City of Highland City Council met April 4.

Mayor Hemann called the Regular Session to order at 7:00pm. Council members Sloan, Frey, and Bellm were present. Councilman Hipskind was absent. Others in attendance were City Manager Conrad, City Attorney Michael McGinley, Directors Cook, Gillespie, and Imming, Asst. Police Chief Becherer, Treasurer Nicolaides, Deputy City Clerks Hediger and VonHatten, City Clerk Bellm, and 9 citizens.
MINUTES
Councilwoman Sloan made a motion to approve the minutes of the March 21, 2022 Regular Session as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, and Bellm voted aye, none nay. Motion carried.
PUBLIC FORUM
Citizens’ Requests and Comments:
Friends of L.O.L. – 24 Hour Laps of Love – Special Event Application – Traci Reichmann, Representative, stated we are looking to do a twenty-four hour race. It would be regular cars, with no modification to the mufflers or engine, so, low sound. There would be a four-man team for each car, looking to do as many laps as possible. The car with the most laps wins. We would like to have some entertainment, with a little music, and clowns, etc. to make it a family event. My goal is to get other organizations to participate in the event, provide food stands, or food trucks for the event. Councilwoman Bellm made a motion to approve the Friends of Leaps of Love request to hold 24 Hour Laps of Love, 9/30/2022 7:00pm to 10/1/2022 11:00pm. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, and Bellm voted aye, none nay. Motion carried.
Highland Ministerial Alliance – National Day of Prayer, Square Use Request – Pastor Chuck, from Highland Hope Methodist Church, requested permission to hold the National Day of Prayer on May 5, 2022, 6:30pm-8:00pm with use of Square. Councilwoman Bellm made a motion to approve the Highland Ministerial Alliance’s to hold National Day of Prayer on the Square, on May 5, 2022, 6:30- 8:00pm as requested. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Bellm voted aye, none nay. Motion carried.
Highland Biathlon – Lion’s Club, Special Event Application – Ryan Goodwin, Representative Stated the Lion’s Club is requesting to hold, once again, the annual biathlon event, which we have done for over forty years. It would be held, this year, on May 28, 2022 8am - 11am. With it, we are trying to do a shorter biathlon with a three-mile run or twelve-mile bike option. The one change from what was submitted is that we would be requesting Wi-Fi. Our timing company asked for that, if possible. Director Imming asked where at. Mr. Goodwin stated Lindendale Park. Director Imming stated that will be fine. Councilwoman Bellm made a motion to approve the Highland Lion’s Club request to hold their annual biathlon event on May 28, 2022 as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Bellm voted aye, none nay. Motion carried. Mr. Goodwin stated he was happy to note that normally we have to use companies out of St. Louis as our vendors; however, due to local entrepreneurs, the timing, t-shift, trophies, etc. will all be from Highland businesses.
Wayne Sway, Coventry Drive, stated, as you all know there are a lot of potholes around town. I would like to make a request for the city to look at repairs on Coventry Way, near Hampton Court, is the worst. I would like to see us moved up the list. A lot of what we have seen is hot patch. I would like to see a concrete fix. Mayor Hemann reported that during the budget discussion, at the last meeting, there was something like over 59 panels identified for replacement in different areas of town. Is that one area?
Director Gillespie inquired if there is painted numbers on the panels then they are slated for replacement. Dennis Foehner stated yes, they do have numbers on them. Mayor Hemann noted it is a difficult time of the year. We are finishing up with salt, getting the warmer temperatures and rain, which make these potholes show up.
PROCLAMATION
Mayor Hemann read a document proclaiming Saturday, April 29, 2022 Arbor Day in Highland.
Requests of Council:
Councilwoman Sloan noted DiMaggio Pizza has been doing grilling on the corner of Broadway and Walnut. Does he need to be moved back to more in store? Councilman Frey pointed out they are advertising doing this BBQ on a regular schedule. Councilwoman Bellm pointed out, if doing outside, it is not within a permanent structure. Councilman Frey inquired is that allowed for. City Attorney McGinley explained the liquor license is within the premises. This sounds more like a Madison County Health Department matter. Councilman Frey stated we need to look at it to be fair to all the other businesses. Councilwoman Sloan noted the BBQ on the streets was normally for organizations as fundraisers. Councilwoman Bellm agreed we need to look at it, in case others want to do that.
Mayor Hemann thanked Director Imming and the HCS staff for coming to his home to try out some new technology. Director Imming stated we need to do that some times to find out what is causing issues. Mayor Hemann reported my Nest and the Ringdoor™ bell was interrupting my video service.
Councilwoman Bellm acknowledged Parks & Rec for doing such a good job at getting all the trees planted out in the community and looking good.
Mayor Hemann reported we hosted a Swiss counsel here, last Thursday, from our sister city of Sursee, Switzerland. We gave them a tour of the city and various businesses. It was great to meet with them.
Staff Report:
City Manager Conrad reported the two replacement light poles would be put in along Broadway, this next week.
NEW BUSINESS
Approve Mayor’s Appointment of Jill Lawson to the Telecom Advisory Board – Councilwoman Bellm made a motion to approve the mayor’s appointment of Jill Lawson to the Telecom Advisory Board, to fill the unexpired term of Jon Boulanger, with the term to expire May 31, 2023 as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Bellm voted aye, none nay. Motion carried.
Making Tentative Budget for FY 2022-2023 Available for Public Review at City Hall and Setting the Public Hearing Date for 7:00 PM on Monday, April 18, 2022 – Councilwoman Sloan made a motion to approve making tentative budget for Fiscal Year 2022-2023 available for public review at City Hall and setting the public hearing date for 7:00 PM on Monday, April 18, 2022 as attached. Bill #22-45/RESOLUTION Waiving Competitive Bidding Requirement and Approving and Authorizing the Execution of a Purchase Agreement to Purchase Computer Equipment from Dell and CDW through the State of Illinois Joint Purchasing Program as a Sole Source Purchase - Councilwoman Sloan made a motion to approve Bill #22-45/Resolution #22-04-2925 waiving competitive bidding requirement and approving and authorizing the execution of a purchase agreement to purchase computer equipment from Dell and CDW through the State of Illinois Joint Purchasing Program as a sole source purchase as attached. Bill #22-47/ORDINANCE Pertaining to the Regulation of Video Gaming, Specifically Amending the City Code to Charge $250.00 Per Video Gaming Terminal Under the Video Gaming Act, 230 ILCS 40/1, to be Stated in the Highland Municipal Code; Chapter 10 – Amusements - Councilwoman Bellm made a motion to approve Bill #22-47/Ordinance #3174 pertaining to the regulation of video gaming, specifically amending the city code to charge $250.00 per video gaming terminal under the Video Gaming Act, 230 ILCS 40/1, to be stated in the Highland Municipal Code; Chapter 10 – Amusements as attached. Motion seconded by Councilwoman Sloan. Councilwoman Bellm stated I just asked how this is split between terminal operators and terminal establishments. It was explained that is in the state statute that way, so it does not need to be specified in our ordinance. City Manager Conrad reported, just as we began allowing for their liquor license fees, we will have this setup to where they can pay for this quarterly.
