Here is the minutes provided by the council:

The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:00 p.m. by Mayor Wilken.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – present Alderman Gale – absent

Aldermen Fero/Roma Motioned to approve the minutes from March 22, 2021. Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas 

MOTION approved 7-0

Streets/Alleys – MEET May 3, 2021 at 7:00 p.m.

1. The Committee Recommended the approval of AN ORDINANCE REPEALING ORDINANCE NUMBER 1481, “AN ORDINANCE RELATED TO THE EMERGENCY CREATED BY THE IMPACT OF THE COVID-19 VIRUS”

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas 

Recommendation approved 7-0

Water/Sewer – MEET April 19, 2021 at 7:00 p.m.

1. Committee recommended to install RPZ backflow preventer on bulk water salesman. Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas 

Recommendation approved 7-0

2. Committee recommended hiring student from ERTC for 10-week internship at the minimum wage.

Recommendation approved 7-0

3. Committee recommended accept the of low bidder Haier Plumbing for Belleville water line replacement, to the sign notice of award and notice to proceed.

Recommendation approved 7-0

Cemetery – MEET May 3, 2021 at 7:00 p.m.

Health/Safety – MEET April 19, 2021 at 7:00 p.m.

COVID-19 numbers are: 62254: Tested 10589 up 583 814 Positive up 14 cases. LCC: up 1 positive Cedar Ridge & Cedars of Lebanon: Stable no new cases. Lebanon Daily positivity: 2% County Daily Pos: 3.9%

Public Property – MEET May 3, 2021 at 7:00 p.m.

1. Committee recommendation to approve 60-month copier lease from CompuType for the City Clerk’s office ($4,600) and Police Dept. ($3,650). Police Dept. will pay for theirs. Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas Recommendation approved 7-0

2. Aldermen Jenkins and Witty have contacted HVAC companies for quotes on installation of filtration/sanitizer air processing equipment. In process of obtaining those quotes. Also discussed the possible repairing of the duct work running towards the east side of building.

Personnel – MEET April 19, 2021 at 7:00 p.m.

1. Aldermen Jenkins/Roma Motioned to amend a committee recommendation to republish job for the part time administrative assistant with wage of $13.00 per hour. Roll Call: Aldermen Jenkins, Mack, Roma, and Witty – yeas Aldermen Fero, Johnson and Wright 

MOTION approved 4-3

Treasurer –

1. Aldermen Fero/Mack Motioned to approve AN ORDINANCE ADOPTING THE BUDGET FOR FISCAL YEAR 2021-2022.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas 

MOTION approved 7-0

Dept. Heads

Chief –Asked who does he go to for approval Lexapol training and paving parking lot. Streets/Alleys –

Water/Sewer – Supt Zimmerman wants to thank her crew for working on collapse of sewer caused by a boring company.

Accountant – Questioned if the interview procedure will the same for the part time Admin Assistant. There was no definitive answer but hopefully it will.

Building/Code Enforcement – Answered questions about the movement forward on the project at 301 W. Wesley. Owner is to make progress or citations will be issued.

Mayor –

Audience –

1. Ester Ketterer complained about speeding going on between Chamberlin and St Louis. Chief said he will take care of it.

2. Sharon Gile wanted to know the plans for the Hwy 4 & 50 intersection because the Garden Club is wanting to improve the Rose Garden on the triangle, but not if is going to be destroyed. Mayor said he would look at plans and see with is going on.

Unfinished Business –

1. There has been no contact or formal discussion conveyed by landowner to the city. 

2. There is some minimal concrete work to be done and some asphalt work when Christ Bros plant opens.

3. Discussion on the blocked storm drains on Merrill and Roger. No result was obtained. 

4. Description of the tracts of Kyle Hogg property has been completed so now he can go to the Plan Commission for rezoning. They meet on May 6, 2021 at 7:00 p.m.

5. There was no consensus on how to do the minutes of the committee meetings by council. 

6. No update on estimates for the extension street water/sewer down Union St. 

7. No update concerning the lease of the road between the IGA and Mexican Tippico.

New Business –

1. There was a discussion concerning storm water runoff on properties 715 and 719 Leann Dr and 712 N Monroe St. The problem is that there are not easements to allow work to be done to those drainage ditches which went designed by the city and are on private property. Mr Roma will talk to the owners.

2. Alderman Wright presented an idea to have the city pay for the “new lights” to place on the complete building of city hall and the library. The cost of the installation is approximately $2200.00.

Adjournment – With no further business to be conducted, Aldermen Wright/Fero moved to adjourn meeting at 8:10 p.m.

Alderman Roma – abstain

Alderman Mack – absent

MOTION passed 5-1
