City of Edwardsville Board of Fire & Police Commissioners met Oct. 3.

Here are the minutes provided by the board:

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Governor Ford’s Conference Room at Edwardsville City Hall with Chairman, John W. McCracken, presiding.

Commissioners Attending: John W. McCracken, John Cunningham, Mary Ann Harris, Jean Hughes and Roger L. Huber. Also Attending: Police Chief Michael Fillback; Deputy Chief Michael Lybarger; Fire Chief James Whiteford; City Attorney Jeff Berkbigler and HR Director Amanda Tucker

Public Comment: No comments to be heard from the public were either submitted by email or telephonically

Approval of Prior Minutes: Commissioner Hughes moved to approve the Minutes of the Regular Meeting held September 5, 2023. The Motion was seconded by Commissioner Harris. Motion carried.

Communications: The Board acknowledged receipt of a letter from Mayor Risavy dated September 26, 2023 authorizing the promotion of Fire Lieutenant Ed Burnley to Fire Captain along with promotions to lower ranks from the Fire Lieutenant’s existing Promotional Register.

Administrative: Chief Whiteford commented briefly about progress at the new fire station (#3) presently under construction on Governor’s Parkway. A Ribbon Cutting Ceremony is scheduled for Saturday, November 11.

Fire Department: The promotion of Tanner Sweetman to Fire Lieutenant from the ranks of Edwardsville Firefighters has created a vacancy in that Roster. Adjustments to the Fire Department’s present Force were made as follows:

Lieutenant Ed Burnley’s promotion to Fire Captain was approved by a Motion by Commissioner Harris, seconded by Commissioner Cunningham with all Commissioners voting “aye.”

The promotion of Tanner Sweetman to Fire Lieutenant was authorized by a Motion from Commissioner Hughes, seconded by Commissioner Cunningham with all Commissioners voting in favor.

Commissioner Harris made a Motion to authorize a Conditional Letter of Employment to be tendered to Probationary Firefighter-EMT Applicant Jake Reiter (and so forth). Commissioner Cunningham seconded the Motion, which was unanimously approved.

Other tentative upcoming activities for the Fire Department are:

∙ New Firefighter-EMT Hiring Application Deadline – February 2, 2024

∙ New Firefighter-EMT Written Testing – February 17, 2024

∙ Board Review Written Testing Results – March 5, 2024

∙ Ladder Climb/Oral Interviews – March 26 & 27, 2024

Police Department: 

Based on the results of scoring for Written Testing and Oral Reviews conducted Monday, September 11 and Monday, September 18, 2023 respectively for Promotion in the Rank(s) of Police Sergeant and Police Lieutenant have resulted in the approval as follows:

∙ Commissioner Hughes moved to approve the Preliminary Resister of Eligibles for Promotion to Lieutenant seconded by Commissioner Cunningham. Motion approved.

∙ Commissioner Cunningham moved to approve the Preliminary Register of Eligibles for Promotion to Police Sergeant seconded by Commissioner Harris. Motion approved.

∙ Copies of the appropriate Preliminary Registers are attached hereto by reference. With no further business to be conducted, the Meeting was adjourned at 5:25 p.m.
