City of Belleville Parks & Recreation Board met Oct. 12.

Here are the minutes provided by the board:

The Regular meeting of the Board of Trustees for the Belleville Parks and Recreation Department was called to order at 6:30 p.m. by Ms. Marge Belt.

Roll Call Board Members (Alphabetical Order) Ms. Marge Belt, Mr. Brennan Hartin, Mr. Mike Heisler, Mr. Scott Lanxon. Mrs. Teresa Hessel was excused from the meeting.

Roll Call Staff Members (Alphabetical Order) Mr. Craig Maue, Mrs. Stephanie Perry, Mr. Jason Poole.

Previous Minutes

Ms. Belt asked if there were any additions or corrections to the minutes for the September 14, 2022 meeting. Mr. Heisler made a motion that the minutes be placed on file, the motion was seconded by Mr. Lanxon. All members voting aye. Motion carried.

Introduction of Guests and Public Participation

None.

Correspondence

Mr. Poole read a thank you letter Mayor Gregory received from Mr. Larry Betz, President of the Belleville Historical Society. Mr. Betz thanked Mr. Jason Poole and Park Maintenance staff for their great job of mounting the “Love Birds” sculpture at their Museum of Mid-Century Modern Architecture.

Claims

Mr. Heisler made a motion that the claims for the month of September 2022 be paid, the motion was seconded by Mr. Hartin. A roll call vote was taken with all members voting aye. Motion carried.

Summary of Fund Balances

Mr. Lanxon made a motion to have the finance reports for the month of September 2022 placed on file, the motion was seconded by Mr. Heisler. A roll call vote was taken with all members voting aye. Motion carried.

Bids

Mr. Poole provided the board members with a diagram and information for the proposed Bellevue Park playground improvements. Mr. Poole explained to the board members that Gametime offers a matching fund grant program and if equipment is order before November 1, 2022, and delivery is taken prior to December 31, 2022 there would be a discount of $84,000.00. Discussion was held on the proposed playground and purchase of the playground equipment. Mr. Lanxon made a motion to waive the formal bidding procedures, utilize the OMNIA Cooperative Purchasing Alliance (Contract # 2017001134), and purchase a playground and surfacing from GameTime in the amount of $241,122.85 net after $84,169.66 GameTime grant, seconded by Mr. Hartin. A roll call vote was taken with all members voting aye. Motion carried.

Recreation Supervisor

Mrs. Perry informed the board members there were 150 children who participated in the Belleville Kickers program at Laderman Park. Mrs. Perry informed the board members that the NFL Flag Football program is in its fourth week with six teams. Mrs. Perry stated that the Little Dribblers program begins at the Nichols Community Center on Saturday, October 15, 2022.

Mrs. Perry informed the board members the Sweet and Spooky program of making gingerbread houses in collaboration with the Gingerbread Contest Committee was a great success. Mrs. Perry stated there were 21 families registered and they were taught how to make gingerbread houses.

Mrs. Perry stated the Belleville Fire Department visited the Alphabet Academy four year old program. Mrs. Perry stated that Friday, October 14, 2022 is the Hocus Pocus Hayride event. Mrs. Perry stated enrollment was capped at 153 participants.

Director of Public Works

Mr. Poole informed the board members that the Rec Coordinator Athletics position was open again and applications were being accepted. Mr. Poole stated the position was advertised on Indeed and there have been numerous applicants.

Mr. Poole informed the board members that currently the rental fee for the Stone Lodge is $250.00 per day. Mr. Poole stated he would like to revisit all fees within the next couple of months to increase beginning the first of the new year. Discussion was held on fees.

Mr. Poole provided the board members with flyers for the Gingerbread 5K Run/Walk. Mr. Poole stated the event will be held on December 3, 2022 and there are currently 61 registered participants. Mr. Poole stated there is currently $3850.00 in sponsorship funds that have been committed and there has been $2500.00 in grant funds awarded by Metro East Park & Recreation District to the event. Mr. Poole stated the shirt color will be red this year. Mr. Poole stated last year there were over 562 participants including the Kids Dash participants.

Mr. Poole informed the board members that the Tour de Belleville committee met last month and the event will be held on June 10, 2023. Mr. Poole stated the event will once again be held at Eckert’s Belleville Farms and remain a daytime event.

Old Business

Mr. Poole informed and invited the board members to a ribbon cutting at East End Park, Thursday, October 20, 2022 at 2:00p.m. if anyone was available to attend.

Mr. Lanxon inquired when there would be a ribbon cutting at the Splash Pad. Mr. Poole stated that the project is not complete at this time. Mr. Poole stated there are two fittings that the contractors are waiting for as well as the cabinet over the mixing valves and the cage over the backflow preventer. Mr. Poole stated the ribbon cutting will be held in 2023.

Hearing no further New Business, Old Business or Questions from the Floor. Mr. Lanxon moved to adjourn the meeting, seconded by Mr. Hartin. All members voted aye. Motion carried. The meeting was adjourned at 7:02 p.m..
