City of Lebanon City Council met July 12.

Here are the minutes provided by the council:

The council met in regular session at city hall. The meeting was called to order at 7:00 p.m. by the Mayor Pro Tem Fero.

Roll Call: Alderperson Duckworth, Fero, Mack, Roma, Washington, Wilkins and Witty – present Alderperson Johnson – Absent

Followed by the reciting of the Pledge of Allegiance

Alderperson Roma/Washington Motioned to approve the agenda as presented

Alderperson Duckworth/Roma Motioned to approve the June 28, 2021 minutes as presented. Roll Call: Alderperson Duckworth, Fero, Mack, Roma, Washington, Wilkins and Witty – Yeas

Streets/Alleys – MEET August 2, 2021 at 7:00 p.m.

Finance – MEET July 19, 2021 at 7:00 p.m.

1. Alderperson Roma/Washington Motioned to approve bills as presented.

Roll Call: Alderperson Duckworth, Fero, Mack, Roma, Washington, Wilkins and Witty – Yeas

MOTION passed 7-0

2. Alderperson Roma/Witty Motioned to approve the $2500 to Christ Trucking to complete the ditch work in Phase 2 of the McKendree Park project. Monies will come out of Utility Tax.

Ordinance – MEET August 2, 2021 at 7:00 p.m.

1. Alderperson Mack/Roma Motioned to approve the ORDINANCE AMENDING THE CITY CODE OF ORDINANCES, CHAPTER 36, ARTICLE IV, STOPPING, STANDING AND PARKING, SECTION 32-169, PROHIBITED IN SPECIFIED PLACES, ADDING ADDITIONAL NO PARKING AREA.

MOTION passed 7-0

2. Alderperson Roma/Duckworth Motioned to approve the ORDINANCE DECLARING PERSONAL PROPERTY OF THE CITY OF LEBANON SURPLUS AND AUTHORIZING ITS SALE AND/OR DISPOSAL, INCLUDING A 2007 FORD CROWN VICTORIA POLICE CAR.

Water/Sewer – MEET July 19, 2021 at 7:00 p.m.

1. Alderperson Witty/Duckworth Motioned that the monies for the Belleville Water Main Project should come out of the Utility Tax, not to exceed $40,000.

1. Alderperson Roma/Duckworth Motioned to authorize C&K to remove/replace the HVAC system at City Hall for the amount $20,257, to be taken from the “line of credit”. The proposal from C & K will be attached to these minutes.

MOTION passed 7-0

2. Discussion took place concerning the project at the intersection of Hwy 4 and Hwy 50 on the south side of the city. It will include installing a four-way stoplight, widening of McAllister from the stoplight to Herman, sidewalks, curbing, parking on McAllister and a bicycle path on Hwy 4. The city’s share will be $637,173.00 minus any grants we’ve received, which makes the city’s share about $346,000. This project will take bids in 2023 and work to start in 2024. Project is to take 1 year to complete.

Dept. Heads

Chief –

Streets/Alleys – Utilities in the Hwy 4/50 project will be researched for problems to be handled.

Water/Sewer –

Building/Code Enforcement –

Accountant – Reported that we should be getting $520,000 from the state to be used for infrastructure.

Audience –

Unfinished Business –

1. Restoring power to the NE section of the park, including clock will start as soon as weather and scheduling of outside companies will allow.

2. Water/Sewer has received their new lawn mower.

3. No update on UTV purchase.

4. No update on water/sewer to BJZ Property

New Business –

Adjournment – With no further business to be conducted, Aldermen Roma/Duckworth moved to adjourn the meeting at 7:58 p.m.
