City of Jerseyville City Council met Jan. 24.

Here are the minutes provided by the council:

Mayor William Russell called the regular session of the Jerseyville City Council to order on Tuesday, January 24th at City Hall beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Kevin Stork, Steve Pohlman (teleconference), Zach Crawford, Nick Bexheti and Mayor Russell. Attorney William Strang was present via teleconference.

Mayor Russell led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the regular meeting held Tuesday, January 10, 2023. Roll call vote showed all voted aye, no nays, motion carried.

BILLS

A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve the bills as presented for January 24, 2023, in the amount of $395,055.17. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve an ordinance to purchase real property from Phillip Hansen for the sum of $37,500.00, being part of lot A of the resubdivision of Lots 16 and 17 of Cross County Estates, phase 2 and part of lot 22 of Cross County Estates subdivision, to be used for a stormwater detention basin site as part of the Sandy Creek Phase I drainage improvements project. Director of Public Works Manns stated this purchase of property is similar to the one the City approved as part of the Pleasant Street drainage project in order to expand the drainage site. Roll call vote showed Pohlman aye, Crawford aye, Stork aye, Bexheti abstain, and Mayor Russell aye. Motion carried.

B. A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve notice of award for bid for Susnig Facility Parking Lot and Drainage Improvements dated January 18, 2023 and for the Mayor, City Clerk, and Director of Public Works to sign associated documents, to the low bidder being Stutz Excavating Inc. in the amount of $234,603.00. Roll call vote showed all voted aye, no nays, motion carried.

C. Approval of bid for roof restorations at Susnig/IVEDC facility dated January 18, 2023, and authorization for the Mayor, City Clerk, and Director of Public Works to sign bid documents was tabled.

D. A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve the City Clerk and Assistant City Clerk attend the Municipal Clerks of Illinois Winter Seminar in Charleston, Illinois January 26th and 27th. Roll call vote showed all voted aye, no nays, motion carried.

E. Approval of a land lease with AT&T for a communications tower to be located on Washington Street was tabled.

F. Mayor Russell read the list of employees earning a service award for 2022 and are as follows: Daniel Green, Sergeant 15 Years; John Lawson, Sergeant 25 Years; Richard Portwood, Patrolman 15 Years; Bobbie Lawson, Telecommunicator 5 Years; Brandon Purcell, Cemetery 5 Years; Tyler Hermens, Parks and Recreation Director 5 Years; Laurie Ingram, Library 25 Years; Tim Dean Firefighter 5 Years; Beau Blackorby Firefighter 5 Years; Tim Lyons, Firefighter 10 Years; and Jeff Gundlach Firefighter 25 years.

OTHER BUSINESS

In other business, Mengmeng Luo, Attorney with Stinson LLP was present representing SBA  Communications in regards to the proposed land lease agreement with At&t for a communications tower proposed for Washington street which was tabled previously during this meeting. She stated her client, SBA Communications, would learn more about the lease and construction of tower and they would like an opportunity to bid on a lease with the City on this proposed tower.

Public Comment

No public comment.

ADJOURNMENT

Being no other business to be discussed, a motion was made by Comm. Stork, seconded by Comm. Bexheti, to adjourn the meeting. Roll call vote showed all voted aye, no nays, motion carried.
