City of Fairview Heights City Council met July 18.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

ROLL CALL 

Roll call of Aldermen present: Aldermen Brenda Wagner, Harry Zimmerman, Pat Peck, Anthony LeFlore, Josh Frawley, Frank Menn, Barbara Brumfield. Aldermen Ryan Vickers and Bill Poletti attended virtually. Alderman Williams was absent excused. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION 

Andrew Barclay, Driven Brands, spoke regarding the Proposed Resolution No. 34-'23 Special Use Permit for the tunnel car wash.

Dan Manning, attorney for Driven Brands, spoke regarding Proposed Resolution No. 34- '23.

CONSENT AGENDA 

Alderman Peck moved to approve the June 20th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $1,910,911.44. Seconded by Alderman LeFlore.

Roll call on the June 20th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $1,910,911.44 showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Frawley, Menn and Brumfield voting "Yea." Alderman Williams was absent. Motion passed on 9 yeas and 1 absent.

COMMITTEE REPORTS 

The Mayor announced that the Community Committee would meet Wednesday, July 19th.

COMMUNICATIONS FROM THE MAYOR 

Mayor Kupsky began by thanking the members of the Police Department for their efforts during the recent storms. The Mayor noted the ceremony at the Police Department held on July 17th to recognize staff awards and promotions. The Mayor extended a warm welcome to the new Economic Development Director, Ted Shekell. The annual Art Fair

COMMUNICATIONS FROM THE MAYOR-continued 

and Wingfest are coming soon, with an Art Fair Fundraiser to be held on August 2nd at Associated Bank. Mayor Kupsky reminded everyone to stay safe as more storms are predicted for the area. The Mayor announced that the City will not be doing a limb pickup at this time, as the damage was isolated throughout the City after review by the Public Works Department. The guard shack at Fairview Hills will be demolished on Wednesday.

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Peck gave an update on Trekking for Trash, 38 eight volunteers collected forty bags of trash at the last event that also included donations from local businesses for the volunteers. The next Trekking for Trash will take place on Saturday, August 12th, meeting at 8:00 a.m. behind Walgreens.

Mayor Kupsky announced that Cheddar's Restaurant is closing permanently on Saturday, July 22nd.

NEW BUSINESS 

Proposed Resolution No. 31-'23, a Resolution in support of the City of Fairview Heights pending grant applications. Motion by Alderman Brumfield. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 31-'23 showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Menn, Frawley and Brumfield voting "Yea." Alderman Williams was absent. Resolution No. 31-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 31-'23 now becomes RESOLUTION NO. 4502-2023.

Proposed Resolution No. 32-'23, a Resolution authorizing the Mayor on behalf of the City to enter into an Engineering Services Agreement with TWM, Inc. to provide professional engineering services for Safe Routes to School and MEPRD grant applications. Motion by Alderman LeFlore. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 32-'23 showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Menn, Frawley and Brumfield voting "Yea.' Alderman Williams was absent. Resolution No. 32-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 32-'23 now becomes RESOLUTION NO. 4503-2023. 

Proposed Resolution No. 33-'23, a Resolution authorizing the Mayor to dispose of certain unusable property, being (4) Whelen Sirens no longer needed by the Fairview Heights Police Department and sell them to Monroe County, Illinois for the sum of $1.00. Motion by Alderman Peck. Seconded by Alderman LeFlore.

Roll call on Proposed Resolution No. 33-'23 showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Menn, Frawley and Brumfield voting "Yea." Alderman Williams was absent. Resolution No. 33-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 33-'23 now becomes RESOLUTION NO. 4504-2023.

Proposed Resolution No. 34-'23, a Resolution approving a Special Use Permit and Site Development Plan for 6118 North Illinois Street within the "PB" Planned Business District to allow the operation of a tunnel car wash. Motion by Alderman Zimmerman. Seconded by Alderman Brumfield.

Roll call on Proposed Resolution No. 34-'23 showed Aldermen Wagner, Zimmerman, Peck, Poletti, Menn, Frawley, and Brumfield voting "Yea." Alderman LeFlore voted "Nay." Alderman Williams was absent. Alderman Vickers abstained from the vote. Resolution No. 34-'23 passes on 7 yeas, 1 nay, 1 absent and 1 abstain. Proposed Resolution No. 34-'23 now becomes RESOLUTION NO. 4505-2023.

Alderman Wagner moved for support of a budget adjustment to Account # 005-110-5- 502-00 in the amount of $57,000 for the purchase of GPS Preemption Vehicle Kits for (12) unmarked detective, administration and K9 police vehicles. Seconded by Alderman Frawley. Roll call on the motion showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Menn, Frawley and Brumfield voting "Yea." Alderman Williams was absent. Motion passed on 9 yeas and 1 absent.

Alderman Peck moved to adjourn. Seconded by Alderman Wagner. Motion carried.

Meeting adjourned at 7:23 p.m.
