City of Belleville Streets & Grades Committee met Sept. 18.

Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Approval of Minutes
Alderman Rothweiler made a motion to approve the minutes from August 21, 2023. Alderwoman Sullivan seconded the motion. All members were in favor by voting aye.
Assistant Director of Public Works
Jason Poole gave an overview of the Public Works Department.
He explained the motion on this evening's City Council meeting to purchase a new Woodchipper and a new Hot Box for the Street Department. The Hot Box is a trailer unit.
The Woodchipper will be repurposed to the Parks Department, until a newer model is affordable. Oktoberfest was a busy event this past weekend.
The Parks Department moved tables, and bleachers while the Street Department moved barricades, performed clean up and moved 8 Chalet's. Sanitation moved toters and cleaned streets with the street cleaner.
The Cemetery Department had 1 employee retire. A Street Department employee transferred to the Walnut Hill Cemetery position. Jason explained they will be advertising the open position in the Streets Department as early as this week.
New Business
1. Susann Court Resurfacing
Motion to approve Christ Bros Asphalt, Inc. in the amount of $189,744.24 for Susann Court Resurfacing. Improvements consist of removals, Class D pavement patch, sidewalk, driveway pavement, concrete curbs, A2 surface treatment, HMA surface course, and all incidental and collateral work necessary to complete the work. (CDBG & ARPA Funds)

2. IDOT Improvement of IL 159
Motion to enter into agreement with with IDOT for $39,534.80 for improvements to parking lanes on South Illinois Street. (TIF 3 Funds)
After discussion, Alderman Rothweiler made a motion to enter into agreement with IDOT for $39,534.80 for improvements to parking lanes on South Illinois Street.
Alderwoman Duco seconded the motion.
Members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Sullivan, Randle. Motion carries.
Miscellaneous/Aldermanic Discussion
The Engineering Department constructed a list that consists of projects in construction, in design, being worked on, in letting, to be followed up on, or completed. The list was handed to the committee. This is an active working list which is updated on a daily basis.
Alderman Rothweiler asks what the plans are for street striping. Chairman Alderman Randle explains we are currently working with A1 Professional Asphalt & Sealing, LLC. There are corrections to be made. Scott gave an update, explaining the project manager of A1 Professional Asphalt & Sealing has agreed the striping has not been completed on a satisfactory level and has stated they will make the necessary corrections.
Alderman Rothweiler asks if Public Works will be able to help stripe the streets.
Jason added, with all the work that needs to be done in the city, prioritizing from the most important is necessary.
Chairman Alderman Randle suggests Jason to meet with the Finance Director to review the budget with plans to purchasing a striping machine. Mayor Gregory added the roads in the Orchards were not constructed correctly and we are now having to fix them.
Jason stated he will be purchasing a striping machine.
Alderman Dintelman asks if Construction Inspectors will be inspecting projects. Scott explained we have a few projects coming up that have been assigned to Consultant Engineer's, which includes Construction Inspections to be completed.
Chairman Alderman Randle rephrases Alderman Dintelman's question, asking if there is a threshold amount required for a Construction Inspector to be on a job site.
Scott explained it may be a policy of the city on a case-by-case basis. However, if there are project plans that have been designed, he believes the city should have an inspector. If the project is a patching project, an inspector would not be necessary.
Chairman Alderman Randle clarifies, an inspector would not be necessary for the Asphalt Patch Program as this consists of milling the road surface and adding a 2" overlay of asphalt over the top. It is not disturbing anything else. This would not be necessary to require a design engineer, nor a construction inspection. The superintendent of the asphalt company would be required to meet the engineer's specifications.
Mayor Gregory states she understands inspections are not to be over $40,000.00, according to IDOT. Previous City Project Manager, Drew Friedman, performed the Construction Inspections. She suggests researching Construction Inspectors and potentially hiring our own inspector. Chairman Alderman Randle adds when the position was posted for an Assistant Engineer, it was the committee's intent to have the Assistant City Engineer also conduct the Construction Inspections. Mayor Gregory adds, he was given the 6th Street Project. Chairman Alderman Randle believes we could save a considerable amount of money with the Assistant City Engineer performing the inspections. Mayor Gregory adds, Chief Clay is working on posting the Assistant City Engineer position. Chairman Alderman Randle adds, it is a position that requires the knowledge of concrete density and all the specifications that go along with the concrete. There are a lot of requirements with a Construction Inspector. Scott adds, familiarity with IDOT would be the most helpful, including specifications, which is typically used in each project.
Alderman Ovian asks if we have some responsibility for the downtown paving. Chairman Alderman Randle asks Mayor Gregory if there are still some issues being worked out. Mayor Gregory states this is correct. Chairman Alderman Randle explains this was an ILAW project. Lochmueller was the Design Engineer for the waterline replacement. Any city responsibility for the asphalt patch is residing in the mayor's office and Finance Dept. Mayor Gregory states this is correct. She adds, it will be voted on through the City Council. She explains the city will need to spend a lot of money to fix it since they did not complete the concrete brick stamping for the crosswalks. The City Council will need to vote if this is fixed while we resurface the rest of the streets. She states this would consist of resurfacing some of it up. Chairman Alderman Randle adds, there are parts of the road that are IL-159, which is an IDOT road. Mayor Gregory states the IDOT roads also had stamped asphalt. Alderman Ovian asks what she thinks our financial responsibility will be once it is done. Mayor Gregory states she does not know. She states she did not know about this project until May 2023, a month before it started.
