City of Fairview Heights City Council met April 4.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also remotely due to the COVID19 Pandemic with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

ROLL CALL

Roll call of Aldermen present: Aldermen Anthony LeFlore, Bill Poletti, Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, Harry Zimmerman, Pat Peck and Ryan Vickers. Alderman Brenda Wagner attended virtually. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION

Bianca Cameron-Schwiesow spoke regarding concerning behavior of Alderman Ryan Vickers.

Motion by Alderman Poletti to allow Ms. Cameron-Schwiesow an additional three (3) minutes of speaking time. Seconded by Alderman Wagner. Roll call on the motion showed Alderman LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Motion passed on 10 yeas.

Ms. Cameron-Schwiesow continued her remarks regarding the behavior of Alderman Vickers.

Motion by Alderman Zimmerman to allow another one (1) minute of speaking time for Ms. Cameron-Schwiesow. Seconded by Alderman Poletti. Roll call on the motion showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman voting "Yea" and Aldermen Frawley, Peck and Vickers voting "Nay." Motion passed on 7 yeas and 3 nays.

Ms. Cameron-Schwiesow then completed her remarks concerning Alderman Vickers.

CONSENT AGENDA

Alderman Brumfield moved to approve the March 21st City Council minutes and March 21st Executive Session minutes. Seconded by Alderman LeFlore.

Roll call on the March 21st City Council Minutes and March 21st Executive Session minutes showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Motion passed on 10 yeas.

COMMITTEE REPORTS

The Administration and Operations Committees will meet at 7:00 p.m. on Wednesday, April 12th at City Hall in the Council Chambers.

COMMUNICATIONS FROM THE MAYOR

The Mayor visited Washington, D.C. and had meetings with Senator Durbin, Senator Duckworth and Congressman Bost to discuss issues affecting our community and residents of Illinois. The Easter Egg Hunt and Special Needs Easter Egg Hunt were well attended, successful events on Saturday, April 1st. Mayor Kupsky spoke about Election Day and thanked the residents and members of City Council for their support and is honored to be serving the city for the next fours years as Mayor. The Mayor has served the city for 30 years, beginning with his new term in May. Mayor Kupsky announced that the Economic Development Director, Paul Ellis, has announced his retirement effective May 2nd. The Mayor will start a search for a new Economic Development Director and he and Dallas Alley will fill the position in the interim. The Mayor recognized the beginning of Passover and Easter and mentioned he will be celebrating on Sunday at Lakeview Memorial at 6:30 a.m. and all are welcome to join.

COMMUNICATIONS FROM ELECTED OFFICIALS

Alderman Pat Peck mentioned that the next Trekking for Trash event will be held on Saturday, April 8th meeting behind Walgreens at 8:00 a.m. All supplies are provided. There will be an additional date this month on April 22nd in honor of Earth Day. Alderman Peck also thanked Hucks for donating coupons to volunteers and also Café Biz 618 for donating treats. Alderman Wagner commended the Parks and Recreation Department for a great job on the Easter Egg Hunts.

UNFINISHED BUSINESS

Proposed Ordinance No. 01-'23, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article I Salaries, and establishing a new Article | Salaries; an Ordinance establishing salaries of appointed officials and employees of the City of Fairview Heights, IL 2022-2023. Proposed Ordinance No. 01-'23 was read for a second time.

Roll call on Proposed Ordinance No. 01-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley abstained from the vote.

Proposed Ordinance No. 01-'23 passed on 9 yeas and 1 abstain.

Proposed Ordinance No. 01-'23 now becomes ORDINANCE NO. 1939-2023.

NEW BUSINESS

Proposed Ordinance No. 02-23, an Ordinance establishing a budget for the City of Fairview Heights for the Fiscal Year 2023-2024. Motion by Alderman Poletti. Seconded by Alderman Brumfield. Proposed Ordinance No. 02-23 was read for the first time. Motion by Alderman Frawley to increase the Land Use and Development Home Rule Account 005-160-5-502-00, Equipment and Rolling Stock, from $6,000.00 to $11,000.00. Seconded by Alderman Poletti. Roll call on the motion showed Alderman LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Motion passed on 10 yeas.

Proposed Ordinance No. 03-'23, an Ordinance authorizing the purchase of real estate, St. Clair County Parcel Identification Numbers 03-19.0-205-001, 03-19.0-206-001, 03- 19.0-206-002, 03-19.0-206-003, 03-19.0-207-016 and 03-19.0-208-018 from the Fairview Heights Land Trust and Richard L. Shelton as trustee for the price of $700,000.00 plus any applicable closing costs. Motion by Alderman Poletti. Seconded by Alderman Brumfield. Proposed Ordinance No. 03-'23 was read for the first time.

Motion by Alderman Wagner to advance Proposed Ordinance No. 03-'23 to the second reading. Seconded by Alderman Menn.

Roll call to advance Proposed Ordinance No. 03-'23 to the second reading showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Motion passes on 10 yeas.

Proposed Ordinance No. 04-'23, an Ordinance amending Ordinance No. 1916-2022, passed April 19, 2022 and approved April 20, 2022; an Ordinance establishing a budget for the City of Fairview Heights for the Fiscal Year 2022-2023. Motion by Alderman Frawley. Seconded by Alderman Menn. Proposed Ordinance No. 04-'23 was read for the first time.

Motion by Alderman Frawley to advance Proposed Ordinance No. 04-'23 to the second reading. Seconded by Alderman Menn.

Roll call to advance Proposed Ordinance No. 04-'23 to the second reading showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Motion passes on 10 yeas.

Proposed Resolution No. 09-'23, a Resolution authorizing the Mayor to enter into an agreement with Planning Design Studio LLC (PDS) for planning and design services to develop a Master Plan for improvements to Pleasant Ridge Park. Motion by Alderman Williams. Seconded by Alderman Peck.

NEW BUSINESS-continued

Roll call on Proposed Resolution No. 09-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Resolution No. 09-'23 passes on 10 yeas.

Proposed Resolution No. 09-'23 now becomes RESOLUTION NO. 4480-2023.

Proposed Resolution No. 10-'23, a Resolution authorizing the Mayor on behalf of the City to accept the bid and enter into a construction agreement with Christ Brothers Asphalt to provide construction services for the Shoppes at St. Clair Square capital improvement project. Motion by Alderman Peck. Seconded by Alderman LeFlore.

Roll call on Proposed Resolution No. 10-'23 showed Aldermen LeFlore, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Poletti recused from the vote. Resolution No. 10-'23 passes on 9 yeas and 1 recuse. Proposed Resolution No. 10-'23 now becomes RESOLUTION NO. 4481-2023.

Proposed Resolution No. 11-23, a Resolution authorizing the Mayor to enter into a purchase agreement with Kansas Highway Patrol, Topeka, Kansas, for the purchase of one (1) 2019 Chevrolet Tahoe Police Vehicle for use by the Fairview Heights Police Department. Motion by Alderman Frawley. Seconded by Alderman Williams.

Roll call on Proposed Resolution No. 11-23 showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Resolution No. 11-23 passes on 10 yeas.

Proposed Resolution No. 11-23 now becomes RESOLUTION NO. 4482-2023.

Alderman Peck moved to adjourn. Seconded by Alderman LeFlore. Motion carried.
