City of Jerseyville City Council met Nov. 2.
Here are the minutes provided by the council:
The Jerseyville City Council held their regular meeting at the Jerseyville City Hall at 6:00 p.m. via teleconference due to the COVID-19 pandemic. The public was invited to attend by calling the teleconference phone number.
ROLL CALL: Present were Commissioners Kevin Stork, Steve Pohlman, Nick Bexheti, Zach Crawford, and Mayor William Russell. City Attorney William Strang was present by teleconference.
Comm. Pohlman led the opening prayer and Pledge of Allegiance was recited.
Mayor Russell made mention of the passing of Officer Timmons of Pontoon Beach and to keep all first responders in our prayers.
A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the meeting held Tuesday, October 19, 2021. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the bills as presented for November 2, 2021, in the amount of $425,919.52. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve an ordinance authorizing the execution of the 2022 Min/Max Contribution Agreement and the third payment option with Illinois Municipal League Risk Management Association. Comm. Stork stated this is an annual renewal for the
City with IMLRMA and by choosing third option, allows the City to pay in two installments one in December 2021 and in May 2022 of $142,311.95 each. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve a large project grant application submitted by Ben Goetten for a City Center Loft Revitalization Project, located at 105 North State St., Jerseyville, as recommended by the TIF Advisory Board. Comm. Stork verified with Jeff Soer, Director of Building and Zoning, the upgrades will be for the entire building and not just the State Street Side. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve a large project grant application submitted by Norbert Goetten for a Tenant Garage project, located in alley behind 105 North State St., as recommended by the TIF Advisory Board. Director of Building and Zoning Soer stated this is the garage next to the building Ben Goetten is doing his upgrades just previously approved. Comm. Stork questioned the cost of the project ($28,400.00) wanting to verify the Council is only approving eligible costs as defined in the grant application agreement. Some electrical costs were included that may not qualify but will be verified before reimbursement. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Bexheti, seconded by Comm. Pohlman, to approve the notice of award to Gound Tree Service, Inc. for the bid for “Tree Removal and Trimming Program 2021, dated October 27, 2021. Director of Public Works Manns spoke to the Council on the project stating two bids were received with Gound being the lowest at $63,600.00 for all trees listed, including stump removal. Once the project is completed, he anticipates the City will be billed at the end of December. Roll call vote showed all voted aye, no nays, motion carried.
A motion was made by Comm. Bexheti, seconded by Comm. Stork, to approve a professional surveying/engineering/land acquisition services agreement with Bartlett & West, Inc. for phase 2 services, related to Hollow Avenue roadway improvements. Director of Public Works Manns stated this project will be partially funded with monies received from the State of Illinois Rebuild Illinois program and grant money with looking at summer 2022 to begin construction. Roll call vote showed all voted aye, no nays, motion carried.
Under new business, Director of Public Works Manns mentioned he is working with Director of Building and Zoning Soer on getting bids for shelters and pool house at Dolan Park and shelters at Rotary Park. Mayor Russell announced donations for the Christmas Festival is more than what was raised in 2019. Manns also mentioned PGAV has begun to work on the City’s grant application and master planning with intentions of meeting with local businesses sometime in November.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to go into closed session to discuss personnel and purchase of property. Roll call voted showed all voted aye, no nays, motion carried.
Being no further business to be discussed and no action being taken from closed session a motion was made by Comm. Stork, seconded by Comm. Pohlman, to adjourn. Roll call vote showed all voted aye, no nays, motion carried.
