City of Collinsville Community Appearance Board met Feb. 9.

Here are the minutes provided by the board:

A. CALL TO ORDER:

Jones called the meeting to order at 6:00 pm.

B. ROLL CALL

Present: (7) Brion Brown Jr., Michelle Brown, Brion Brown Sr., Joe Calza, Liz Dalton, Janice Georg, and Ken Jones.

Absent: (3) Jennifer Andrade, Dia Bolandis, Susan Hellige, and Judy Nelson.

Also Present: Scott Rayho and Director of Parks and Recreation Kimberly Caughran.

E. APPROVAL OF MINUTES

A motion was made by Dalton, seconded by Georg to approve the minutes of the October 13, 2021, meeting. The motion carried by unanimous vote.

F. NEW BUSINESS

a. Business Landscaping Judging: The board members discussed how to implement the program. Michelle Brown proposed going with an informal program to begin with. She will take recommendations from the members and post shout outs to businesses on the CAB Facebook page. The program will run April through September and an outstanding business among the monthly winners will be decided upon in October. The program will be kept informal throughout the first season to allow for adjustments as necessary.

b. Member Recruitment: The Board has two vacancies. Michelle will promote the openings via the Facebook page to solicit additional members. Dalton will consult with her neighbor who is in the Garden Club to solicit members. Caughran will need confirmation from four members that are up for re-appointment in 2022: Brown, Sr., Jones, Hellige and Nelson.

c. 2022 Projects

i. Beltline/Highway 159 Island: It was confirmed that the Parks Department will mow and fertilize that area beginning this mowing season. George has a list of jobs that need to be completed but will wait until March to set workdays.

ii. West Main Street/ Westmoreland Island: Dalton will coordinate with Madison County to cut the grasses and work on Listeman Park at the same time.

iii. St. Louis Road/Caseyville Road Island: Brown, Sr. reported that the Russian sage needs to be cut back and possibly replaced. A workday will wait to be scheduled.

iv. Listeman Park: Dalton will need mulch added. Depending on timing, either Madison County or the parks staff will spread the mulch.

v. Uptown Area: Dalton will replant the pots when the weather permits.

vi. Century Oak: No report.

vii. Litter Pick Up: Litter pickups will be scheduled later in the year.

G. OLD BUSINESS

H. STAFF REPORT

Caughran thanked the board members for their help with the holiday programs in December. Discussion on how to better the judging forms resulted in needing more categories to judge including effort as well as having the addresses of the houses on the judging sheets. Caughran asked the board members for the construction of the entrance sign at Schnucks Park to be on the list of projects for 2022. Caughran reported that two memorial trees have been submitted for the year and gave copies of the forms to Dalton. The price for memorial trees will be $300.

I. COMMENTS FROM COMMISSION MEMBERS

Calza mentioned that the light at the City entrance sign near DIS is out. Caughran will have the Parks crew check on it and the other entrance signs as well. Brown, Sr. needs to glue the caps on the new Woodland Park entrance sign. Brown, Jr. will contact Summit School regarding planting a tree at Willoughby Farm for Arbor Day. Calza said thanks for to the City for putting on the light up parade. The Board members complimented the Christmas tree at Collins House for the past holiday season.

K. ADJOURNMENT: A motion was made by Georg, seconded by Dalton to adjourn the meeting at 6:48 pm.
