The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:00 p.m. by Mayor Wright.

PLAN COMMISSION REPORT
There was not a representative from the Plan Commission to give a recommendation. The City Clerk retrieved from records the minutes from the Plan Commission meeting that dealt with the topic of Rezoning a parcel of land owned by Kyle Hogg. Based on those minutes Alderman Roma/Witty Motioned to approve the rezoning of the 21.01-acre track, parcel #05-30-400-036, in addition that 2.75 acres be joined with 2.5 acres consisting of Lots 1, 2, 3, 4, 5, to stay as SR-1 & the 18.6 remaining be rezoned A-1. Roll Call: Aldermen Duckworth, Fero, Johnson, Mack, Washington, Wilkens and Witty – yeas Alderman Roma - Abstained
MOTION approved 7-1
Alderman Fero questioned whether by Robert’s Rules of Order if a person making a motion can abstain. It was decided to take the motion off the table. Chairmen Johnson requested that some aldermen come in ahead of time to review bills. It will make the process move along faster.

1. Starting on June 11, masks are not required if you have been vaccinated. Nationwide the vaccination rate is 33.79% with our rate is 34.77%. There has been no change in the reports from congregate living centers. Percent of people being tested that are showing positive are going up. This week it went from 2.3% to 4.25.

1. Aldermen Roma/Fero Motioned to approve the RESOLUTION AUTHORIZING EMPLOYMENT AGREEMENT BETWEEN CITY OF LEBANON, ILLINOIS AND DAVID ROTH, CHIEF OF POLICE. Roll Call: Aldermen Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkens & Witty – yeas MOTION approved 8-0
2. The mayor presented Kevin Wright as an appointment to the Plan Commission.

3. The mayor made a qualifying statement as to why there will be no zoom meetings. The lack of proper equipment and a qualified person to host were the reasons stated by the mayor.
4. Attorney Mike McGinley reported that the Attorney General’s website was hacked and therefore newly elected or appointed persons have been given 90 to take the Open Meetings Act training. Illinois Municipal League has training online. The clerk had sent an email containing a link to individual online training through IML .
5. *Request executive session per 5 ILCS 120/Sec. 2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

Chief – There is a need to repair a squad car in the amount of $4200.00. The Chief has discussed this with Alderman Witty.
The Chief updated the council that the violence against police doesn’t only happen in large cities. There has been act of violence against police in Redbud and Troy.

1 . Aldermen Fero/Mack Motioned to approve a request from St Paul’s United Church of Christ for the closure of the first block of East Dee St from 9:00 a.m. till noon on June 29, 30 and July 1 for Vacation Bible School.

2. Aldermen Witty/Washington Motioned to approve the new Memorandum of Agreement between the city and the Boy Scouts concerning the Community Garden to become effective July 23, 2021, and ending July 23, 2023

The mayor at 7:31 p.m. asked for a motion that the council move into Executive Session after a 10- minute break with the aldermen, mayor, clerk and attorney in attendance.
Alderman Fero/ Johnson Motioned to recess the current council meeting to go into executive session. Roll Call: Aldermen Duckworth, Fero, Johnson, Mack, Roma, Washington, Wilkens & Witty – yeas MOTION approved 8-0.
The Executive session began at 7:50 p.m.
