City of Jerseyville City Council met Nov. 15.

Here are the minutes provided by the council:

Mayor William Russell called the regular session of the Jerseyville City Council to order on Tuesday, November 15th at City Hall beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Kevin Stork, Steve Pohlman, Nick Bexheti and Mayor Russell. City Commissioner Zachary Crawford was absent. Attorney William Strang was absent.

Commissioner Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the regular meeting held Tuesday, November 1, 2022. Roll call vote showed all voted aye, no nays, motion carried.

BILLS

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the bills as presented for November 15, 2022, in the amount of $320,571.28; not included in this total was the IMRF Early Retirement Incentive invoice scheduled to be paid before end of year. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the estimation of the 2023 Tax Levy. Comm. Stork mentioned areas that have been increased were mostly towards the pension plans; IMRF, Police, and Fire. Roll call vote showed all voted aye, no nays, motion carried. B. Due to lack of a full Council and City Attorney Strang being absent, a motion was made by Comm. Pohlman, seconded by Comm. Stork, to table the possible motion to approve an ordinance amending Title 6, Chapter 5, Paragraph 6-5c-5, related to controlled substances. Roll call vote showed all voted aye, no nays, motion carried.

OTHER BUSINESS

Comm. Pohlman questioned if any progress has been made regarding the alleyway next to Goodrich. Mayor Russell replied the City is waiting for a response from legal counsel. Comm. Stork mentioned the Veteran’s Day parade was well attended by the community. Mayor Russell announced there was a possible active shooter on high school campus and there thankfully was no issue and expressed his gratitude to the police department for their quick and response.

Public Comment

Mr. and Mrs. Greg Moore were present to voice their concerns of the upcoming increase in electric and the inability to speak to someone at Ameren regarding rates. Director of Building and Zoning Jeff Soer explained reasons related to the rate increase and how the City has negotiated with Constellation for a better rate at 12.1 beginning February 1st and the process of how customers will change over once the contract with Homefield expires.

Mrs. Moore questioned the progress of the Hollow Avenue Road project, Director of Public Works Bob Manns stated that Illinois Department of Transportation has finally given project approval and the City will begin the task of land acquisition/easements followed by project bids taken in the spring and construction beginning in the summer.

CLOSED SESSION

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to go into closed session to discuss personnel. Roll call vote showed all voted aye, no nays, motion carried.

LUMMA SETTLEMENT AGREEMENT

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the Lumma settlement agreement. Roll call vote showed all voted aye, no nays, motion carried.

ADJOURNMENT

Being no other business to be discussed, a motion was made by Comm. Stork, seconded by Comm. Bexheti, to adjourn the meeting at 6:38 p.m. Roll call vote showed all voted aye, no nays, motion carried.
