City of Fairview Heights City Council met April 18

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also remotely due to the COVID19 Pandemic with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold. 

ROLL CALL 

Roll call of Aldermen present: Aldermen Bill Poletti, Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, Brenda Wagner, Pat Peck, Ryan Vickers and Anthony LeFlore. Alderman Harry Zimmerman was absent. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present. 

PUBLIC PARTICIPATION 

Greg Moats, Chairman of the Planning Commission, spoke regarding the 10-year Comprehensive Plan Review and is requesting input from each Ward in the City. 

Joyce Walton extended her congratulations to all the newly elected officials. 

CONSENT AGENDA 

Alderman Williams moved to approve the April 4th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $1,725,698.65. Seconded by Alderman Poletti. 

Alderman Peck moved to amend the bill list amount to include those items approved by the Administrative Committee prior to tonight's City Council meeting. Seconded by Alderman Wagner. Roll call on the motion to amend showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers, and LeFlore voting "Yea." Alderman Zimmerman was absent. Motion passes on 9 yeas and 1 absent. 

Roll call on the April 4th City Council minutes, Finance Director's Report, and the amended bills and invoices presented for payment in the amount of $2,160,575.63 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent. Motion passed on 9 yeas and 1 absent. 

COMMITTEE REPORTS 

The Community Committee meeting at 7:00 PM on Wednesday, April 19th will be chaired by Alderman Wagner due to the Mayor attending Lobby Day in Springfield. Alderman LeFlore will sit in as chair for the Planning portion of the meeting. 

COMMUNICATIONS FROM THE MAYOR 

The Mayor began with a moment of silence for Norm Miller, former Alderman and longtime resident of the City. Mayor Kupsky discussed the siren system and explained there are many tests being conducted to ensure they are working properly due to recent storms. The Mayor reminded everyone that the entire system will be replaced in the coming months and encouraged all residents to sign up for the Code Red system which provides warnings for severe weather events. Sign up for Code Red can be done through the Fairview Heights Police Department website. The Mayor mentioned some upcoming events including a Cornhole Tournament benefitting Salute to the Arts on April 29th, Career Day at Grant School on April 28th, and Fusion Restaurant ribbon cutting on May 5th Mayor Kupsky also announced the retirement of Paul Ellis, Economic Development Director, on May 3rd and Bert Fite, Land Use and Development inspector in early May. The Mayor will be out of town for a few days, please contact Kathy Frawley in his absence. 

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Vickers spoke on the subject of order as it pertains to public meetings. Alderman Peck reported that the next Trekking for Trash will be held on April 22nd at 8 A.M., meeting at Walgreens with Café Biz 618 and Hucks donating snacks and coupons. Alderman Brumfield noted that The Rec provided space for the Shred Day on April 15th and it was successful event. Mayor Kupsky reminded all the elected officials of their responsibility to the residents to be professional and respect each other. Alderman Frawley spoke regarding the extension of the speaking time during the Public Participation section of the City Council meeting on April 4th. Alderman LeFlore apologized for his conduct after the April 4th City Council meeting. 

UNFINISHED BUSINESS 

Proposed Ordinance No. 02-'23, an Ordinance establishing a budget for the City of Fairview Heights for the Fiscal Year 2023-2024 was read for a second time. 

Roll call on Proposed Ordinance No. 02-'23 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." 

Zimmerman was absent. 

Proposed Ordinance No. 02-'23 passed on 9 yeas and 1 absent. 

Proposed Ordinance No. 02-'23 now becomes ORDINANCE NO. 1940-2023. 

NEW BUSINESS 

Alderman 

Proposed Ordinance No. 05-'23, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article I - Salaries, and establishing a new Article I Salaries; an Ordinance establishing salaries of appointed officials and employees of the City of Fairview Heights, IL 2023-2024. Motion by Alderman Wagner. Seconded by Alderman Brumfield. Proposed Ordinance No. 05-'23 was read for the first time. 

NEW BUSINESS-continued 

Motion by Alderman Poletti to advance Proposed Ordinance No. 05-'23 to the second reading. Seconded by Alderman Peck. 

Roll call to advance Proposed Ordinance No. 05-'23 to the second reading showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent. Motion passes on 9 yeas and 1 absent. 

Roll call on Proposed Ordinance No. 05-'23 showed Aldermen Poletti, Williams, Menn, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent and Alderman Frawley abstained from the vote. Proposed Ordinance No. 05-'23 passed on 8 yeas 1 absent and 1 abstain. 

Proposed Ordinance No. 03-'23 now becomes ORDINANCE NO. 1943-2023. 

Proposed Resolution No. 12-'23, a Resolution authorizing the Mayor to enter into a contract on behalf of the City of Fairview Heights with Wissehr Electric, Inc. for improvements to the emergency vehicle preemptive system at twenty-seven (27) signalized intersections within the City. Motion by Alderman Williams. Seconded by Alderman LeFlore. 

Roll call on Proposed Resolution No. 12-'23 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent. Resolution No. 12-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 12-'23 now becomes RESOLUTION NO. 4483-2023. 

Proposed Resolution No. 13-'23, a Resolution authorizing the Mayor to enter into an agreement with United Health Care and Guardian Insurance Company for the provisions of group medical, dental, vision, and life insurance coverage for employees of the City of Fairview Heights effective May 1, 2023 through April 30, 2024. Motion by Alderman Peck. Seconded by Alderman Wagner. 

Roll call on Proposed Resolution No. 13-'23 showed Aldermen Poletti, Williams, Menn, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent and Alderman Frawley abstained from the vote. Resolution No. 13-'23 passes on 8 yeas, 1 absent and 1 abstain. Proposed Resolution No. 13-'23 now becomes RESOLUTION NO. 4484-2023. 

Motion to remove the 1994 Caterpillar 935 track loader from the City of Fairview Heights inventory by means of an auction. Motion by Alderman Poletti. Seconded by Alderman Menn. Roll call on the motion showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers and LeFlore voting "Yea." Alderman Zimmerman was absent. Motion passes on 9 yeas and 1 absent. 

Alderman Poletti moved to adjourn. Seconded by Alderman Peck. Motion carried. 

Meeting adjourned at 7:33 p.m.
