart moved for the approval of the purchase of a grapple bucket from ERB Equipment of Mitchell, IL at a cost of $16,000 seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval for additional street paving in the Mil Spring neighborhood, seconded Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval to seek gasoline and diesel fuel bids for the Public Works and Parks Departments for 2021, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the proposals from Riverbend Tree Service of Alton IL for $12,000 and Godfrey Stump Removal of Godfrey IL for $2,900, from business district funds, pending proof of proper insurance with workman’s comp, for the removal of 14 trees and 24 stumps on the properties

located at 5320 and 5324 Godfrey Rd, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the proposal by Stutz Excavating of Alton IL in the amount of $8,800 for the grinding into mulch the Tree debris at Alby dump, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the of a Façade Improvement Program Grant for Debbie Terry, Owner of Shang Hai House at 5741 Godfrey Road for new signage in the amount of $1,648 and to give authorization to the Village Treasurer to make payment as a November 2020 Accounts Payable Prepaid after all supporting documentation has been provided, second by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval to contract with Byrne & Jones of Saint Louis MO in an amount up to $86,190 for baseball/softball infield improvements, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the Spring Soccer registration price increase of $10.00 from $45.00 to $55.00 for residents, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the rental prices for the Baseball/Softball and Soccer fields for 2021, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the purchase of 14 new soccer goals, 28 wheels, and freight from Sator Sports Inc of Gardena, CA in the amount of $19,998.40., seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval for the purchase of a half page ad in River and Routes Travel Guide in the amount of $1,750.00, and to give authorization to the Village Treasurer to make payment as a December 2020 prepay, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval to apply for DCEO Cure's Economic Support Payment Grant Program and, if awarded the grant, approval for another $200,000 of Business District funds allocated to the Gift Card Program, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of Block Time Agreement in the amount of $1,950 for Computer Maintenance Program with Williams Office Products of Alton, Illinois and to give authorization to the Village Treasurer to make payment as a December pre-pay, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the Raffle License waiver of bond and fee for St. Ambrose "CASH BASH" November 6, 2020-December 31, 2020, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the Accounts Payable for the month of November 2020 Accounts Payable: General Fund $1,090,097.77; and the Motor Fuel Tax Fund $55,081.85; and the Street Department $349,878.83, second by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

Trustee Stewart moved for the approval of the Payroll Account for the period of 9/01/2020 to 10/24/2020 for the Village for a total payroll of $182,343.57, mileage of $303.06 and payroll taxes of $27,750.35, seconded by Trustee Schrumpf. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

COMMITTEE REPORT:

PARKS AND RECREATION DEPARTMENT

Todd Strubhart, Director of Parks and Recreation, reported that the next meeting of the Parks and Recreation Committee will be November 13, 2020 at 8:30a.m.

PLANNING AND ZONING COMMISSION

Laura Dixon, Building and Zoning Administrator, reported that the next meeting of the Planning and Zoning Commission will be **Special Meeting** November 18, 2020 at 6:00p.m.

COMMUNITY PLANNING, ECONOMIC DEVELOPMENT AND INFRASTRUCTURE COMMITTEE

Jim Mager reported that the next meeting of the Community Planning, Economic Development and Infrastructure Committee will be **Special Meeting** November 12, 2020 at 6:00 p.m.

COMPREHENSIVE PLANNING COMMITTEE

Jim Mager reported that there is no meeting of the Comprehensive Planning Committee scheduled at this time.

GODFREY CLIMATE PROTECTION AND ENERGY EFFICIENCY COMMITTEE 

Virginia Woulfe-Beile, Trustee of the Climate Protection and Energy Efficiency Committee reported that the next meeting of the Godfrey Climate Protection and Energy Efficiency Committee will be cancelled In lieu of November Meeting the Committee will do a political sign pickup.

EDSA COMMITTEE

Chris Sichra reported that the next meeting of the EDSA Committee will be November 9, 2020 at 11:00a.m.

STORM WATER COMMITTEE

Mark Stewart, Trustee of the Storm Water Committee reported that the next meeting of the Storm Water Committee will be cancelled.

CONSIDERATION AND APPROVAL OF AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO KIMBERLY TANNER TO OPERATE A RETAIL BUSINESS ON THE MAIN FLOOR OF A STRUCTURE WITHIN THE RESIDENTIAL (“R-3”) ZONING DISTRICT AT REAL PROPERTY COMMONLY KNOWN AS 1020 W. DELMAR ROAD, BEARING PIN #24-1-01-34-20-401-009

Trustee Weber moved to suspend the rules for the approval of an ORDINANCE GRANTING A SPECIAL USE PERMIT TO KIMBERLY TANNER TO OPERATE A RETAIL BUSINESS ON THE MAIN FLOOR OF A STRUCTURE WITHIN THE RESIDENTIAL (“R-3”) ZONING DISTRICT AT REAL PROPERTY COMMONLY KNOWN AS 1020 W. DELMAR ROAD, BEARING PIN #24-1-01-34-20-401-009, seconded by Trustee Schrumpf. Roll Call Vote: Ayes: Stewart, Weber, McAtee, Allen, Woulfe-Beile Nays: None Absent: None. Motion Carries.

CONSIDERATION AND APPROVAL TO MOVE FORWARD WITH THE SNOWFLAKE FESTIVAL WITH NEW STATE COVID RESTRICTIONS.

Trustee Weber moved for the approval to move forward with the Snowflake festival with new state COVID restrictions, seconded by Trustee Schrumpf. Todd Strubhart recommended that the Snowflake Festival be cancelled due to the uncertainty of COVID restrictions. Trustee Weber withdrew his motion and Trustee Schrumpf removed his second.

CONSIDERATION AND APPROVAL OF THE APPOINTMENT OF SEVER LEONE TO THE STORMWATER COMMITTEE.

Trustee Weber moved for the approval of the appointment of Sever Leone to the Stormwater Committee. Poll of the Committee: Ayes-6 Nays – 0 Absent – 0. Motion Carries.

DISCUSSION OF THE 2020-2021 TAX LEVY

Trustee Weber asked what the timeline was for the filing of the Tax Levy. Clerk Bohn stated that it needed to be filed with the county by the last Tuesday in December. Trustee Weber feels we should leave it where it is. Trustee Stewart said he didn’t want to raise it. The Board agreed to draw up the Ordinance leaving the levy the same as last year.
