City of Fairview Heights City Council met Sept. 19.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk. Karen J. Kaufhold.

ROLL CALL

Roll call of Aldermen present: Aldermen Anthony LeFlore, Bill Poletti, Denise Williams, Frank Menn, Barbara Brumfield, Brenda Wagner, Harry Zimmerman and Pat Peck. Alderman Josh Frawley was absent - unexcused. Alderman Ryan Vickers joined the meeting virtually at 7:15 P.M. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION 

None

CONSENT AGENDA 

Alderman LeFlore moved to approve the September 5th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,802,267.64. Seconded by Alderman Brumfield.

Roll call on the September 5th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,802,267.64 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman and Peck voting "Yea." Aldermen Frawley and Vickers were absent. Motion passed on 8 yeas and 2 absent.

COMMITTEE REPORTS 

The Mayor announced that the Community Committee will meet Wednesday, September 20th at 7:00 P.M. with Alderman Frank Menn leading the meeting due to the Mayor attending the IML Conference.

COMMUNICATIONS FROM THE MAYOR

The Mayor stated that paving is complete on several streets in the City and thanked the Street Department for their work. The Mayor will be attending the IML (Illinois Municipal League) Conference this week. Mayor Kupsky will become the new President of the IML on Saturday. The Mayor mentioned Covid cases are rising and new Covid vaccine is available.

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Peck congratulated the Mayor on becoming the new President of the Illinois Municipal League (IML).

UNFINISHED BUSINESS 

Proposed Ordinance No. 12-23, an Ordinance amending Section 14-10-14 and Exhibit "A" attached thereto under Chapter 14 (Development Code) of the Revised Code of Ordinances of the City of Fairview Heights, Illinois, as amended, by replacing same with new regulations for external collection containers was read for a second time. Motion by Alderman Menn to make 2 amendments as presented to Proposed Ordinance No. 12-23. Seconded by Alderman Zimmerman. Roll call on the amendments to Proposed Ordinance No. 12-23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman and Peck voting "Yea". Motion passed on 8 yeas and 2 absent. Alderman Frawley and Vickers were absent.

Proposed Ordinance No. 12-'23 passed on 8 yeas and 2 absent.

Proposed Ordinance No. 12-'23 now becomes ORDINANCE NO. 1950-2023.

NEW BUSINESS 

Proposed Resolution No. 43-'23, a Resolution authorizing the Mayor to enter into a purchase agreement with Utilitra for the purchase of an IP-Based Camera System. Motion by Alderman Poletti. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 43-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman and Peck voting "Yea". Alderman Frawley and Vickers were absent.

Resolution No. 43-23 passes on 8 yeas and 2 absent.

Proposed Resolution No. 43-'23 now becomes RESOLUTION NO. 4514-2023.

Proposed Resolution No. 44-23, a Resolution authorizing the City of Fairview Heights to execute a budget adjustment for the purpose of purchasing real estate. Alderman Peck. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 44-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley was absent. Resolution No. 44-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 44-'23 now becomes RESOLUTION NO. 4515-2023.

Proposed Resolution No. 45-'23, a Resolution authorizing the lease of property. Motion by Alderman Peck. Seconded by Alderman Brumfield.

Roll call on Proposed Resolution No. 45-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley was absent. Resolution No. 45-'23 passes on 9 yeas and 1 absent.

Proposed Resolution No. 45-'23 now becomes RESOLUTION NO. 4516-2023.

NEW BUSINESS-continued 

Proposed Resolution No. 46-'23, a Resolution authorizing the Mayor to enter into a contract on behalf of the City of Fairview Heights with C&K Heating and Cooling, Inc. for the City of Fairview Heights Library air conditioning system replacement. Motion by Alderman Williams. Seconded by Alderman Poletti.

Roll call on Proposed Resolution No. 46-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley was absent. Resolution No. 46-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 46-'23 now becomes RESOLUTION NO. 4517-2023.

Proposed Resolution No. 47-'23, a Resolution approving the final subdivision plat for Fountain Place Addition, Village F, Phase 2, located in a part of the Northeast 1/4 of Section 22, Township 2 North, Range 8 West, of the 3rd Principal Meridian, in the City of Fairview Heights, St. Clair County, Illinois. Motion by Alderman LeFlore. Seconded by Alderman Brumfield.

Roll call on Proposed Resolution No. 47-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley was absent. Resolution No. 47-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 47-'23 now becomes RESOLUTION NO. 4518-2023.

Alderman Menn moved to approve a road closure on Forest Hill between Fairview Drive and Briarcliff on October 14th, 2023 from approximately 1:00 P.M. to 7:00 P.M. for a block party. Seconded by Alderman Peck. Roll call on the motion showed Aldermen LeFlore, Poletti, Williams, Menn, Brumfield, Wagner, Zimmerman, Peck and Vickers voting "Yea." Alderman Frawley was absent. Motion passes on 9 yeas and 1 absent.

Alderman Peck moved to adjourn. Seconded by Alderman Poletti. Motion carried.

Meeting adjourned at 7:20 P.M.
