City of Fairview Heights City Council met Oct. 19.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:02 P.M. by Mayor Mark Kupsky in the Recreation Room, 10025 Bunkum Road, Fairview Heights, IL and also remotely due to the COVID19 Pandemic with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold. 

ROLL CALL 

Roll call of Aldermen present: Denise Williams, Barbara Brumfield, Brenda Wagner, Harry Zimmerman and Pat Peck. Aldermen Bill Poletti, Frank Menn, Joshua Frawley and Ryan Vickers attended virtually. Alderman Anthony LeFlore was absent (excused). Mayor Mark Kupsky, City Clerk Karen Kaufhold, and Attorney Andrew Hoerner were present. Attorney Garrett Hoerner attended virtually. 

PUBLIC PARTICIPATION 

Brett Miller - representing the American Legion Post 365 who presented a check to the City from a recent food drive held in Fairview Heights. 

CONSENT AGENDA 

Alderman Wagner moved to approve the October 5, 2021 City Council minutes, the Finance Director's Report and the bills and invoices presented for payment in the amount of $1,322,565.91. Seconded by Alderman Williams. Roll call on the motion showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman LeFlore was absent. Motion passed on 9 yeas and 1 absent. 

COMMITTEE REPORTS 

Mayor Kupsky announced the Community Committee will meet October 20th, 7:00 P.M. 

COMMUNICATIONS FROM THE MAYOR 

Mayor requested a moment of silence for a friend of City Clerk Kaufhold, Mary Neal a former City employee and also Alderman LeFlore's father who recently passed away; Mayor urged everyone to continue social distancing and to wear face masks; Mayor stated PapPo's Pizzeria opened last week; Mayor stated there will be a dedication on October 30th, 10:00 A.M. for the Sons of Union Veterans of the Civil War who have relocated a monument to the front of City Hall; Mayor stated on November 11th, 9:00 A.M. there will be a short Veterans Day ceremony in front of City Hall. 

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Wagner stated the American Legion to perform a flag ceremony which the City requested; Alderman Wagner stated a Witches' Walk will be held on Monday, October 25th from 4:00 P.M. to 9:00 P.M. and will begin at Signature Tap House. 

UNFINISHED BUSINESS 

Proposed Ordinance No. 8-21, an Ordinance amending Ordinance No. 190, “The Revised Code," Chapter 3, Administration, Article -- City Council, Section 3-1-8 Standing Committees was read for the second time. 

Roll call on Proposed Ordinance No. 8-21 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman LeFlore was absent. Proposed Ordinance No. 8-21 passed on 9 yeas and 1 absent. Proposed Ordinance No. 8-21 now becomes ORDINANCE NO. 1905-2021. 

NEW BUSINESS 

Proposed Ordinance No. 17-21, an Ordinance amending Chapter 21 (Liquor) of the Revised Code of Ordinances of the City of Fairview Heights, Illinois. Motion by Alderman Wagner. Seconded by Alderman Brumfield. Proposed Ordinance No. 17-21 was read  for the first time. 

Proposed Resolution No. 38-21, a Resolution authorizing the Mayor to enter into a purchase agreement with Kansas State Highway Patrol, Topeka, Kansas, for the purchase of one (1) 2019 Dodge Durango pursuit AWD SUV for use by the Fairview Heights Police Department. Motion by Alderman Poletti. Seconded by Alderman Wagner. 

Roll call on Proposed Resolution No. 38-21 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman LeFlore was absent. Proposed Resolution No. 38-21 passed on 9 yeas and 1 absent. Proposed Resolution No. 38-'21 now becomes RESOLUTION NO. 4396-2021. 

Proposed Resolution No. 39-21, a Resolution for improvement under the Illinois Highway Code associated with the Lincoln Highway and Old Collinsville Road turn lanes. Motion by Alderman Peck. Seconded by Alderman Zimmerman. 

Roll call on Proposed Resolution No. 39-21 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman LeFlore was absent. Proposed Resolution No. 39-21 passed on 9 yeas and 1 absent. Proposed Resolution No. 39-21 now becomes RESOLUTION NO. 4397-2021. 

Alderman Poletti moved to adjourn. Seconded by Alderman Peck. Motion carried. Meeting adjourned at 7:17 P.M.
