City of Lebanon City Council met May 10.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 p.m. by Mayor Wright. 

Roll Call: Aldermen Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins, Witty – present 

Aldermen Fero/Roma Motioned to approve the minutes from April 26, 2021. 

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas   

MOTION approved 8-0 

Plan Commission was not in attendance to deliver a report from May 6, 2021. 

COMMITTEE REPORTS: 

Streets/Alleys – MEET June 7, 2021 at 7:00 p.m. 

Finance – MEET May 17, 2021 at 7:00 p.m. 

Ordinance – MEET June 7, 2021 at 7:00 p.m. 

Water/Sewer – MEET May 17, 2021 at 7:00 p.m. 

Cemetery – MEET June 7, 2021 at 7:00 p.m. 

Health/Safety – MEET May 17, 2021 at 7:00 p.m..

Lebanon Daily positivity: .005% County Daily Pos: 3.6% 

Chairman stated that IL is still following CDC mandate for masks indoors and in public settings. 

Public Property – MEET June 7, 2021 at 7:00 p.m. 

1. Aerus scrubber equipment has been installed at a total cost of $2400.00 

Personnel – MEET May 17, 2021 at 7:00 p.m. 

Treasurer – 

Clerk – 

Dept. Heads 

Chief –Reported that there was $1134.00 of repairs to the HVAC equipment in the police building causing rust and rot of materials within structure and system.

Streets/Alleys – Reported that Christ would charge $2500.00 to perform the work at McKendree Park that the city crew would be unable to complete.  

Water/Sewer – Reported that the Waste Water Treatment Plant is near completion and an intern   started May 10th 

Accountant – Reported that fiscal year ended April 30th and the audit will be July 19, 2021. Building/Code Enforcement – No report 

Mayor – 

1. The term of Beth Wilkins is a 2-year term because it is an appointment before the half-way   mark of the term vacancy. Duckworth and Wilkins slots will be on the next ballot in 2 years. 

2. Request for executive session to discuss Chief of Police contract* 

3. Request for executive session to discuss the tabled FOP contract*

1. No update on BJZ water/sewer issue. 

2. No update of the Phase 3 of Roger and Merrill drainage. 

3. No update on Union St. extension 

4. No update on Janitorial services 

5. No update on Part time Admin Assistant 

New Business –

2. *Request executive session per 5 ILCS 120/Sec. 2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

Aldermen Fero/Witty Motioned to appoint Dave Roth as Chief of Police.

MOTION passed 8-0

Aldermen Roma/Witty Motioned to approve the Chief of Police Contract.

Roll Call: Aldermen Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkins, Witty – Yeas

MOTION passed 8-0

Aldermen Roma/Fero Motioned to take the FOP contract off the table.

Aldermen Roma/Duckworth Motioned the FOP contract with corrected matrix numbers.
