City of Lebanon City Council Committee Met June 14.

Here is the minutes provided by the committee:

The council met in regular session but the location was changed to the Visitors Center at 212 W St Louis due to the failure of the air conditioning equipment at City Hall. The meeting was called to order at 7:15 p.m. by Mayor Wright.

Roll Call: Aldermen Duckworth, Fero, Mack, Roma, Wilkins and Witty – present Alderman Johnson, Washington – absent

Alderman Roma/Fero Motioned to approve the agenda as presented.

Roll Call: Aldermen Duckworth, Fero, Mack, Roma, Wilkins and Witty – Yeas

Motion passed 6-0

Aldermen Fero/Roma Motioned to approve the minutes from May 24, 2021.

Alderman Washington entered the council meeting at 7:25 p.m.

COMMITTEE REPORTS:

Streets/Alleys – MEET July 6, 2021, at 7:00 p.m.

1. Aldermen Fero/Witty Motioned to amend the street closures submitted by the Fire Department for the picnic and parade on Friday July 9 and July 10. North Pearl will be closed from Monroe to the intersection of Lynn so that first responders can answer emergencies. After the parade Monroe will be closed from Robyn to Hillcrest during the picnic. Roll Call: Aldermen Duckworth, Fero, Mack, Roma, Washington, Wilkins and Witty – yeas 

MOTION approved 7-0

Finance – MEET June 21, 2021, at 7:00 p.m.

Ordinance – MEET July 6, 2021, at 7:00 p.m.

1. The Committee recommended to change signage from “Customer Parking Only” on St Louis St in the business section to a “2hr parking “. Aldermen Fero/Witty Motioned to amend the ORDINANCE AMENDING THE CITY CODE OF ORDINANCES, CHAPTER 32, ARTICLE IV, STOPPING, STANDING AND PARKING, SECTION 32-169, PROHIBITED IN SPECIFIED PLACES to "3-hour parking. New ordinance will be presented at next council meeting.

Roll Call: Aldermen Duckworth, Fero, Mack, Roma, Washington, Wilkins and Witty – yeas

MOTION approved 7-0

2. The Street department will be installing No Parking Signs in appropriate places on Harmon Dr, Summerfield and other streets that are missing signs

3. The Committee Recommended to move forward on the placement of No Parking signs and/or prevention obstacles to deter parking on the east side of Stanton St. in the area where there is riprap. This will help keep cars from protruding out into the street. An ordinance will be written and presented at a latter council meeting.

Water/Sewer – MEET June 21, 2021, at 7:00 p.m.

Cemetery – MEET July 6, 2021, at 7:00 p.m.

Health/Safety – MEET June 21, 2021, at 7:00 p.m.

1. Chairman Wilkins reported of some figures concerning Covid-19. Lebanon has only one case reported since May 24th. St Clair Count has decreased but is now increasing since mask restriction were eliminated. Our county is the lowest % in the surrounding counties. Vaccination in the county rose from 33.79% to 37.66%. since May 17th. Illinois vaccination rate including over 18 yrs. old is 55.16% and over when 12 yrs. old are added in it is still over 51.96%

Public Property – MEET July 6, 2021, at 7:00 p.m.

1. There has been contact with three tree services and committee is waiting on those to Report back.

2. Public Property committee is researching the information for a UTV for the city.

Personnel – MEET June 21, 2021, at 7:00 p.m.

1. Chairman reported that he is in possession of numerous resumes for the Part time administrative position.

2. Chairman stated he was estimates for the janitorial position.

Treasurer –

Clerk –

1. The City Clerk mentioned the necessity of informing any city service provider that they are responsible for the payment of Prevailing Wage Rates. Attorney McGinley was asked to speak on this topic. It was referred to Mr. McGinley, Alderman Beth Wilkins and City Clerk Luanne Holper for more discussion and to develop a policy and procedure.

Mayor –

1. The mayor nominated for approval George Fero to be Mayor Pro Tem for the time from June 21st to August 2nd. Aldermen Roma/Washington Motioned that the council approve George Fero as the Mayor Pro Tem for the period of June 21 through August 2, 2021. Roll Call: Aldermen Duckworth, Mack, Roma, Washington, Wilkins and Witty – yeas Alderman Fero - abstain

Building/Code Enforcement Office – no report

Streets/Alleys – no report

Water/Sewer – no report

Accountant – no report

Audience –

1. Yasanne Garrett presented herself to the council and stated that she was representing the Lebanon School Board. May 5th there was an academic Banquet, May 15th was Prom attended by 50 people, May 22nd was High School graduation and the on Monday was the Jr High School school graduation. We had athletes going to state in bowling, men’s discus and shot and women’s discus and shot. Also, there are educational programs for summer school. 2. Lakisha Bennett spoke to the council, as she represents Lebanon Listens, about social injustices and how it can affect the city that we all live in.

Unfinished business –

1. No Update BJZ property and water and sewer service.

2. Received a 2500.00 estimate to rectify drainage problem on Phase 2 on McKendree Park to be discussed at the next Streets/Alleys Committee meeting.

3. No Update on Roger and Merrill Dr (Phase 3) drainage problem.

4. No Update of janitorial services.

5. No Update on Part time Administrative Assistant recruitment.

New Business –

Adjournment – With no further business to be conducted, Aldermen Roma/Duckworth moved to adjourn the meeting at 8:36 p.m.
