City of Collinsville Historic Preservation Commission Met April 7.

A. CALL TO ORDER
The meeting was called to order at 5:39 p.m.

E. APPROVAL OF MINUTES
1. Motion to Approve Minutes of November 4, 2020
A motion was made by Hill, seconded by Metzger to approve the meeting minutes of November 4, 2020. The motion carried by a unanimous vote.
D. DISCUSSION
1. Landmark Discussion - Potential Landmark List and Brochure Mailings
Associate Planner Hardin presented the most current Landmark Properties Brochure; called out the latest revisions; explained staffs' plans for distributing the brochures to owners of both current and potential Landmark Properties; and requested final input from the Commission. The Commission discussed the brochure and staffs' plans for distribution. The Commission requested that staff relocated the photograph of City Hall to back of the brochure and that a photograph of Collinsville Memorial Library be added to the inside of the brochure. The Commission also requested that mailings be sent to each Landmarks' street address as well as the mailing address of each respective owner of record. The Commission discussed future opportunities to educate the community and raise awareness about the Landmark Properties program.
Member Metzger share a copy of the cover sheet for landmark property history booklets and the landmark property certificate.

1. HPC Design Guidelines
Associate Planner Hardin presented a refresher on the Commission's next major project, developing Historic Preservation Design Standards to couple to recently amended Historic Preservation Ordinance. These design standards will consist of a series of adopted standards specific to various types of improvements. First in this series will be historic preservation design standards for "Fences, Walls, and Screens." Staff shared with HPC that the Planning Commission (PC) would be considering a text amendment to the Zoning Ordinance as related "Fences and Walls, Accessory Use." Hardin further explains that the text amendment being considered by PC establishes minimum use regulations, restrictions and design standards for fences or wall city-wide. The design standards established by HPC would be in addition to the city-wide requirements and be specific to Landmark Properties and properties located within an established historic district. Hardin provided an overview of the substantive amendments to be considered by PC and requested feedback regarding potential historic preservation design standards to be considered.
The Commission shared general input and requested that future discussions include additional detail such as more photographs. The Commission expressed general support for most the fence/wall designs which were presented by Hardin. Member Linda Rayho indicated that her preference would that HPC review and approve fences on Landmark Properties as proposed fencing should be considered within the context of each individual home. Hardin explained that a primary intent in amending the Historic Preservation Ordinance, specifically Sec. 17.200.130 - Certificates of Appropriateness, C. - Level of Review for Landmarks and Historic Districts, was to establish more prescriptive design standards and convenient processes and procedure for residents seeking to improve a Landmark Property. Members Linda Rayho and Scott Rayho indicated that the established level of review for Certificates of Appropriateness may be worth reconsideration. Hardin concluded that more detailed ideas and proposals for historic preservation design standards for fences, walls, and screens would be presented to HPC at a future meeting.
2. East Central Historic District
Member Metzger circulated copies of Ordinance No. 3447 Ordinance Designating East Central Historic District (ECHD). Hardin informed the Commission of the status of East Central Historic District as not being regulated by the City's Historic Preservation Ordinance as proof of written authorization from each individual property owner within the boundaries of the district is not found. The Commission expressed their interest in initiating the process to designate the ECHD in accordance with the City's Historic Preservation Ordinance as a future project.
3. D.D. Collins House Update
Hardin provided an update regards maintenance and other Commission inquiries regarding the D.D. Collins House.
J. COMMENTS FROM COMMISSION MEMBERS
General Comments Shared by Commission Members
Member Metzger inquired about the Mayor's appointment of Lavadna Hines to the position of Commission Chairman as the Commission did not hold annual elections due cancelled meetings during the COVID-19 pandemic. Staff explained that the Mayor appoints a Chairman to all of the City's Boards and Commissions. Member Rayho added that the Commission's annual chairman and vice chairman election is submitted to the Mayor as recommendation for the Mayor's consideration in appointing a Chairman.
Member Metzger inquired about the Commission's following of Robert's Rules of Order, titling and order the meeting agenda, specifically as regarding "Old Business." Metzger asked why "Old Business" is not called "Unfinished Business" and shared her preference to have "Old Business" go before "New Business" on the meeting agenda. Hardin explained that the title "Old Business" is consistent across all board/commission agenda and indicated that "Old Business" may be present before "New Business" on future agenda.
Member Metzger inquired about the status of the City Hall Renovation Plans and timeline for the City's application for a Certificate of Appropriateness. Hardin explained that the project is still in the design phase and that the final proposed design would be brought before the Commission at a later date.
1. Friends of D.D. Collins House Update
Commission members briefly discussed the Friends of the D.D. Collins House. The Friends have not yet resumed their normal activities at the D.D. Collins House due to the COVID-19 pandemic.

A motion was made by Metzger, seconded by Hill to adjourn the April 7, 2021 meeting of the Historic Preservation Commission at 6:55 p.m. The motion carried by a unanimous vote.
