City of Belleville Finance Committee met Jan. 9

Chairman Whitaker called the meeting to order at 7:00 pm. All committee members were present. Chairman Whitaker introduced guests. Emergency evacuation procedures were announced. 

Chairman Whitaker opened public participation. There was no public participation. Public participation was closed. 

Chairman Whitaker asked for a motion to approve the minutes from the December 12, 2022 meeting. 

Motion 

Alderman Rothweiler made a motion to approve the minutes from December 12, 2022. Alderman Ovian seconded. All attending members voted yes. The motion passed. 

Agreement for Medical Insurance Broker Services 

Jamie Maitret explained that Alliant Insurance Services is our current broker for medical, dental, vision, and life insurance. We had not gone out for a request for qualifications 

(RFQ) in four years, so we recently did one again. We received four responses, but two were not received by the required time, so only two were considered. A small committee of staff reviewed the submissions, and is recommending to stay with Alliant Insurance Services as our broker. 

Motion 

Alderman Ferguson made a motion to approve entering into agreement with Alliant Insurance Services for medical insurance broker services. Alderman Elmore seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed. 

Electrical Permit Fee Changes 

Tom Bell, Chairman of the Electrical Commission, presented that the committee has been reviewing the fee schedule for over a year, and came up with some recommendations to raise some of the fees, especially since current fees are not covering the inspection expense. They would like the Finance Committee to consider approving their recommendations. Discussion followed. 

Motion 

Alderman Elmore made a motion to amend City Code of Ordinances Chapter 150.38(L), related to electrical permit fees. Alderman Ferguson seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed. 

Belleville Library Main Branch Elevator Modernization 

This bid was done to replace the elevator in the Main Branch Library. 

Motion 

Alderman Schaefer made a motion to approve the public bid for the Belleville Library Main Branch Elevator Modernization to Midwest Elevator in the amount of $162,514. Alderman Rothweiler seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed. 

Dissolution of TIF 9 and TIF 11 

Jamie Maitret explained that these TIFs recently expired, and this is approving final payment of remaining funds back to the taxing districts. 

Motion 

Alderman Ferguson made a motion to approve dissolution of TIF 9 and TIF 11, and distribution of remaining funds to St. Clair County for final distribution to taxing bodies. Alderman Duco seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed. 

Budget Amendments 

Budget amendments presented in the packets, as recommended by the Finance Director. Two of the amendments are for the TIF dissolutions just discussed, and the third one is in the Police Trust for spending of a generous donation just received.

Motion 

Alderman Rothweiler made a motion to approve the budget amendments, as recommended by the Finance Director. Alderman Ferguson seconded. Roll call vote was taken. Alderman Duco, Ferguson, Ovian, Schaefer, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed. 

Revenue Sources 

Motion to receive and file. 

Motion 

Alderman Schaefer made a motion to receive and file the revenue sources. Alderman Ferguson seconded. All attending members voted yes. The motion passed. 

Motion to Adjourn 

Alderman Ferguson made a motion to adjourn at 7:15 pm. Alderman Schaefer seconded. All attending members voted yes. The motion passed.
