City of Fairview Heights City Council met June 20.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

ROLL CALL

Roll call of Aldermen present: Aldermen Barbara Brumfield, Brenda Wagner, Harry Zimmerman, Pat Peck, Ryan Vickers, Anthony LeFlore, Bill Poletti, Denise Williams, Frank Menn and Josh Frawley. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

CONSENT AGENDA 

Alderman Poletti moved to approve the June 6th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,048,258.42. Seconded by Alderman Brumfield.

COMMITTEE REPORTS 

The Mayor announced there is a Community Committee meeting on Wednesday, June 21st at 7:00PM.

COMMUNICATIONS FROM THE MAYOR 

Mayor Kupsky began with a moment of silence for Mark Eckert, the former Mayor of Belleville, and Mary Kay Beyersdorfer, mother of Captain C.J. Beyersdorfer. The City held a Juneteenth celebration spearheaded by Alderman Denise Williams. The Mayor noted there will be a ribbon cutting on Thursday, June 22nd at 4:00 P.M. for i3 Broadband. Mayor Kupsky announced the new Economic Development Director, Ted Shekell. In conclusion, the Mayor wished everyone a Happy Fourth of July and announced the next City Council meeting would be held on Tuesday, July 18th at 7:00 P.M.

UNFINISHED BUSINESS 

Proposed Ordinance No. 07-'23, an Ordinance amending Ordinance No. 190, "The Revised Code", Chapter 14, Development Code, to include cosmetic tattooing as a permitted use in Planned Business, and incorporating a definition of cosmetic tattooing. Proposed Ordinance No. 07-'23 was read for a second time.

Roll Call on Proposed Ordinance No. 07-'23 showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Ordinance No. 07-'23 passes on 10 yeas.

Proposed Ordinance No. 07-'23 now becomes ORDINANCE NO. 1945-2023.

NEW BUSINESS 

Proposed Ordinance No. 08-'23, an Ordinance authorizing a Redevelopment Agreement between the City of Fairview Heights, Illinois and Mueller Furniture, LLC for adaptive reuse of the former Weekends Only at 51 Commerce Lane in the City of Fairview Heights, Illinois. Motion by Alderman Peck. Seconded by Alderman Wagner. Proposed Ordinance No. 08-'23 was read for the first time.

Motion by Alderman Poletti to advance Proposed Ordinance No. 08-'23 to the second reading. Seconded by Alderman Frawley.

Roll call to advance Proposed Ordinance No. 08-'23 to the second reading showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas.

Proposed Ordinance No. 09-'23, an Ordinance authorizing a Redevelopment Agreement between the City of Fairview Heights, Illinois and Grady Commercial Real Estate, LLC for adaptive reuse of the former Stake and Shake at 10860 Lincoln Trail in the City of Fairview Heights, Illinois. Motion by Alderman LeFlore. Seconded by Alderman Vickers. Proposed Ordinance No. 09-'23 was read for the first time.

Motion by Alderman Frawley to advance Proposed Ordinance No. 09-'23 to the second reading. Seconded by Alderman LeFlore.

Roll call to advance Proposed Ordinance No. 09-23 to the second reading showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas.

Motion by Alderman Wagner to amend Proposed Ordinance No. 09-'23 to accept changes as presented by Land Use Director, Dallas Alley. Seconded by Alderman LeFlore.

Proposed Ordinance No. 10-'23, an Ordinance providing for the vacating of a 16-foot wide alley between Lots 11, 12, 13 and 14 in "J. Nick Perrin's Subdivision" and also providing for the recording of a copy of this Ordinance, together with an accurate map in the Recorder of Deeds Office and filing of same in the County Clerk's Office in St. Clair County. Motion by Alderman Poletti. Seconded by Alderman LeFlore. Proposed Ordinance No. 10-'23 was read for the first time.

Motion by Alderman Poletti to advance Proposed Ordinance No. 10-'23 to the second reading. Seconded by Alderman LeFlore.

Proposed Ordinance No. 11-23, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article - Salaries, and establishing a new Article I Salaries; an Ordinance establishing salaries of appointed officials and employees of the City of Fairview Heights, IL 2023-2024. Motion by Alderman Brumfield. Seconded by Alderman Poletti. Proposed Ordinance No. 11-23 was read for the first time.

Motion by Alderman Peck to advance Proposed Ordinance No. 11-23 to the second reading. Seconded by Alderman Poletti.

Proposed Resolution No. 29-'23, a Resolution authorizing the Mayor on behalf of the City to enter into an Engineering Services Agreement with Millennia Professional Services to provide professional engineering services for the Fairview Hills Street Improvements Project. Motion by Alderman Menn. Seconded by Alderman Wagner.

Motion by Alderman Peck to amend Proposed Resolution No. 29-'23 by removing "Bonita" from Section 1e from the attached work schedule. Seconded by Alderman Wagner. Roll call on the motion to amend Proposed Resolution No. 29-'23 by removing "Bonita" from Section 1e showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas. Motion by Alderman Poletti to amend and revise the lump sum amount to $121,374.00 per Millenia's revised preliminary Services Engineering Agreement spreadsheet for Proposed Resolution No. 29-'23. Seconded by Alderman Wagner.

Proposed Resolution No. 30-'23, a Resolution authorizing the Mayor on behalf of the City to enter into a Short Form Agreement for Professional Services with Horner & Shifrin, Inc. to provide professional engineering services for the Lincoln Trail Sidewalk Reconstruction - Phases IV and V Project. Motion by Alderman Williams. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 30-'23 showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Proposed Resolution No. 30-'23 passed on 10 yeas.

Alderman Poletti moved to approve the reappointment of Pat Wesemann to the Planning Commission, term to expire on June 1, 2026. Seconded by Alderman Peck. Roll call on the motion showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas.

Alderman Wagner moved to approve the appointment of an Economic Development Director for the City of Fairview Heights. Seconded by Alderman LeFlore. Roll call on the motion showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas.

Alderman Peck moved to approve a road closure for a portion of Crystal Drive for the Ashland Meadows HOA Neighborhood Picnic on Saturday, July 8th from 4:00 P.M. to 6:00 P.M. Seconded by Alderman Zimmerman. Roll call on the motion showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Menn and Frawley voting "Yea." Motion passes on 10 yeas.

Alderman Wagner moved to adjourn. Seconded by Alderman Peck. Motion carried.
