City of Belleville Streets & Grades Committee met July 17.

Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Public Participation 

Michael Hagberg requested updates for the GIS/Road Surface Study from the TWM Presentation, replacement of the topsoil and grass along Centreville Ave., and the South 6th Street Centreville Project.

6:03pm Mayor Gregory joined the meeting.

Approval of Minutes 

Alderwoman Schneider made a motion to approve the minutes from June 20, 2023. Alderwoman Sullivan seconded the motion. All members were in favor by voting aye.

Assistant Director of Public Works 

Jason Poole gave an overview of the Public Works Department.

Oil/Chip resurfacing has been completed. Sweeping of the extra chip is to be completed this week or early next week.

The Oil/Chip Program calculated to be $303,000.00 this year with the use of 5,700 gallons of oil/237 tons and 1,750 tons of Trap Rock. Region 2 has been completed. Alleys were not completed. Jason explained him and Sal are discussing a schedule for the alleys each year.

Public Works has received a total of 978 QAlerts from the beginning of January. 18 remain open, 171 in progress, 775 closed, 14 on hold. Majority are Pothole reports, Street Sweeping, Pavement Issues, Tall Grass/Weeds on Public Property.

6:04pm Alderman Ovian joined the meeting.

Chairman Alderman Randle explains Oil/Chip is not a good solution to some alleys. He requests Jason and Sal to discuss how to improve them.

Jason added he spoke with the Norfolk Southern IL Engineering Dept. last week. They stated the permanent repairs for N. 17th street RR Crossing will be completed in July 2023. He also requested them to fill the Potholes between the rails.

Chairman Alderman Randle asks if Norfolk Southern IL is conducting any additional RR repairs within the city. Jason is not aware of any additional work repairs.

Alderman Dintelman asks how much weight should streets hold that have been Oil & Chipped? There are several streets and alleys with Potholes and ruts that have standing water. How much do the sanitation trucks weigh? Jason explains the Sanitation Trucks are approximately 26,000lbs. Oil/Chip is a Pavement Preservation that includes a thin coat of oil with chip on top.

Sal added Oil/Chip does not add structural strength to it. Over time, Oil/Chip needs to be done to seal it from water getting into the subgrade. Rock is added for the vehicles to be able to drive on it. If Oil/Chip is not performed in a timely manner, it will consist of several problems which include edge of pavement deterioration. Repairs will need to be completed prior to performing Oil/Chip. It is important not to ignore the problems. The faulty locations need to be dug out and rebuilt with a section that is structurally sound. Turning Oil/Chip roads into Asphalt is adding a huge amount of money to the liability column of the city. Oil/Chip can be maintained for less money than the maintenance of Asphalt.

Alderman Ovian asks Jason when the Potholes along the South Side of 89th St. & W. Main St., at IL 157 at the corner turning East, will be filled. Jason stated they will fill them this week.

New Business 

1. Freeburg Ave. Roundabout Scope of Work Modification 

Motion to approve Kaskaskia Engineering Group, LLC, in the amount of $105,505.00 for the completion of plans for Freeburg Ave. Roundabout by updating plans, updating easements, refile for expired permits, and design lighting as required by IDOT. (TIF 3 Funds) Chairman Alderman Randle waived Executive Session as this has been added to the City Council Agenda for this evening.

2. Cool Valley Proposal 

Motion to approve Oates Associates in the amount of $100,500.00 for preparation of construction documents for Flood Mitigation plans of Cool Valley. (TIF 3 Funds)

Alderman Weygandt made a motion to approve Oates Associates in the amount of $100,500.00 for preparation of construction documents for Flood Mitigation plans of Cool Valley.

Alderman Dintelman seconded the motion.

Members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Weygandt. Sullivan, Randle. Motion carries.

3. TWM Agreement for Additional Street Repairs 

Motion to approve an agreement with TWM in the amount of $67,300.00 for additional street repairs to be added to the Lincolnshire bid package. Streets include E. Adams from Forest Ave. to Portland Ave., E. Grant from Wabash Ave. to Portland Ave., Wabash Ave. from E. Grant to McClintock Ave., S. Douglas Ave. from Olive St. to McKinley Ave., S. Douglas from Prairie Ave. to McClintock Ave., Grand Ave. from E. Main St. to N. Douglas Ave. (ARPA Funds) Alderwoman Schneider made a motion to approve an agreement with TWM in the amount of $67,300.00 for additional street repairs to be added to the Lincolnshire bid package. 4. A1A Asphalt Striping of 17th Street 

Motion to approve A1A Asphalt in the amount of $26,700.00 for pavement striping of 17th Street. (ARPA Funds)

Alderman Weygandt made a motion to approve A1A Asphalt in the amount of $26,700.00 for pavement striping of 17th Street. Alderwoman Duco seconded the motion.

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Weygandt, Sullivan, Randle. Motion carries.

Miscellaneous/Aldermanic Discussion 

Alderman Ovian encourages the 70/30 Sidewalk Replacement Program to be promoted more. Sal added the 70/30 Sidewalk Replacement Program was a great learning experience for the committee. Residents have taken advantage of improving their sidewalks, which helped us build and improve our city.

Alderwoman Schneider explained there is a resident in her area that refuses to replace a sidewalk, due to the cost. Sal explained he has the authority to replace a sidewalk if it presents hazards to the common good, we can replace it. If a resident is not patient and does not want to wait for the city to replace a sidewalk, they may participate in the 70/30 Sidewalk Replacement Program. This program does not prohibit the city from improving the infrastructure.

Sal gave an update for the GIS/TWM Road Surface Study. He has been testing it and has found a few minor improvements to be made. He has been using the system for some of the roads that need to be repaired. We are working with them to make all necessary improvements.

A work order for the replacement of the topsoil and grass along Centreville Ave. was issued to the contractor. Contractor's are extremely busy with our additional work orders, along with work they already have. They have been in contact with Sal, stating they have been held back with other projects. However, it is on their list of items to complete.

The South 6th Street Centreville Project was paused for a while due to Environmental concerns. Testing was completed and work may now resume.

Jason added JF Electric was working to remove poles last week.
