City of Highland City Council met Feb. 7.

Mayor Hemann called the Regular Session to order at 7:00pm. Council members Sloan, Frey, Bellm, and Hipskind were present. Others in attendance were City Manager Conrad, City Attorney Michael McGinley, Directors Cook, Gillespie, Imming, and Rosen, Police Chief Presson, EMS Chief Wilson, Treasurer Nicolaides, Deputy City Clerks Hediger and VonHatten, City Clerk Bellm, and 5 citizens.

Councilman Frey made a motion to approve the minutes of the January 18, 2021 Regular Session as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
PUBLIC FORUM
Citizens’ Requests and Comments:
Illinois Trekkers Volkssport Club – A Walk in Highland– Vickie Ridgeway, Representative, requested permission for the Illinois Trekkers to do their annual walks around Highland on Saturday, May 21, 2022, from 8:00am – approximately 3:30pm. She explained people would register from 8:30- 11:30am, that morning, to do a two 5K non-competitive walks, at the Square. The routes will be marked with some signage; however, most of signage will be in washable chalk on the sidewalks. The directional signage will go up on Friday, and we will remove the signs as soon as our last walker signs back in. Councilwoman Bellm made a motion to approve Illinois Trekkers’ request to hold their Volksmarch on Saturday, May 21, 2022, from 8:00am to approximately 3:30pm as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay.

Rusty Rodz Car Club – Rusty Rodz Car Cruse – Russell Huelsmann, Representative requested permission to use the downtown Square streets our car cruises the last Saturday of each month, May through October, from 5pm-8pm. Mayor Hemann noted you have been doing this for several years now. Councilwoman Bellm made a motion to approve the request of Rusty Rodz Car Club to hold a cruise-in on the downtown square, the last Saturday of each month, for the months of May through October 2022, from 5:00pm – 8:00pm each night, as requested. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
Holly’s House of Hope’s Sharing Hope 5K– Gabrielle Thompson, Representative, with SIUE that is working to assist Holly’s House of Hope. We have been working with Sargent Arik Steinbeck on a safer route. Councilwoman Bellm made a motion to approve the request of Holly’s House of Hope to host the Sharing Hope 5K on Saturday, March 26, 2022 as attached, contingent upon the police staff’s approval of the routes. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
Mayor Hemann noted that the first item, discussion on video gaming terminal fee, will be tabled until the following meeting.
John Kapp stated this past weekend was a big weekend. We had the dance competition at the high school. There was two trivia nights. The Boy Scouts, on Friday night, and the Moose Lodge. Then the spelling bee at the KC Hall, on Sunday. It was great to see everyone out and about, again. Lots of things to do. Another big thing was that snowstorm. During the big snowstorm, the streets department did a good job at getting everything cleaned up for weekend. Mayor Hemann expressed we appreciate the positive comments.
Requests & Comments of Council:
Councilwoman Bellm agreed the streets were cleaned up well. I understand several departments worked on the cleaned up. We have 66 miles of roadway to plow and salt. Councilwoman Sloan noted we kept power the whole time. Light & Power Director Dan Cook stated I would like to say had something to do with it, but I did not. Councilwoman Bellm noted, Tuesday, I had a flicker and lost power for a bit. Director Cook reported a squirrel got into the substation; however, he ended quickly.
Staff Reports:
City Manager Chris Conrad reported the discussion on the video gaming fee will be held at the next meeting. I missed it on the preliminary agenda. I spoke with Coach Fears; the State Champion HHS Cheerleaders will be at the next meeting, Tuesday, February 22. Monday, February 21 is a holiday.

Award Bid #PW-01-22, For Purchase of Two New Dump Trucks – Councilman Frey made a motion to award Bid #PW-01-22, for purchase of two new dump trucks, to Truck Centers, in Troy, IL, for the amount of $267,692.00 as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried. Approve Mayor’s Appointment of Joseph B. Garson to the Parks & Recreation Advisory Commission – Councilwoman Bellm made a motion to approve the mayor’s appointment of Joseph B. Garson to the Parks & Recreation Advisory Commission to fill the remainder of unexpired term of Denise Barolatti to July 31, 2023 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
Bill #22-14/RESOLUTION Authorizing the Mayor and/or City Manager to Apply for Park Commission Funds from Madison County, Illinois – Councilman Frey made a motion to approve Bill #22- 14/Resolution #22-02-2907 authorizing the mayor and/or city manager to apply for park commission funds from Madison County, Illinois as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
Bill #22-15/ORDINANCE Amending the City Code of Ordinances as Recommended by the Director of Public Safety – Councilwoman Bellm made a motion to approve Bill #22-15/Ordinance #3160 amending the City Code of Ordinances as recommended by the Director of Public Safety as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.
