Village of Maryville Village Board met Oct. 20.

Here are the minutes provided by the board:

6:30 PM CALL TO ORDER

Mayor Short called the Board Meeting to order. Mayor invited Pastor Tabitha Nelson from St. Luke's United Methodist church to open the meeting with prayer. Mayor asked all in attendance to stand, if able, for prayer and to remain standing for the Pledge of Allegiance.

6:32 PM ROLL CALL

Trustees Present: Vallino, Schmidt, Bell, Kostyshock, Clark, White.

Also in attendance were Clerk Henry, Attorney Webb, Police Chief Carpenter, Building & Zoning Administrator Fulton, Water & Sewer Superintendent Hoffmann, Streets Superintendent Keplar, Fire Chief May, 1 reporter and 2 guests.

6:32 PM MINUTES

Mayor Short called for approval of the minutes of the October 6, 2021 Board Meeting. Asked if there were any questions, corrections or additions to the minutes as presented. There were none. Motion to Approve, Moved by Vallino, Seconded by Bell.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

Yes: Vallino, Schmidt, Bell, Kostyshock, Clark, White.

6:33 PM APPROVAL OF BILLS

Mayor Short called for approval of the bills presented for payment. Asked if there were any questions, corrections or clarifications. Trustee Clark asked about an entry for a disabled child’s swing. It was discovered that Trustee Clark was referring to the financial report for the Park Committee on Monday and not the bills presented for payment. Treasurer Henry gave the explanation.

Motion to Approve, Moved by Schmidt, Seconded by Vallino.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

6:34 PM COMMUNICATIONS

There were none.

6:34 PM LEGAL MATTERS

6:34 PM Attorney Webb presented the following Ordinance:

Ordinance 2021-44: An Ordinance of the Village of Maryville, Illinois, Declaring Certain Personal Property Owned by the Village as Surplus Property (Fire Department Toughbooks) Motion to Pass, Moved by Bell, Seconded by Kostyshock.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

Yes: Vallino, Schmidt, Bell, Kostyshock, Clark, White.

6:36 PM Attorney Webb presented the following Ordinance:

Ordinance 2021-45: An Ordinance of the Village of Maryville, Illinois, Declaring Certain Personal Property Owned by the Village as Surplus Property (Fire Department MSA SCBA Harnesses and Masks)

Motion to Pass, Moved by Kostyshock, Seconded by Vallino.

Trustee White asked if the equipment was being donated to the St. Rose Fire Protection District. Chief May answered yes and they are excited to receive the equipment. White noted the goodwill being shown by the Maryville Fire Department by donating the equipment to a neighboring department. Would suggest letting the community know about the donation and goodwill.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

6:39 PM Attorney Webb presented the following Ordinance:

Ordinance 2021-46: An Ordinance Granting a Variance to Title IX, Chapter 96, Section 8 of the Village Code of Ordinances (Pertains to variance granted to Lynsey Fuegner of Benny’s Bed & Biscuits.)

Motion to Pass, Moved by Vallino, Seconded by Schmidt.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

Yes: Vallino, Schmidt, Bell, Kostyshock, Clark, White.

6:40 PM OLD BUSINESS

6:41 PM Motion to approve an Engineering Services Agreement with Juneau Associates, Inc., P.C. for the Lin Hy Road Resurfacing Project; Moved by Kostyshock, Seconded by Clark. Mayor noted the agreement covers the road resurfacing portion of the Lin Hy improvements. Must be on an IDOT form as Rebuild Illinois funds are being used which requires IDOT approval. Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

Yes: Vallino, Schmidt, Bell, Kostyshock, Clark, White.

6:41 PM Motion to approve an Engineering Services Agreement with Juneau Associates, Inc., P.C. for the Lin Hy Road Storm Water Project; Moved by Kostyshock, Seconded by Bell. Mayor noted this agreement is for the storm water portion of the Lin Hy improvements. Village will be using American Recovery Plan funds and it will be bid as a separate project. Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

6:42 PM Motion to authorize Police Chief Carpenter to request the Fire & Police Board proceed with the process to fill 2 full-time Police Officer positions; Moved by White, Seconded by Clark. Vote: Motion carried by unanimous roll call vote (summary: Yes = 7).

6:43 PM NEW BUSINESS / TRUSTEE COMMENTS

6:43 PM Bell stated that he attended the Fall Fest and a great job was done.

6:43 PM Clark thanked all those that helped with cleaning the park and for all the volunteers for the Fall Fest. Stated it was a great event.

6:44 PM White thanked the Mayor and the Board for approving the hiring of the 2 additional Police Officers. Noted the community needs this. Stated Chief Carpenter needs credit for getting so much work done with little resources over the past few years.

6:45 PM CALENDAR UPDATES

10/23 E-Cycling Event; 10/25 Planning Commission meeting has been cancelled; 10/26 Public Hearing for the updated Comprehensive Plan; 10/26 Comprehensive Plan Committee meeting; 10/27 Caucus; 11/1 Community Improvement Board meeting via Zoom; 11/3 Board meeting; 11/4 Fire & Police Board meeting; 11/6 Museum open; 11/10 Caucus: 11/11 Veterans Day – Village Hall and Public Works will be closed; 11/13 Rabies Clinic; 11/13 Turkey Trot

6:47 PM STAFF REPORTS

6:47 PM Trustee Schmidt noted that Fulton has been out noting Ordinance violation issues and stated the Board needs to be prepared to support him if they get calls from the residents. Mayor also stated that Fulton has already dealt with more than 60 property maintenance issues.

6:49 PM Carpenter thanked the Board for adding to the Police staff.

6:49 PM White asked Keplar if the Street Department is ok on road salt. Keplar responded he has 400 tons on order plus has 150 currently on hand.

6:50 PM Bell asked if Keplar was aware that the street at 1013 Meadows Court has a buckling issue. Keplar stated he will inspect and address the issue.

6:51 PM BUSINESS FROM THE FLOOR

Mr. Roewe stated he has noticed some commercial properties have done some clean-up. Mentioned in particular King’s property has also done some work to block items from view. Mayor noted that there is more to be done and the Village is working with the owner. Some items have to wait for State approval.

6:52 PM MAYOR’S COMMENTS

6:52 PM Mayor called for a motion to approve the appointment of Gerard Roewe to the Zoning Board of Appeals, term to expire 4/30/2026.

Motion to Approve, Moved by Kostyshock, Seconded by Vallino.

Vote: Motion carried by unanimous roll call vote (summary: Yes = 6).

6:54 PM Mayor thanked Trustee Clark for coordinating the Kiwanis Fall Fest. Noted it was a great turnout.

Mayor stated he had received the notice today that the Secretary of State has certified the 2020 Census number of 8221.

Mayor distributed the worksheet for the non-union staff pay raises. Asked the Board to review and be prepared to discuss at next week’s Caucus.

6:56 PM Trustee Schmidt asked for an update on the produce stand. Mayor noted the Business License revocation hearing was yesterday, which she did not attend. The license was revoked. She will be notified by the Village Attorney of her appeal rights.

6:58 PM Trustee Bell asked about the gentleman that had been seen selling bonsai plants. Chief Carpenter stated he had been ordered to stop. If he returns, he will be cited.

6:59 PM ADJOURN

There being no further business to come before this meeting, Mayor Short called for a motion to adjourn.
