Village of Fairmont City President and Board of Trustees Met March 3.

Here is the minutes provided by the board:

The meeting began with an opening prayer and pledge of allegiance.

President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Raul Munoz, Guadalupe Hernandez, and Charles Arriola. Trustees Michael Fiudo and Robert Belba were absent. Also present were Treasurer Carlos Gomez, Police Chief Gerald Brown, Fire Chief Robert Allen, Public Works Director Roger Juenger, Deputy Treasurer Sally Rodriguez and Administrative Secretary Stephanie Pacheco.

A motion to approve the minutes of the meeting held on Wednesday, February 17, 2021, was made by David Suarez and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

Motion Passed

Treasurer's Report

Treasurer Carlos Gomez gave a brief update on village finances. The bank statements have yet to be received.

Clerk's Report

Clerk Ramirez presented a Building Permit Application, 2844 N. 44 th Street, 10'x12' Portable Building, Carl Gomez, Owner.

With everything in order, the motion was made by Charles Arriola and seconded by Raul Munoz to approve the Building Permit Application, 2844 N . 44 th Street, 10'x12' Portable Building, Carl Gomez, Owner. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

Motion Passed

Mr. Ramirez presented Ordinance 762, An Ordinance of the Village of Fairmont City Vacating an Alley in Sommers Highland Subdivision.

With no objection the motion was made by Guadalupe Hernandez and seconded by David Suarez to approve Ordinance 762, An Ordinance of the Village of Fairmont City Vacating an Alley in Sommers Highland Subdivision. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

The clerk presented Resolution 2021-05, A Resolution of Support of the Application to the Community Development Block Grants Department for Funding the Cookson Sewer Rehabilitation Project.

The motion was made by David Suarez and seconded by Raul Munoz to approve Resolution 2021-05, A Resolution of Support of the Application to the Community Development Block Grants Department for Funding the Cookson Sewer Rehabilitation Project. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

Consideration of Creation of Sub-Account on the Current Hotspot Devices of the Mississippi Va lley Local Library Through the Latino Round Ta ble. Katie Heaton and Mayor Suarez had a brief explanation of the process of combining efforts between the library, the village and the Latino Round table in utilizing grant funding for internet hotspots.

The motion was made by Raul Munoz and seconded by Guadalupe Hernandez to approve the Creation of Sub-Account on the Current Hotspot Devices of the Mississippi Valley Local Library Through the Latino Round Table. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

Report of Police Chief - No Report

Report of Fire Chief

Mayor Suarez (The fire department had a call) reported the village fire department will be on standby in French Village while their department fulfills MABIS training in St. Louis on Friday.

Report of the Public Works Director

The mayor also reported for Director Juenger due to a fire call, there has been a sewer collapse at Kinder and Cohen that needs to be addressed.

Committee Reports

Police/Public Safety-Chair- Charles Arriola

Trustee Arriola announced the Police Department Charitable Foundation will be hosting a fish fry on Good Friday.

Economic/Finance, Development, Planning, and Tourism - Chair - Michael Fiudo - Absent No Report

Fire Protection - Chair - Robert Belba, Sr. - Absent No Report

Community Relations & Communications - Chair - Raul Munoz

Trustee Munoz asked if the cards were available to open the gym. Ms. Rodriguez verified they are ready.

Public Health & Housing - Chair- Guadalupe Hernandez - No Report

Streets, Sewers, Grounds, Building & Parks - Chair - David Suarez - No Report

President's Report

Mayor Suarez reported the parks will be opened up along with the gym. He also reported Director Juenger has a new disinfectant product to use at park grounds. The product is supposed to last for three months.

Along with the openings the mayor reported having been approached by the 55 and Over group which will be regrouping in the Community Center.

Mayor Suarez also reported the village had a 59.8% Census Return. Ms. Heaton added that all but two households responded.

Mayor Suarez reported the vaccine distribution was successful and he will continue to work on making another distribution possible.

Public Comment

Katie Heaton reported free AARP tax service will be available beginning next week on Tuesdays and Wednesdays from 2pm-6pm at the library. It will be a drop off service due to the fact the volunteers are working remotely. Individuals will be notified upon completion.

Ms. Heaton reported the library is working on an Easter event. They are aware the attendance will not be COVID friendly and a drive through event is being considered. Ms. Heaton reminded those present that the internet survey is available at the village annex and encouraged spreading the word.

The library director also reported a donation of chrome books received by the library. Low cost internet from Verizon and T Mobil are currently trying to partner with the library.

Another resident present thanked the mayor and board for hosting the vaccine at the community center.

Municipal Bills

The motion to approve payment of the bills as presented on this day, March 3, 2021 in the amount of $19,002.322 was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent.

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Guadalupe Hernandez. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; and Charles Arriola, yes. Trustees Michael Fiudo and Robert Belba were absent. Motion Passed
