City of Belleville Health, Housing and Building Committee met May 17.

- CALL TO ORDER
- Chairman Chris Rothweiler called the meeting to order at 6:03 P.M.
- EXPLANATION OF DISASTER PROCEDURE
- ROLL CALL OF ALDERPERSONS/COMMITTEE MEMBERS
- ROLL CALL OF DEPARTMENT HEADS
- PUBLIC PARTICIPATION:
- Mr. Ovian stated that 8300 W Main St is causing property values to go down, but the house can be saved.
- Mr. Tuftow expressed support to raise chickens inside the city limits similar to the ordinance Swansea, IL has.
- Mr. Baker expressed support for raising chickens inside the city limits due to being economically helpful to the household that they are being raised for.
- Ms. Mccarron expressed support to raise chickens inside the city limits. She stated that she has had several friends not move to the city due to being allowed to have chickens.
- Mr. Holm expressed support to raise chickens inside the city limits. He stated that chickens are not loud and he has found no evidence of allowing chickens causing property values to go down.
- Mr. Hagberg asked Scott Tyler about 30 S 8th St.

- NEW BUSINESS
- Discussion on chickens/chicken coops
- Alderperson Chris Rothweiler would like to make a motion to refer this to ordinance and legal for preparation, proper zoning, and licensing of chickens (licensed yearly, inspected yearly and appropriate fees).
- Scott Tyler stated he is indifferent to this ordinance, and he is willing to enforce it.
- Alderperson Kent Randle states that he thinks this ordinance should go as a referendum at the next general election so the entire city could be a part of this decision.

- Discussion of 24 demolitions
- Scott Tyler stated all properties have been demolished and he has before and after pictures if needed.
- Discussion of on urgent properties
- He has a limited amount of money as of May 1st_ He listed the top 10 that need to come down.
- Assistant Attorney Lloyd Cueto presented a PowerPoint regarding the demolition process and discussed why it could take so long for the city to get ownership of a property.
- Belleville Crossing Landscaping-
- Scott Tyler stated he has been in contact with the landscaper and the property managerfor Belleville Crossing.
- OTHER BUSINESS TO COME BEFORE THE COMMITTEE:
- 8300 W Main St-Assistant City Attorney Llloyd Cueto gave an update.
- 9 N 80th St- Assistant City Attorney Lloyd Cueto gave an update.
- Alderperson Kent Randle inquired about 6901 W Main St. Scott Tyler replied that it is a city owned property and will be demolished.
- Alderperson Scott Ferguson inquired about 4 Rue Deau Ville. Scott Tyler replied that it was sent to LloydCueto.
- Steve Thouvenot gave an update on 10606 W Main St.
- Steve Thouvenot stated Schaefer Excavating has a contract to demolish the property Payday Loan Building at W Main and North Belt West.
