City of Jerseyville City Council met June 13.

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, June 13th at City Hall beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Anthony Steckel, Steve Pohlman, John Miles, Zachary Crawford, and Mayo Stork. City Attorney William Strang was present.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Pohlman, seconded by Comm. Miles, to approve the minutes from the regular meeting held Tuesday, May 30, 2023. Roll call vote showed Pohlman aye, Crawford abstain, Steckel aye, Miles aye, and Mayor Stork aye. Motion carried.

BILLS

A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the bills as presented for June 13, 2023, in the amount of $368,175.64. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Crawford, seconded by Comm. Pohlman, to approve the recommendation of the Planning and Zoning Board to extend the temporary moratorium on the location of and zoning petitions for the location of adult-use cannabis establishments and paraphernalia businesses, and related uses in the City of Jerseyville in all businesses and manufacturing zoning districts and in the one and one-half mile extra jurisdictional area around the City of Jerseyville until December 13, 2023. City Attorney Strang updated the Council stating he is still working with Ancel Glink regarding the revisions to the zoning ordinance. Comm. Steckel questioned the one- and one-half mile area which Attorney Strang explained State law allows the municipality the right to take control of that area with regards to various issues such as comprehensive planning, permitting, zoning, etc. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve a resolution to close the South end of Magnolia Drive. Comm. Miles stated the residents that live on Bluebird Lane signed a petition requesting permanent closure at the South end of Magnolia. Director of Public Works Manns mentioned this has been discussed over the last couple of years and with the passage of this resolution, the City will install permanent guardrails and signs to officially close. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve an Illinois Department of Transportation resolution to close State Hwy #67 for the Jersey County Fair Parade on Tuesday, July 11th from 5:00 to 9:00 p.m. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Miles, seconded by Comm. Pohlman, to approve the reappointment of Don Breitweiser to the Planning and Zoning Board with a term to expire in April 2028. Roll cal vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve the reappointment of James Frazier to the Planning and Zoning Board with a term to expire in April 2029. Roll call vote showed all voted aye, no nays, motion carried.

F. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve the reappointment of Jeff Heitzig to the Planning and Zoning Board with a term to expire in April 2025. Roll call vote showed all voted aye, no nays, motion carried.

OTHER BUSINESS

Director of Public Works Manns reminded the Council of the upcoming Phase I IDOT bid letting for Hollow Avenue. Mayor Stork reminded the public of the Rock the Block Concert June 30th from 6:00 to 9:00 p.m. with the Owlz Band, applications are still being taken for Director of Tourism, Susnig/IVEDC parking lot are temporarily closed for drainage improvements and resurfacing, Adams Street between Maple and McBride will be closed for IAW road patch, and along State Street sidewalks on the east side, from Mulberry St. north to Snedeker St., will be closed intermittently the next few weeks for sidewalk repairs by City crews.

ADJOURNMENT

Being no other business to be discussed, a motion was made by Comm. Pohlman, seconded by Comm. Miles, to adjourn the meeting at 6:14 p.m. Roll call vote showed all voted aye, no nays, motion carried.
