City of Belleville Health & Housing Committee met July 19.

Here are the minutes provided by the committee:

PRESENT: Committee Alderpersons - Chris Rothweiler, Chairman; Jamie Eros- Ward 2; Kent Randle-Ward 3; Scott Ferguson- Ward 3; Kara Osthoff- Ward 8

Staff Members - Scott Tyler, Health, Housing & Building Director; Steve Thouvenot, Building Commissioner; Lloyd Cueto, Assistant City Attorney.

Absent: Tricia Tialdo

GUESTS: Michael Hagberg

1. CALL TO ORDER BY CHAIRPERSON ROTHWEILER 

• Chairman Chris Rothweiler called the meeting to order at 6:00 P.M.

2. EXPLANATION OF DISASTER PROCEDRUE: 

3. PUBLIC PARTICIPATION 

• Mr. Hagberg discussed concerns about the Q-Alert program, both the web version and phone application. He stated there is no easy way to connect the Q-Alert number with the address of concern.

4. APPROVAL OF MINUTES 

4-A. Motion to Approve the minutes of the Health, Housing and Building Committee meeting June 21, 2023.

• Motion made by: Alderperson Eros

• Seconded by: Alderperson Ferguson with corrections stated.

• Voice Vote: Passed

5. NEW BUSINESS 

5-A. Discussion on properties for demolition.

• 49 Scarlet Dr- court order

• Alderperson Randle asked if this property was being rehabbed. Scott Tyler responded by saying that he was not aware of rehab work being done at this address.

• 85 N 98th St-court order

• 134 N Virginia Ave- court order

• Alderperson Schneider asked for an estimated time of when this house would be demolished. Scott Tyler responded by saying that he has applied for the services to be removed. Once that is completed the asbestos study will be done. The bid package will be put together once this is completed on all 5 properties, and he thinks it will be by the first of the year.

• 500 Lebanon Ave- city owned property

• 6905 W Main St- city owned property

6. OTHER BUSINESS TO COME BEFORE THE COMMITTEE: 

• Alderperson Schneider asked about the status for 824/826 Sycamore and 820/822 Sycamore. Lloyd Cueto reported that he will be asking the judge for notice of publication for 820/822 Sycamore St. Steve Thouvenot stated that he received an email at the end of the day today stating that 824/826 Sycamore St was sold. He stated that the property will have to be reevaluated and he needs to speak to the new owners about their plans for the property. Alderperson Schneider has a letter from a neighbor who is concerned about the condition of these properties. Lloyd Cueto stated he could speak to the new owners and the concerned neighbor.

• Lloyd Cueto stated that the list of houses to be demolished from the last meeting has been published in the BND and he has not heard from anyone yet and will be going before the Judge Catts on Monday to receive the orders for demolishment. The Payday Loan Place has a signed contract to be demolished and Scheafer Excavating is the contractor.

• Scott Tyler asked Lloyd Cueto about Tisha Thomas. He stated she told Judge Catts that the house was worth $150,000.00. He stated that if the estimated cost to repair the property is over 50% of the value of the property, the judge can order it to be demolished. The next hearing is on July 31st, 2023.

• Alderperson Schneider asked about Ronnie Glass on Lucinda. She stated his property is uninhabitable. Chairperson Rothweiler asked Alderperson Schneider to fill out a report of concern.
