City of Highland City Council Special met June 29.

Mayor Hemann called the Special Session to order at 5:00pm. Council members Sloan and Bellm were present. Frey and Hipskind were absent. Others in attendance were City Manager Conrad, City Attorney Michael McGinley, Director Imming, Deputy City Clerk Hediger, and City Clerk Bellm.

NEW BUSINESS
Bill #21-108/RESOLUTION Approving and Authorizing Execution of Managed PAYTV Services Agreement for HCS with TiVo Platform Technologies, LLC – Councilwoman Bellm made a motion to approve Bill #21-108/Resolution #21-06-2847 approving and authorizing execution of Managed PAYTV Services Agreement for HCS with TiVo Platform Technologies, LLC as attached; seconded by Councilwoman Sloan. Director Imming explained, last year, we entered into a contract with MobiTV. Since then, MobiTV has entered into bankruptcy and was purchased by TiVo Platform Technologies, LLC. For the most part, not a lot has changed other than license user fee was $5.00 per month, it will now be $7.50. No minimum subscribers, the minimum is now $2,500 in the first year, and $3,500 in the second year. I will be trying to negotiate that second year down to $3,000. We are members of NTCA, basically, a wholesaler. We buy channels through their agreements. TiVo should have negotiated with NTCA, but they are not playing nice. We will include with this that we have the option to go under NTCA in the future for rates negotiated. Roll Call Vote: Councilmembers Sloan, Bellm and Hipskind voted aye, none nay. Motion carried.
Councilwoman Bellm made a motion to adjourn; seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Bellm and Hipskind voted aye, none nay. Motion carried and meeting adjourned at 5:03pm.
