City of Edwardsville City Council met Oct. 3.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

The Pledge of Allegiance was recited by all present.

Alderman Morrison, Krause, Grant and Miracle answered present on roll call. Alderman Warren, Farrar and Burns were absent-excused.

Mayor Risavy welcomed everyone in attendance those who attended the public meeting prior to council and those viewing on Facebook Live to the meeting.

Special Recognition/Proclamations/Oaths 

Mayor Risavy announced the Oath of Office for Justin K. Von Bokel. City Clerk, Michelle Boyer delivered the Oath of Office.

Mayor Risavy announced the Excellence in Edwardsville Award Recognition of William Wojcieszak. Communications Coordinator, Cathy Hensley read a statement about the nomination. Ms. Hensley said that William is a driven compassionate, resourceful young man who has made it his mission to stock the shelves of local food pantries. Last month William contributed 2,280 pounds of food for the Tackle Hunger food drive. William has been working on food drives for the past several years. Last year he donated 1,000 pounds to the same food drive. He has worked on several food drives in the past several years. Operation Food Search said Williams donations by themselves are enough to feed 550 people for a day. The management at Operation Food Search says they are grateful for his amazing work. William truly embodies Excellence in Edwardsville!

Petitions and Communications 

Mayor Risavy presented a Letter from the Zoning Board of Appeals regarding a Variance for 824 St. Louis Street.

Mayor Risavy opened the public comment portion of the meeting. No public comment made.

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows:

• Approval of minutes of Council Meeting on September 19, 2023 

• Group Health Insurance Fund Report - $41,282.00

• Closed Session regarding the Purchase or Lease of Real Property for the use of the Public Body pursuant to 5 ILCS 120/2(c)(5)

Motion by Krause, second by Grant to approve the Consent Agenda as presented. Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Legislative & Executive 

Motion by Morrison, second by Grant to approve a Class B - Retail sale of alcohol for consumption on the premises only. Fusion Taco, 1017 Century Drive, Suite 9, Edwardsville, IL 62025. Applicant name: Brad James.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause to approve a Special Event License, Class E, Madison County Historical Society, Vintage Baseball Game, Winston Brown Recreational Center, October 7, 2023 12:00pm - 4:00pm.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Grant, second by Miracle for approval of the Appointment of Leonard Heine to the Human Relations Committee with a term ending April 2025.

Motion by Morrison, second by Grant to approve the Appointment of Kaitlin Keister to the Human Relations Committee with a term ending April 2025.

Finance Committee 

Minutes of the Finance Committee meeting held on September 13, 2023 presented for information and file.

Motion by Krause, second by Grant to approve Claims Regular - $1,383,874.78 and Friday claims - $25,792.98, $29,898.81 and $5,958.43 and $80,211.54 for a total of $1,525,736.54.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Krause, second by Grant to approve a Resolution Determining the Intent of the City of Edwardsville, Illinois to Reimburse Itself for Certain Capital Expenditures. Alderman Krause commented this allows the city to reimburse itself with bond proceeds for costs associated with Phase II of Plummer Family Park.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Krause, second by Grant to approve a Resolution Authorizing a

Redevelopment Agreement to Encourage Development within North Main Street T.I.F. District of the City of Edwardsville, Illinois for 207 St. Louis Street.

Alderman Krause commented this is the Newsong Fellowship Church area. It will reimburse up to 85% of the T.I.F. This is taking an existing structure and reusing it. It will be mixed use.

Finance Committee will meet on Thursday, October 12, 2023 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Safety Committee 

Public Safety Committee will meet on Tuesday, October 10, 2023 at 5:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Services Committee 

Minutes of the Public Services Committee meeting on September 11, 2023 presented for information and file.

Motion by Morrison, second by Miracle for Approval of Change Order #1 and Final for the 2022 MFT Pavement Patching and Crack Sealing Contract in the increased amount of $48,357.38.

Alderman Morrison said this is a standard project. Some additional side streets were added to the project.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Morrison, second by Krause for Approval of Change Order #3 for the WWTP Improvements to Korte and Luitjohan in the increased amount of $34,964.16.

Motion by Morrison, second by Miracle for Approval of Change Order #4 for the WWTP Improvements to Korte and Luitjohan in the increased amount of $21,010.44.

Alderman Morrison announced the approval of a Sole Source Resolution Authorizing the Purchase of a 2023 Ford F550 Cab and Chassis to Victory Lane Ford in the total amount of $69,217.00. Resolution held until the October 17, 2023 Council meeting.

Alderman Morrison announced the approval of a Sole Source Resolution Authorizing the Purchase of a 2023 GMC Sierra to Lou Fusz Buick GMC in the total amount of $42,429.00. Resolution held until the October 17, 2023 Council meeting.

Motion by Morrison, second by Miracle for approval to award the Cloverdale Elevated Storage Tower Repainting Project and Alternate Number 1 to MW Cole Construction in the total amount of $181,680.00.

Alderman Morrison commented we are painting the water tower. It will now have some EHS Tiger paws.

Alderman Morrison presented Change Order #1 for the WWTP Improvements in the increased amount of $3,220.00 for information and file.

Alderman Morrison presented Change Order #2 for the WWTP Improvements in the increased amount of $3,785.15 for information and file.

Public Services Committee will meet on Tuesday, October 10, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting held on September 13, 2023 presented for information and file.

Alderwoman Grant presented an Ordinance Approving an Annexation concerning 1401 Grand Avenue for first reading.

Motion by Grant, second by Krause for approval of a City of Edwardsville Commercial Building Façade Application for The Albert located at 207 St. Louis St. in the amount not to exceed $25,000.

Alderwoman Grant commented this is an exciting project.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Motion by Grant, second by Krause for approval of Change Order for the East Fire Station in the amount of $99,279.00 (Landscape Package).

Alderwoman Grant said changes were made to make the plants more suitable for our climate. It includes trees and shrubs. Mayor Risavy said the station should be opening on November 11, 2023.

Roll Call: Four Ayes with Aldermen Morrison, Krause, Grant and Miracle voting aye. Motion carried.

Alderwoman Grant presented An Ordinance Amending Chapter 114, Article IV, Division 2 of the Codified Ordinances of the City of Edwardsville (Limited or Prohibited Parking Areas - Governors Parkway) for first reading

Alderwoman Grant presented the following items for information and file:

a) Zoning Board of Appeals - August 28, 2023

b) Historic Preservation Commission - August 09, 2023

c) Cool Cities – August 17, 2023

Administrative and Community Services Committee will meet on Thursday, October 12, 2023 at 5:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Closed Session 

Motion by Krause to enter into Closed Session at 7:26 p.m. to discuss one item regarding Executive Session: Purchase or Lease of Real Property for the use of the Public Body pursuant to 5 ILCS 120/2(c)(5).

Council entered into Executive Session at 7:30 p.m.

Motion by Grant, second by Krause to end closed session and reconvene council meeting.

Council reconvened at 8:19 p.m.

Action Taken on Executive Session Items 

None

There being no further action required, Council adjourned at 8:21 p.m. with a motion by Miracle.
