The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:06 p.m. by Mayor Wilken.

Public Property – MEET March 1, 2021 at 7:00 p.m.
1. It was discussed as to whom is responsible for the trash cleanup on city parking lots.
Personnel – MEET February 15, 2021 at 7:00 p.m.
1. The FOP contract for May 31, 2021 thru April 30, 2026 was presented for approval. The council asked that the vote be postponed until the next council meeting.
2. There was an update on the application cutoff for the street position it was extended until 2/19/2021 to accommodate a post in the paper.
Clerk
1. The Plan Commission is working with Anthony Moore on allowing his building to have a mural on it. The design will be the result of a contest being held at McKendree.
2. City Hall has lost their part-time employee. It will be on indeed and in the paper.
3. Our tech company will be changing items on the 16th and 23rd which will include being able to work remotely and start the process to secure credit card usage.
4. Sidewalk survey is being sent out one last time to get replies by end of February.
Treasurer –
1. The working of the FY2021-2022 budget can proceed after the February numbers come in. Mayor –
Dept. Heads –
Chief – no report Streets/Alleys – absent
Water/Sewer – Should proceed on the Belleville CDBG.
Accountant – Sent everyone the account and balance analysis.
Building/Code Enforcement – In the process of negotiating putting in a sidewalk at no cost to the City.
Audience –
1. Thank you to Chief Roth for more patrols uptown.
Unfinished Business –
1. Aldermen Fero/Jenkins Motioned that the council move forward on the Neighborhood Plan for the South East quadrant as proposed by the Friends of McAllister Park and the Heartland Conservancy. An amendment was added by Fero/Jenkins that the monies be budgeted out of FY 21/22. The mayor stated Utility Tax was for infrastructure and should be the line item.
2. The topic of changing Kyle Hogg’s SR-1 property in A-1 will be discussed at a meeting between the following: mayor, attorney, Mr. Hogg, and the Plan Commission.
3. Alderman Roma brought up the past issue of BJZ water and where we stood. The mayor stated the city was waiting on a response from BJZ as to which option they obtained, buying an easement or boring under the highway.
