City of Collinsville City Council met Aug. 9.

Mayor Miller called the meeting to order at 6:30 pm.

Kevin Wrigley inquired of a breakdown of home rule sale tax paid by residents and non-residents.
I. COMMENTS & ANNOUNCEMENTS - MAYOR
Mayor Miller spoke of the successful Smokin' on Main event held last weekend. He advised City staff member Derek Jackson won 2nd place for his chicken and a team from the Fire Dept. won 2nd place overall. He spoke of looking forward for upcoming events and parades in Collinsville.
J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS
Councilman Jerome spoke of future meetings to be held by others organization (not Council or City) to discuss Home Rule.
Councilman Hausmann mentioned the new shelters under construction at Woodland Park.

Parks and Recreation Director Kimberly Caughran spoke of upcoming events:
Free Family Movie Night - August 12 at Woodland Park, "Sonic 2"
Where's That Candle? Hunt in honor of Collinsville's 150th anniversary
Urban Ecology Club - August 14, 1-3pm at Woodland Park
Aqua Park updated hours of operation (closed Monday through Friday):
Saturday and Sunday's only 12-7pm
Labor Day weekend (including Monday) 2-5pm
Lastly, she spoke of the new pavilions underway at Woodland Park.

Mayor Miller asked if the Council wished to pull any items prior to a Motion. No items were pulled. A motion was made by Councilman Hausmann, seconded by Councilman Green, to approve the Consent Agenda. The motion carried by the following vote:

M. NEW BUSINESS
1. Ordinance Providing for the Emergency Purchase of a Mobile Trash Pump from C and C Pump & Supply, Inc. in the Amount of $53,405
Public Works Director Dennis Kress advised this Ordinance would authorize the purchase of a 6" pump on an emergency basis due to extensive lead times for delivery and the need to have the pump readily available when necessary. The pump is used during power outages and acts as a backup during high-flow conditions. He advised he receive 3 quotes but is recommending the purchase through C and C Pump & Supply due to minimal delivery time and overall performance of the pump they quoted. He advised this pump will replace the 1968 (54 year old) Gorman Rupp pump. A motion was made by Councilman Jerome, seconded by Councilman Green to approve. The motion carried by the following vote:

2. Ordinance to Award Contract with Ahlers Tree Service for Emergency Tree Removal at Woodland Park in the Amount of $55,000
Director Caughran advised this is a retroactive Ordinance for emergency tree removal at Woodland Park. She advised 65 trees were identified as hazardous and needing to be removed immediately. She indicated the City received bids with Ahlers being the lowest at $55,000.
Mayor Miller inquired of plans to replace the trees to which she advised they (Parks) will replace some of the trees with a type that is better suited for the park environment.
City Manager Bair spoke of utilizing the closed landfill as a tree farm for City use.
A motion was made by Councilman Hausmann, seconded by Councilman
Green to approve. The motion carried by the following vote:

3. Resolution in Support of and Authorizing the Mayor to Apply for St. Clair County Parks Grant (Morris Hills Park Improvements)
Director Caughran advised this Resolution is required as part of the grant application process for park funding from St. Clair County. The grant is for funds up to $30,000 to be used at Morris Hills park improvements for the neighborhood.
City Manager Bair spoke of Bob Allen, who helped assist the City with the grant process.
A motion was made by Councilman Green, seconded by Councilman Jerome to approve. The motion carried by the following vote:
