City of Edwardsville Public Safety Committee met Sept. 12.

Here are the minutes provided by the committee:

Members Present: Alderman Chris Farrar

Alderwoman Andrea Miracle

Member Excused: Alderman SJ Morrison

Other Present: James Whiteford, Fire Chief

Mike Fillback, Director of Police

Cathy Hensley, Communication Coordinator

Anna Roseman, Fire Department

The Edwardsville Public Safety Committee meeting was called to order by Alderman Chris Farrar at 5:31 p.m. in the Governor Edwards Conference Room, 118 Hillsboro Avenue with a quorum present.

Public Comment: None

Approval of Minutes:

• Motion by Alderwoman Miracle, second by Alderman Farrar to approve minutes from the Public Safety Committee meeting held Tuesday, August 8, 2023.

Discussion: None

MOTION CARRIED UNANIMOUSLY. 

Police Department: 

Action Item(s):

• Motion by Alderman Farrar, second by Alderwoman Miracle for "An approval of a Resolution Authorizing the Police Department to apply for the Illinois Office of the Attorney General for the FY2024 Organized Retail Crime Grant and approving the Mayor to enter into the Award Agreement".

Discussion: 

o Explanation of organized retail crime

o If awarded, the grant may be used for officer training, overtime details, and equipment and technology directed at combating organized retail theft.

o The request grant is in an amount not to exceed $110,000.00. This is not a matching grant. Valid invoices will be sent for reimbursements.

MOTION CARRIED UNANIMOUSLY. 

Fire Department: 

Action Item(s):

• Motion by Alderman Farrar, second by Alderwoman Miracle for "An approval of a Resolution Authorizing an Unbudgeted Personnel Addition for the Fire Department".

Discussion: 

o Discussed the need for an Assistant Fire Chief and job duties: fire prevention & construction inspections, assist with overall management including emergency response, fire training, and emergency medical services.

o The salary for this position is based on evaluation of comparable departments. 

o This position will be funded with the additional funds received by SIUE for fire prevention services.

MOTION CARRIED UNANIMOUSLY. 

Informational Item(s):

• New Hire Update - Braden Patterson has accepted a firefighter/paramedic position and will start Monday, September 18, 2023.

• The Fire Department was awarded the 2022 Assistance to Firefighters Grant (AFG) for the purchase of Self Contained Breathing Apparatus (SCBA), in the amount of $305,910.00, of which 10% ($27,810.00) is matched by the City.

Old Business: None

New Business: 

• At the intersection of Hillsboro Avenue and RP Lumber, vehicles can turn right onto East Vandalia Street while pedestrians have a walk signal

• Pedestrian crossing at North Main Street from the old Rusty's parking lot to the Manny Jackson Center.

• No parking request on the north side of Grand Avenue between Terry Street and Broadview Drive.

The next regular scheduled meeting of the Public Safety Committee is Tuesday, September 26, 2023, at 5:30 p.m. at City Hall.

Motion to adjourn by Alderwoman Miracle, second by Alderman Farrar. With no further business at hand the meeting was adjourned at 6:04 p.m.
