City of Troy Finance & Economic Development Committee met Dec. 20.

Here are the minutes provided by the committee:

MEMBERS PRESENT: Nathan Henderson (Chair), Debbie Knoll, Tony Manley, Dan Dawson (substituting for Elizabeth Hellrung) 

MEMBERS ABSENT: Elizabeth Hellrung 

OTHERS PRESENT: Alderman Tim Flint, Alderman Troy Turner, City Administrator Jay Keeven, City Treasurer Kelly Huelsmann, City Clerk Kim Thomas, City Engineer Tom Cissell, Public Works Director Rob Hancock, Deputy Clerk Andrea Lambert 

Chairman Henderson called the meeting to order at 6:45pm. 

Motion by Chairman Henderson to approve the Finance & Economic Development Committee minutes from the November 22, 2021 meeting as presented. Second by Alderman Knoll. Motion approved by unanimous voice vote of the committee members. 

Mr. Keeven spoke to the committee about a potential business opportunity involving commercial business moving to the area. Nothing is firm at this point. Committee members gave their opinion on the opportunity to Mr. Keeven based on impacts in area traffic and revenue changes. Mr. Keeven will pass the comments and concerns of the committee members to the developer for the chosen site and also for an alternate site.

Mr. Cissell informed the committee that there is an opportunity for a $2.6M grant under the Rebuild Illinois Program. We will, with the committee’s recommendation, applying for this grant to accomplish major work in the downtown area. The work (on Market Street) would include: burying all overhead power lines, installing new lighting, and reconstructing aging sidewalks and curbs, making them safe and ADA compliant. The city would provide $450K in matching funds. The committee was in full agreement that this should go to the city council for a vote, and they recommended its approval. 

Motion: To adjourn the meeting. 

Motion by Knoll. Second by Manley. Motion approved by unanimous voice vote. 

Meeting adjourned at 7:27pm.
