Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Public Participation

Michael Hagberg expressed his appreciation to the city for the numerous potholes that have been filled.

Mr. Hagberg also suggested to place a packet with general information about road projects on the city website. This would include projects that have been bid; detailed drawings and explanations as to what the project consists of. This would notify the residents in the area of the projects, if they would be affected.

Approval of Minutes

Alderwoman Sullivan made a motion to approve the minutes from December 19, 2022. Alderman Dintelman seconded the motion. All members were in favor by voting aye.

Jason Poole encourages sending concerns or complaints via email, text or report of concern.

New Business

1. Mascoutah Ave.

Motion to approve Christ Bros. Asphalt lowest responsive bidder, in the amount of $699,889.49 for improvements to Mascoutah Ave. Work consists of HMA surface removal and replacement, sidewalk removal, construction of new sidewalk ramps, curb removal, new concrete curb, detectable warnings, pavement markings, signs, and all other work necessary to complete the project. (ARPA Funds)

Alderman Rothweiler made a motion to approve Christ Bros. 2. Forest Ave.

Motion to approve Rooters Asphalt, lowest responsive bidder, in the amount of $560,936.35 for improvements to Forest Ave., from McKinley to East Monroe Street. Work consists of removal and replacement of asphalt, curb and guttering. (RBI Funds)

3. CDBG Agreement for South Church St.

Motion to enter into an agreement with CDBG (Community Development Block Grant) for the construction of road improvements on South Church St., in the amount of $425,500.00.

4. Motion to approve the standard annual MFT IDOT Contracts showing in the following list:

4a. 2024 Infrastructure Program

Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $310,850.60.

4b. 2024 Sidewalks Program

Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $147,274.00.

4c. 2024 Traffic Signals Program

Electrico, Inc., lowest responsive bidder, in the amount of $83,807.76.

Alderman Ovian made a motion to approve Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $310,850.60 for 2024 Infrastructure Program, Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $147,274.00 for 2024 Sidewalks Program and Electrico, Inc., lowest responsive bidder, in the amount of $83,807.76 for 2024 Traffic Signals Program. Alderman Weygandt seconded the motion. Members voting aye in a roll call vote: Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

5. Reunion Blvd.

Motion to approve Rooters Asphalt lowest responsive bidder, in the amount of $273,629.25 for improvements to Reunion Blvd. Work consists of milling existing pavement, removal and replacement of concrete gutters, Class D patching, placing a hot-mix asphalt binder course and placing a hot-mix asphalt surface course. (TIF 10 Funds)

Alderman Dintelman made a motion to approve Rooters Asphalt lowest responsive bidder, in the amount of $273,629.25 for improvements to Reunion Blvd. Work consists of milling existing pavement, removal and replacement of concrete gutters, Class D patching, placing a hot-mix asphalt binder course and placing a hot-mix asphalt surface course. Alderman Weygandt seconded the motion.

Members voting aye in a roll call vote: Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

6. Mascoutah Ave. Improvements Phase 2 Construction Inspection

Motion to approve Oates Associates, in the amount of $41,000.00, for Construction Inspection for Mascoutah Ave. (ARPA Funds)

Alderman Rothweiler made a motion to approve Oates Associates, in the amount of $41,000.00, for Construction Inspection for Mascoutah Ave. Alderman Weygandt seconded the motion. Following discussion, members voted aye in a roll call vote: Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

7. Forest Ave. Construction Inspection

Motion to approve Lochmueller Group, in the amount of $38,025.00, for Construction Inspection for Forest Ave. (RBI Funds)

Alderman Weygandt made a motion to approve Lochmueller Group, in the amount of $38,025.00, for Construction Inspection for Forest Ave. Alderwoman Sullivan seconded the motion.

Sal explained the consultants that will be performing the construction are not the same consultants that completed the design. Sal shared he has completed a supplement, which clarifys a contract we had terminated with the previous company. Sal Elkott read said proposed into the record.

Following discussion, members voted aye in a roll call vote: Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

8. Reunion Blvd. Construction Inspection

Motion to approve Gonzalez Companies, LLC, in the amount of $16,630.00, for Construction Inspection for Reunion Blvd. (TIF 10 Funds)

Alderman Dintelman made a motion to approve Gonzalez Companies, LLC, in the amount of $16,630.00, for Construction Inspection for Reunion Blvd. Alderman Weygandt seconded the motion.

Members voting aye in a roll call vote: Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

Miscellaneous/Aldermanic Discussion

Alderman Dintelman asks Sal if we will need more contractors to perform Construction Inspections.

Sal explained we are utilizing all 5 consultants and they are working in tandem, designing work. This is the work currently being performed. We have a high amount of work and plan to continue to work with the 5 consultants. Each one of them have been responsive, detailed professionals.

Mayor Gregory added, she is glad we completed the RFQ process and have 5 consultants. All 5 consultants are showing us what they are capable of, and this brings more Engineering Firms into our city. If we were to have a special project, we may need to expand our consultant search outside of the 5 current consultant companies, to reach a company best suited for the project.

Alderman Ovian asks Jason when the asphalt plans will reopen for the season. Jason explained it is very weather dependent. Normally, the plants open around March.

After discussion, meeting was adjourned.
