The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also remotely due to the COVID19 Pandemic with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.
ROLL CALL
Roll call of Aldermen present: Aldermen Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, Brenda Wagner, Pat Peck, Ryan Vickers, Anthony LeFlore and Bill Poletti. Alderman Harry Zimmerman arrived at 7:07 P.M. City Clerk Karen Kaufhold and Attorney Garrett Hoerner were present.

CONSENT AGENDA
Alderman Peck moved to approve the April 18th City Council minutes. Seconded by Alderman Poletti.
Roll call on the April 18th City Council minutes, showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Peck, Vickers, LeFlore and Poletti voting "Yea." Alderman Zimmerman was absent. Motion passed on 9 yeas and 1 absent.
COMMITTEE REPORTS
The new Committee assignments that begin in May were distributed to the Council members and the Mayor looks forward to working with all the committees this month.
COMMUNICATIONS FROM THE MAYOR
The Mayor began by congratulating the newly sworn in elected officials and followed with a moment of silence for Bob Prescott and Betty Martz that passed away this past week. Mayor Kupsky then read two proclamations; the first was "Turquoise Takeover Week" for Lung Cancer Awareness from May 8th through May 14th and the second was "Small Business Week" from May 1st through May 5th recognizing the entrepreneurial spirit of those small businesses with the City of Fairview Heights. An official ribbon cutting will be held at Fusion Cafe on Friday, May 5th at 10:00 A.M. The City's Economic Development Director, Paul Ellis, retired today and the Mayor and Land Use Development Director, Dallas Alley, will be the interim contacts until the position is filled. There will be upcoming announcements regarding the former Sears and Weekends Only locations regarding new tenants.
COMMUNICATIONS FROM THE MAYOR-continued
The closing took place on the Fairview Hills property and the Mayor went and visited with many of the residents to provide updates. The Mayor also pointed out the new signage in the Council Chambers, which provides a good representation of the City.
COMMUNICATIONS FROM ELECTED OFFICIALS
City Clerk Karen Kaufhold mentioned that this is National Clerks Week and thanked the staff in the City Clerk's Office for their work. Alderman Harry Zimmerman noted the current City Council 's dedication to the residents of the City of Fairview Heights.

Proposed Ordinance No. 06-'23, an Ordinance affirming the purchase of certain real estate by the City from GFS Marketplace Realty Five, LLC for use as right-of-way for the construction of streetscape improvements for Market Place Phase III. Motion by Alderman Wagner. Seconded by Alderman Peck. Proposed Ordinance No. 06-'23 was read for the first time.
Motion by Alderman Poletti to advance Proposed Ordinance No. 06-'23 to the second reading. Seconded by Alderman LeFlore.
Roll call to advance Proposed Ordinance No. 06-'23 to the second reading showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Motion passes on 10 yeas.

Mayor Kupsky recessed the City Council meeting at 7:22 P.M.

Roll call of Alderman present showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti. City Clerk Karen Kaufhold, Attorney Garrett Hoerner, and Parks and Recreation Director Angie Beaston were also present.
Alderman Wagner moved to adjourn. Seconded by Alderman Poletti. Motion carried.
